The Manager, CETA Program Director and State Division of Community Employment recommend modifications in the staff of the Orange-Durham Employment Training Office as outlined in the memorandum from Steuart Rogers, �4gency Director. 13. The Finapce Director submits a budget amendment that will implement the reorganization outlined in Agenda Item 12. 14. The Register of Deeds requests the Board authorize its Chairman execute a contract for implementation of the Land Title Records Project with the State Department of Administration. 15. The Animal Protection Society submits its schedule of fees for Board consideration. 16. The Manager recommends the Board authorize its Chairman to execute a contract with the Animal Protection Society for operation of a County Animal Shelter. 17. The Planning Board recommends the Board approve the preliminary plan of Maple Court Subdivision. 18. On March th, the Board of Commissioners adopted a motion proposing a minimum 5 acre lot size in the University Lake Watershed as an interim measure. On April 25th, the Planning Board adopted a motion to the effect that they found no course at present to support 5 acre, residential zoning. 19. Fix time to review the total plan with all agencies involved. 25. Announcements: A. The Board will meet with the Hillsborough Town Board at noon, on May 15, at the Colonial Inn. B. Roger , 'CETA Director SUB,TECT : CETA Staff As we have discussed, the Orange-Durham Employment and Training Program could significantly increase the quantity and quality of its services, considering available CETA funds and community resources. Specifically, we have the financial capacity to expand and improve our current programs to the point where we could enroll four or five times more participants and expect positive outcomes for mast. 11owever, based on my experience as a CETA professional, I do not believe that such growth is possible without several changes related to CETA staffing. Five attachments are included for your information: Attachment A : Proposed Organizational Chart B : Proposed .Job Descriptions (outline) C : Comparison of Current vs. Proposed Staffing D Proposed Salary Schedule E Administrative Percentages by Contract These documents outline the type of staffing and organizational structure necessary in order to effectively develop and administer the quantity and quality of CETA services needed by area residents and possible with current funding levels. In order to implement these organizational changes, it will be necessary to: (1) Reclassify s3x7 currently budgeted positions as follows (see Attachment C): change the job title of "Operations Supervisor" to "Director of Operations," expand the supervisory authority of this position, and upgrade it from a pay grade 67 to grade 6$; eliminate the supervisory authority of the "Planner" position and lower the pay grade from 71 to 66; expand the responsibilities of the "Head Counselor" position, change the job title to "County Coordinator," and upgrade the position from grade 62 to grade 66; s"4 U expand the responsibilities of the "Job Developer" position and upgrade it from a grade 60 to grade 64; expand the responsibilities of the "Counselor" positions, change the job title to "Youth Counselor," and upgrade the position from a grade 57 to grade 62; expand the responsibilities of the "NIS Clerk" position, change the job title to "MIS Coordinator," and upgrade the position from a grade 59 to grade 62. NOTE : Three basic factors were considered in determining proposed salary grades: - salary in relation to job responsibilities. CETA is a complex, multi-facted operation, complicated now by the fact that the local program has been operating below plan for some time and the fact that the CETA regulations have almost completely changed since January 1 of this year. in light of this challenge, I believe the proposed salaries are reasonable. - salary comparability. This question was examined from two perspectives. virst, we compared proposed CETA pay grades to those of comparable (or at least similar) positions in other County departments. As a result, the pay grades I am proposing today are lower in several cases from those which I had originally planned. Secondly, we compared propc Orange County CETA salaries to those of CETA programs in other parts of the State with which I am familiar. As I have previously indicated to you, the pay grades I am proposing; today are equal to or less than comparable pay grades in these other programs. - competition for skilled employees. In order to attract and hold skilled employees, particularly those. with CETA experience, it is necessary to provide competitive wages and benefits,. (Other r—ommended actions in order to implement reorganization continued below.) (2) Eliminate two currently budgeted positions: Program Coordinator and Training Coordinator, These functions will be absorbed by the new organizational structure and by increased cooperation with local technical institutes; (3) Add three Intake Specialists (one for the Hillsborough office, one for the Chapel Hill office, and one for the Mrham office) who will process applications, determine CETA eligibility, provide employability assessment, and make referrals to available jobs and training slats; i f (4) Add one County Coordinator. As indicated on the organizational chart, there will be one County Coordinator for orange County and one -for Durham County. Each will serve as the "head counselor" for that area, directing his/her particular intake center, supervising intake and youth staff, monitoring worksites, counseling adult parti- cipants, and generally ensuring that programs are effectively implemented in that area. (5) Add another Youth Counselor so that tie can expand our four youth programs and still provide individual attention for participants; (6) Add an Outreach Worker who will recruit unemployed and disadvantaged citizens in the two county area for CETA programs by generating referrals from other agencies, organizing and ;implementing media presentations, and making, personal contacts; (7) Modify our current Title II--BC contract as follows: Cost Category Present Budget Proposed Budget_ Net Change Administration $62,045 $74,489 + $12,944 Services 38,624 53,717 +° 15,093 I have presented these revised program plans to the N.C. Division of Community Employment which, as you know, administers CETA funds to this area through the "balance-of--state" system,. As indicated by the attached letter from R. D. Locklear, Lead Planner for our area, DCE has approved these plans and supports our contention that a change in organizational structure is necessary in order to gain substantial improvement in prog€'am performance. His letter serves as written authorization for the orange--Durham Employment and Training Program to proceed with implementation of the revised structure and related budget changes, with the understanding that a formal modification of our contract will be forthcoming to ME in the near future. If these changes are acceptable to the Strange County administration, I propose to: (1) Discuss the revised structure with the present staff, and make a recommendation to you regarding any changes in the status of these employees. At the minimum; I will recommend that each pre.ant staff member be offerred a position in the new organization, appropriate for the person and the organization, at a salary at least equal to that person's current salary. (2) Advertise and fill the remaining positions in accordance with orange County personnel policies. Please consider this request and advise me as soon as possible regarding future steps from this point. Dear Mr. Gattis: The APS Shelter Committee plans to use the following fee structure for initial shelter operation. 'These fees may be changed later based on our operating e:cperience with the shelter. Dog or cat daily boarding charge $ 2.00 Redemption fee 5.00 Ordinance violation -- fine 15.00 actual amount of fine Adoption fee--' 5.00 -- A deposit of 51.0 for cats or $15 for dogs is also required for unspayed or unneutered animals. This deposit is to be refunded after the neutering or spaying takes place. As discussed with the County Commissioners, the redemption fees and any fines collected frill revert to the county. Also, any money received from s,:Iling licences will also go to the county. Other funds generated by the shelter will be retained by the APS. Gattis, County Manager FROM: Orange County Planning Department DATE: May 1, 1979 RE: Planning Board Resolution On Five Acre Zoning in University Lake Watershed 'This case was referred to the Planning Board for their consideration at the April 25th meeting of the Planning Board. The Planning Board resolution: Mr. Caldwell moved that the Planning Board defer action on discussion of the Commissioner's directive to consider five acre zoning in Stater supply watersheds as a Crater protection measure until such time as the Planning staff can present more information on the economic impact of such zoning and can study information provided by the State's 'rater quality monitoring station located on Morgan Creek. Mr. Greer asked that the motion be amended to state that the Planning Board finds no cause at the present time to support i`iyp acre residential zoning. Mr. Caldwell agreed to the amend- ment. Mr. Wilson seconded the motion as amended and it carried unanimously.
