Orange County is one of the most rapidly growing areas in
North Carolina and the impact of this growth is greatly affecting
all its citizens. All units of government need to seek ways to
solve problems caused by this growth and find mutually satisfact-
ory policies to wisely manage our resources for the benefit of
all Orange County citizens. The Board of County Commissioners
believes there are several broad goals that provide the framework
for developing and implementing joint policies for managing growth
in these transition areas which particularly affect both County
and Municipal governments. These goals should include, but not
be limited to:
1. Provide for the orderly transition from urban to
rural development around municipalities.
2. Recognize those transition areas around the munici-
palities that will naturally become urban and those
that whould remain rural.
3. Complement and implement municipal and County
Comprehensive Planning Goals and Objectives,
both in the transition areas and County-wide.
4. Foster understanding and intergovermental cooper-
ation in areas of mutual concern.
5. Develop a planning process that allows citizens
to fully participate in the decision making process
in implementation of land use plans in jointly
planned areas.
Objectives of JOINT PLANNING
The following objectives would implement the goals
listed above during the next year:
1. Develop a land use plan, including statements of
goals, objectives, policies, and programs to guide
land development County-wider but especially in
jointly planned areas,
a) I1'fi.ne the jointly planned area, including
boundaries, total size, and the area to
remain rural.
b) Analyze these transition areas relative to
the rest of Orange County to prevent leap-
frog development,
c) Minimize the total costs of urban services
in areas destined for annexation.
d) Encourage infill of vacant land in areas
already urban,
e) Minimize urban sprawl.
f) Permit only rural land uses in that part
of the transition area that is to remain
rural.
2. Feview ordinances and implement municipal
standards in transition area that will eventu-
ally become part of the municipality.
3, @velop uniform data to be used by the planning
agencies and citizens,
4. Prepare and deliver to governments and citizens
a periodic progress report.
5. IBvelop a per;,lanent mechanism, such as Orange
Comprehensive Planning Council (O.C.P,C,) to
ensure on-going implementation of the joint
planning process.
