The Clerk submits minutes of Board meetings held August 28, 1978, May..10, ..1979, May 15, 1979 (2 meetings) and May 22, 1979. 4. Betty Thigpen, representing the Orange County Recreation Department, will review a Youth Involvement Week Program being sponsored by that department and introduce the program's participants. 5. The Board proclaims the week of May 28 through June 3, 1979 Vietnam Veterans Week. 6. The Board calls upon citizens of Orange County to nominate Vietnamese Veterans who rendered outstanding service for special Outstanding Community Achievement Awards. 7. The Hillsborough Merchants Association requests a permit from the Board of Commis- sioners to conduct a fireworks display in Hillsborough on the Fourth of July. 8. Appointments: A. Six .vacancies exist on the Commission for Women. B. The General Assembly has enacted legislation increasing membership on the county's ABC Board from three to five. 9. The Board acknowledges receipt of a Secondary Road Addition Investigation 'Report dealing with Springview Trail and Forest Ridge Place in Meadow Estates Subdivision of Eno Township. 10. The Manager recommends the Board accept a report from the Community Development Task Force concerning just compensation for ,eleven water and sewer easements on Old Cornwallis Road and Old Cedar Grove Road. 11. Shannon Julian, Chairman of the Orange County Industrial Facilities and Pollution Control Financing Authority, will discuss with the Board a proposed budget for the Authority as well as review possible roles for this group. . 12. The Chairman of the Board of Health and the Health Director will review a proposed Health Department budget for the 1979-80 fiscal year. 13. Consideration of a report developed by the Board's Task Force for Highway Improvement for presentation at the Department of Transportation's public hearing- in Yanceyville on June 5, 1979. The Town of Carrboro is concerned with the difficult traffic situation at Star Point. Although it is felt that a proliferation of curb cuts in the area would exacerbate problems of traffic flow, the addition Of the one driveway in question would probably not alone have a significant impact. The Town of Carrboro is also concerned with keeping urbanization to a compact Fattern close to the existing Town limits. However, it is assumed that the addition of a convenience store at a location which already includes neighborhood commercial uses would not spur additional development. It is believed that any commercial development in this area should be undertaken via the planned development regulations which we understand are currently being prepared by the Orange County Planning Staff. It is believed that this procedure is necessary in order to ensure sufficient control over the development of the property to safeguard the public health, safety, and general welfare. Specifically, it is believed that control over the development of the property is necessary for tl.e following reasons. 1. Access to the subject property is by U.S. 15-501 (Pittsboro Road) . The traffic condition in this area requires caution due to the conflict between the high speed traffic on Pittsboro Road and the vehicles entering and leaving the Watts commercial area. It is believed that additional control is needed to ensure that the development will not contribute to increased traffic problems and endanger the public safety. 2. It is believed that additional control is needed to ensure that the develonment will not injure the value of nearby residential properties, and will be in harmony with the area in which it is to be located. 3. It is a general purpose of zoning ordinances to promote the orderly growth, expansion, and development of an area. It is believed that additional control of the development of this property is needed to ensure the use will be in harmony with the area and in general conformity with adopted plans and policies. Recommendation: That the request for rezoning be denied based upon the findings stated above. That any development of this property for commercial purposes be undertaken via planned development procedures. Press releases, radio and television spot announcements, posters, and direct mailings have all been used to attract new members. To date 41 applications have been received and they are still coming in. The membership committee met on May 7 and selected 10 applicants that they want to recommend to the County Commissioners for possible appoint�ent to the six vacancies the Women's Commission will have effectiYe July 1. Three vacancies are in the northern part of the county and three are in the southern part of the county. The res me forms of all of those who applied will be kept on file and used as part of the talent bank the Women's Commission is developing. The Women's Commission hopes that the Commissioners will be able to take up the matter of selecting six appointees to the Orange County Commission for Women at its May 29 meeting. The appointments would all be for two year terms beginning July 1, 1979. In accordance with the bylaws change, those appointed would be eligible for reappointment at the end of their two year term.
