Reason:
Birmingham Jewelers listed said property and
bills were sent to last known address. Also
The 'Tax Collector was not notified of any
change of address.
Mr. Sykes, Collector of Delinquent Takes,
contacted Mr. Birmingham's wife in reference
to said bills and received no response from
Mr. Birmingham.
The Tax Collector Certified said bills to
Chatham County for Collection. Only aftet
this action did Mr Birmingham contact the
Tax Collector, or anyone in the office.

Dear Sir:
On Thursday, June 28, 1979 1 met with Mr. Wpyne M-anden (your engineer),
Mr. Lester Pnd Mr Crlxnni�0!1 (developers of Timberlyne Stib-division) end. Hr.
Bnb Ppge, Attorney for the purpose of discussing early connection to the
yet unfinished sewer;ge system serving the Timberlyne SlYdivision. The
proposal :ins to connect as many as four houses to the phtion of the
collection system already installed but not yet connected to the GWASA
system. This situation was to e7Wt no longer than August 1, 1979. The
proposal included an agreement to provide a contract with a firm that would
pump and haul the untreated sewage from the collection system to the OWASA
treatment plpnt Assurance was given by the developers and OWASA representatives
that Pdequpte inspection& would be made to avoid vnY overflOW Or discharge
of the system,
I unders .?.na from Hx Stan Taylor of NECD that OWASA holds the permit
for this system and therefore, =16 be responsible for any health hazards
occurring from this 4ituation .
Since this depRrtment has had past (unpleasant) experience with this
kind of P setup I feel that we mist stronSly object to it. First of all
we are de-ling with large homes with intensive water use that will tend to
fill the system r-pidly. There may also be problems with proper pumping and
disposal of the sewage. If rains infiltrate the system then the syste-M
(including the sewage) may overflow.
There could also be unforseen delays in the construction of the connector
Line that would result in a longer term situation making this agreement
invalid. Although our position At this point is not reguletory, if any
problems should occur creating, in our opinion, P, health hazard then we
u7ul6 certainly seek injunctive action which could result in serious liabilities
to homeowners.
Our position on the merit of allowing this kind of situation to occur
certainly does not mean that we are not willing to assist in MMY Possible
in preventing the occurrence of P health hazard. Our position, ns usual,
from a pablic health standpoint is that of prevention rather then cure,.

Approval in Principle of an
Industrial and Manufacturin Project
The Board of Commissioners for the County of Orange,
North Carolina, met in regular session at the Cor.•jissioners
Room of the County Courthouse in Hillsborough, North Carolina,
the regular place of meeting, at10 00o'clock A.N. on ,7uly 2 ,
1979•

Authority.
Geoffrey Gledhill, County Attorney, announced, pursuant
to Chapter 159C of the General Statutes of North Carolina
and the regulations thereunder, that he had been advised
that The Orange County Industrial. Facilities and Pollution
Control Financing Authority intended to file an application
with the Secretary of the Denartnent of Commerce for approval
of an industrial and manufacturing project in Orange County,

North Carolina, consisting of acquiring a 20 acre site near
Hillsborolzgh, in Orange County, constructing thereon 2 one-
story buildings each of approximately 25,000 square feet and
equipping the same with suitable machinery and equipment
used in the manufacture of nameplates and other specialty
items to be financed for W. H. Brady Co. by not exceeding
$2,O00,000 aggregate principal amount of bonds of the
Authority. Since such application for approval cannot,
under regulations of the Department of Commerce, be officially
received until, among other things, the Board approves the
project in principle, the Authority has recommended and
requested that the Board pass a resolution approving the
project in principle without in any way prejudicing the
right and responsibility of the Board under G.S. 159C--4(d)
to approve or not to approve the issuance of the bonds after
the Department of Commerce has approved the project and the
Local Government Commission has approved the bond issue, by
which time additional information rela.tive to the project,
the company and the proposed financing will have been
developed.
Thereupon, Commissioner Anne Barnes
introduced the
following resolution which was read:

+ BE IT RESOLVED by the Board of Commissioners for the
County of Orange:
Section 1. The proposed industrial and manufacturing
project in Orange County, North Carolina consisting of
acquiring a 20 acre site near Hillsborough, constructing
thereon 2 one--story buildings each of approximately 25,000
square feet, and equipping the same with suitable machinery
and equipment used in the manufacture of nameplates and

Section 3. This resolution shall take effect immediately
upon its passage.
Commissioner Barnes moved passage of the foregoing

Dear Mr. Britt:
In the event that 100 percent Federal Emergercy Operating Center
funding becomes available, it is the intent,of the County of Orange to
submit an application requesting funds to provide and equip such a facility.
It is the intent of the County of Orange to provide space in this
facility for a State Area Civil Preparedness Office.
It is also the intent of the County of Orange, when conditions
warrant, to make space available in this facility to be used as an
Emergency Seat of State Government.

RESOLUTION ESTABLISHING
THE ORANGE COUNTY ENERGY CONSERVATION COMMISSION
WHEREAS, in May, 1976 tie Orange County Hoard of Commissioners received
and endorsed the Orange County Energy Conservation Task Force Report, entitled
"Energy in Orange County', the major recommendation of which was to create a
commission which concerns itself with energy use and energy management in the
County, and
WHEREAS, an urgent need now exists to identify and assess- energy choices,.
the level of energy consumption, and the resultant impact on Orange County,
and
WHEREAS, it is essential that there be coordination of energy management
activities and the dissemination of information regarding the reality of the
energy dilemma, and
WHEREAS, the Orange County Board of Commissioners, taking cognizance. of the
ongoing need for energy conservation to protect the health, safety, and welfare
of the County's residents, as well as need for the assessment of alternative
energy policies and practices, hereupon adopts the following;
BE IT RESOLVED THAT there is hereby created and established the Orange
County Energy Conservation Commission (.00EC Commission) with the following
purposes:
Section I. The OCEC Commission is charged with continued responsibility for;
I. Advising and providing support for the ongoing efforts of the Orange
County Energy Office regarding policies and programs of energy conser-
vation in Orange County governments.
2. Initiating activities to inform Orange County residents of energy problems
and resources available for energy conservation.
3. Facilitating the coordination of energy conservation programs and projects
in local governmental units and private agencies of Orange County.
4. Preparing studies and reports of County energy issues and making recom-
mendations to government or private entities for appropriate action.
5. Reviewing county ordinances and policies for energy use implications;
recommending new or amending county ordinances and statutes that would
promote energy conservation:

6. Acting as a liaison with appropriate state and federal agencies which
are concerned with energy-
7, Undertaking studies as requested by the Orange County Board of Com-
missioners or other units of local government in Orange County.
g, Establishing energy conservation goals for Orange County; .ai?d,j
developing and recomm6nding to local units of government a comprehensive
long-range county energy policy to achieve effective use of present and
future sources of energy.
Section II. Membership. The OCEC Commissioners shall serve tv)o year terms
expiring June 30 and shall consist of -ten voting members. Four of such members
grill be appointed by the Orange County Board of Commissioners, and one member will
be appointed by each of the following:
University of North Carolina at Chapel Hill
Hillsborough Town Board of Commissioners
Chapel Hill Board of Alderman
Carrboro Board of Alderman
Orange County School Board
Chapel Mill-Carrboro School Board
Ar; Members shall not serve more than three consecutive two year terms.
B. Any vacancy on the OCEC Commission shall be filled by the Board
which made the original appointment and shall be for the unexpired portion
of the term being filled_

section III. Sub-Committees. The OCEC Commission may establish sub-committees
to provide techinical and other advisory assistance to the OCEC Commission.
Appointments to such a sub-committee may be made by the OCEC Commission, Persons
appointed need not be members of the OCEC Commission,
Section IV. Orange County will provide the OCEC Commission With staff support from
the Energy Office. Committee members and volunteers will not b e paid for their

services, Uith the prior approval of the County Manager they can be reimbursed
for expenses connected with business of the OCEC Commission.
Section V. It is not contemplated that the OCEC Commission will own any real
estate or any tangible personal property of consequence.
section VI. The Orange County Board of Commissioners hereby signifies its
recognition of the need for work to be performed by the OCEC Commission and
by this resolution solicits endorsement and support of the Orange County _
Energy Conservation Commission by each unit of local government in Orange
County.
Section VII. This resolution shall take effect upon its passage.
