ORANGE COUNTY BOARD OF COMMISSIONERS
MAY 10, 1979
The Orange County Board of Commissioners met in special session on
Thursday, May 10, 1979, at 7:30 p.m., in the C ommissioners Room of the
� Orange County Courthouse in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit and
Anne Barnes.
x The purpose of the meeting was to give representatives of the
Orange-Person-Chatham Mental Health Board an opportunity to discuss their
budgetary concerns for the coming fiscal year and to give the Board of
Commissioners an opportunity to discuss the county's proposed Capital
Improvements Plan for 1979-90.
Mr. Jan Pinney was present in the audience and the Chairman asked
Mr. Pinney to step forward to receive a framed copy of the Resolution
of Commendation which was read to Mr. Pinney by the Chairman at the
December 4, 1978 Board of Commissioners meeting. Mr. Pinney accepted
the Resolution.
The Chairman then asked representatives of the Orange-Person-Chatham
i Mental Health Board to review their budgetary concerns for 1979-80.
Mr. Jan Pinney, Chairman of the Finance Committee, and Mr. Bill Baxter,
Director of the Orange-Person-Chatham Mental Health Center, represented

the area mental health board. Mr. -Baxter presented the Commissioners
with the Orange-Person-Chatham Mental Health Board's recommended budget

for 1979-80, as adopted by the area mental health board, and gave a brief
explanation of budget items. Mr. Baxter and Mr. Pinney then answered
questions about the budget.
' Thereafter, the Chairman asked the County Manager and Finance Director
$ to comment on the county's proposed Capital Improvements Plan for 1979-90.
The Board asked questions and discussed priorities and funding possibilities.
Commissioner Gustaveson moved, seconded by Commissioner Barnes,
the Board adopt the county's Capital Improvements Plan, as submitted, as
the Board's priorities for the next five years in its discussions with the
school boards. Vote: ayes, 5; noes, 0.

The Board stated its wish to hold public meetings on the facilities
plan before final approval was granted. The Board also stated its desire
y to hold continued discussion on the capital outlay plan in June.
The Board set May 31st as the date to hear the Chapel Hill-Carrboro
School Board's 1979-80 budget and capital improvements plan.

The Board set May 24th as the date to hear the Orange County School
Board's 1979-80 budget and capital improvements plan.

The Board rescheduled the Health Board's budgetary hearing to May 29th.
There being no further business to come before the Board, Commissioner

Gustaveson moved, seconded by Commissioner Willhoit, to adjourn.
