Margaret Lane Hillsborough, North Carolina 27278 Mr. Chairman and Members of the Board of Commissioners: I have been requested by the Chapel Hill Board of Aldermen to convey to you its request for further funding consideration. The Board feels it extremely important that the County Commissioners demonstrate their support for Human Services and Parks and Recreation funding at a level higher than recommended in the County Manager's 1979-80 Operating Budget. The following Human Service agencies have requested that the Town of Cl- pel Hill . provide financial assistance during fiscal. year 1979-80 in the abount o, 76,833: Joint Orange--Chatham COM-unity A,-.Lion ACCESS (Switchboard) OASIS Rape Crises Center Volunteers for People Meals on Wheels Women's Health Counselors Orange/Durham YO CA Coalition for Battered nolcer. The formal applications for each agency's dollar requests were previously submitted to the Country Manager under a separate cover. These agencies have made and should continue to make significant contributions to the delivery of health and social services to County residents. While the majority of these services are designed to meet urban problems and concerns, the recipients are nonetheless citizens of Orange County. it is believed that these services are Within the realm of those health and social services that the County should provide. Therefore, this is a formal request of the Chapel lull Board of Aldermen that the Orange County Com- missioners consider funding each request in the amounts sought from the Town o1: Chapel Hill. In the past, the Town has accepted the responsibility of funding these special agencies and of providing, services to specific population groups through the Town's Human Services Department. To the previous budget year, the Cow issioners increased their funding of some of rhese agencies and have indicated that this was to be interpreted as an indication Ot their commitments to Meet. the needs of Southern Orange citizens. The Baird strongly supported this stance and would encourage much greater SUpport. than hers been r,com:acnl._rd in the Cuunty Manager's budget. It is the earnest belief of the Board that the County should make every attempt to fund these special requests which supplement the traditional health and social services offerings provided by the County. At the march 26, 1979, regular meeting of the Board of Aldermen, the Board adopted a resolution which authorized the Town Manager to submit a request on behalf of the Town to Oran�,-2 County for continuance of its' support of the municipal parks and recreation program. The amount requested totalled $126,480, or $88,536, for the Town of Chapel Hill and the balance for the Town of Carrboro. The Country Man- ager's recommended budget contains funds for the Town but totalling $39,850 less than originally requested. The Orange County Municipal Support Program makes possible increased recreation services for residents of Southern Orange County. It also provides a means by which the Board of Commissioners of Orange County can provide equitable services to all County residents without. unnecessarily duplicating the Town of Chapel Hill or Carrboro Parks and Recreation Departments. The support funds, considered with the municipal allocations for Parks and Recreation, enable a broad spectrum of activities and services to be provided. Because of the County support, all Town—sponsored programs, areas, and facilities are available to all County residents at no additional fee, where a fee is required. County residents receive equal priority to Town residents in registration procedures for recreation programs. In preceding years, Municipal Support Funds were- limited to those expenses involved with making school facilities available for recreation use. In the current fiscal year $65,000 wss allocated to Chapel Hill and Carrboro, with $45,500 or 70%, to Chapel Hill. Earlier this year, a clarification was received from the County Man- ages informing the Towns that the funds need not be limited to school facility usage and were to be considered non—categorical, enabling the Municipality to have flexibility in the use of the monies, provided it is used solely for recrea- tion purposes. This interpretation will enable the Towns to maximize the utiliza- tion of these funds, since the Town will not be totally dependent upon the often limited school use schedules and ultimately provide better services to the resi- dents of the County. Over the past two years, the Town of Chapel Hill has developed or is in the process of developing many new recreation areas and facilities. Many of these will begin their initial operation in FY 1979-80 and consequently increased recreation op- portunities will be available to County and Town residents.
