March 20, 1979
20. New Hope Rescue Squad has requested this Board write a letter to
the F rmers Home Administration indicating the New Hope Rescue
Squad receives financial support from the Orange County Board of
of Copnissioners.
The New dope Rescue Squad is applying for a loan to purchase an
amb ul nce. The amount of the loan is $20,000 - terms: $4,700
per y ar over a 7 year period at 5 percent (5%) interest.

A public hear ng will be held before the Orange County Board of Commissioners
and the Orange Cou ty Manager prior to preparation of the 1979--80 annual budget of
revenues and expen itures. Citizens of the County will have the opportunity to ex-
press their opinioO on the budget priorities for 1979--80 for consideration by the
Board and the Manager in the budget preparation activities. The use of both Federal
Revenue Sharing Funds, currently used in the General Fund for Health and Recreation
purposes, and Title XX Funds, currently used for Social Services activities, will
be of particular emphasis in this hearing.

RE: Planning Board recommendation on a petition by certain Orange
County residents to the City of Durham requesting the extension
of water lines from Durham into Eno Township a distance of 3000
feet along t!. S. 70
This case was referred to the Planning Board for their consideration
at the March 19, 1979 meeting of the Planning Board.
The Planning Board recommends: A motion was made that the Planning
Board recommend to the County Commissioners that they support the petitioner's
request that the City of Durham extend tinter service 3000 feet into Orange
County. The motion further stated that if water and sewer lines are in-
stalled, they have sufficient reserve capacity to serve the area west of
the I-85 - U. S. 70 intersection in the future. The motion was approved
unanimously b y the Planning Board.

of providing supplemental information.

Status of Petition to Extend ldater Line and Durham's Response
The petition to extend a municipal water line into Eno Township is
stall pending with the City of Durham. City officials have deferred any
response to this request until the Orange County Board of Commissioners'
make a recommendation. The petitioners objective is to solve the immedi-
ate problem of well water contamination for the existing land uses,
specifically mobile home parks. However, the Public Utilities Department of
Durham has indicated that a moderate or large line would be the most
feasible to be assured of having sufficient capacity to serve future growth.
Therefore city engineers have done preliminary calculations under the
assumption that either a 12 inch or 16 inch water line would be installed
if there is a positive response to the petition. According to the engineers
an 8 'inch or smaller line would not be cost efficient to install.. Technically,
both a 12 inch and 16 inch line could be extended to serve elevations below
600 feet. This would mean that a line could be extended along U. S. Route 70
to the intersection where By-pass 70 and Bus 70 separate. The caacity of
a 12 inch line if it were extended to this point would be approximately
2.5 mgd (million gallons per day) and 5 mgd if it terminated at the inter-
section of V. S. Route 70 with Interstate 85. The capacity of a 16 inch line
extended to Bus 7b and By-pass 70 would be 4.5 mgd and 9 mgd if terminated
at Interstate 85. Regardless of the technical ability to install and
eventually extend these water lines there are short-term and long-term land
use planning concerns which need to be reviewed. The short-term considera-
tions are primarily related to the development impacts on the area along
U. S. 70 where the water line would be installed. The long-term considera-
tions include concerns about the impact on the future growth patterns of the
county, with particular concern for new industrial and commercial uses.
Short--term Considerations
The area between the Durham County line and Interstate 85 along U. S. 70
contains a number of different commercial and residential uses but undeveloped
vacant land does exist. The following is an analysis of the vacant land in
this area:
A. Residential
1. A total of 64.9 acres in large lots current vacant
2. 15 vacant lots smaller than l acre
3. A 6.32 acre tract with one dwelling unit
B, Mobile Home Park
1. A 49.55 acre tract zoned for MHP with approximately
14 units (Eno Trailer Park)
2. A 3.67 acre tract zoned for IMP with space for 14 units
c. Commercial
1. A total of 168,9 acres in vacant land currently zoned
commercial

If a water line is installed along D. S. 70 it would remove a constraint
on future development. Thus, it is reasonable to anticipate that growth
would be stimulated as a result of municipal water availability. This is
especially true in the case of mobile home parks which are partially
developed. These parks would most likely be built-out to capacity if a
safe water supply becomes available. Additional commercial and residential
development could also 1�e expected to occur.
Long-term Considerations
The Planning Department has made an estimate of long-term space needs
for industrial and commercial .land in Orange County. The methodology for
arriving at these future space needs is described in the attachment to this
issue paper entitled Estimation of 3:utute Industrial and Commercial Land Space
Needs in Orange County.
From the calculations it has been estimated that Orange County will need
by the year 2000, an additional 418 acres of industrial space and 1147 acres
of commercial space. While this is an insignificant amount of Land compared
to the unused land in the County, it is not insignificant when compared to
the amount of land that has or will have the qualities that these land uses
require. The features that industrial and commercial firms look for in
choosing a site are good access via interstate highways or major throughfares,
utilities such as water and sewer, rail service, availability of land in
large parcels to facilitate acquisition, and sites which do not require large
additional development costs.
When we look at the County to see what areas meet these criteria, we
see that the corrider comprised of 1-85 - U. S. 70 which parallel each other
across the County in Eno, Hillsborough, and Cheeks Townships is the main
undeveloped area which has or krill have the desired characteristics. In
this area, access to highway and rail transportation is excellent. Much of
the area is suitable for development from a physical standpoint. Plans
exist to provide sewer and water to parts of this corridor.
These plans include the Hillsborough, Alamance County and Greater
Durham 201 wastewater facilities plans. Using the areas included in these
plans and applying criteria about parcel size, the Planning Department has
developed the following estimates of land suitable for industrial and
commercial development.

Clearly the area that has been estimated/be suitable for industrial and
commercial development exceeds the estimated future space needs. The
estimates also do not include the fact that some of this development may
take place away from the corridor, especially in the Chapel Hill area.
1-85 — U. S. 70 corridor does possess characteristics which make it
attractive as an .area into which Orange County's future industrial and
commercial development could be directed. if this does become a policy;
the provision of utilities such as water to the Eno area would be in
concert with that policy.

RE: County Preparations for a Petroleum Shortage
The North Carolina Emergency Energy Plan calls for the creation of Area
Fuel Councils and County Energy Panels to aide in implementing emergency
programs. The organizational structure will not be created until funds
are available to the state to hire personnel. The State is divided into
seven Area Fuel Councils, who will gather information from and provide
information to County Energy Panels (three individuals in each county) and
report to the State. The Orange County Energy Office recommends that the
Orange County Board of Commissioners appoint an INTERIM EMERGENCY ENERGY
COMMITTEE to prepare for the impending petroleum shortage. Members should
include the Agricultural Extension Service agent , County Civil Defense
officer, County Energy Coordinator, and representatives of Chapel Hill
and Carrboro.
President Carter and Governor Hunt have already requested that citizens
voluntarily adjust thermostats and other consumption of petroleum products
to conserve as much as possible. Schlesinger told Congress an February 28
that "it is possible that at some time we may have to invoke temperature
controls or weekend closings (of service stations) before summer." (Durham
Morning Herald, March 1, 1979, p. 1). Governor hunt has mandated that
government building temperatures be reduced. The Department of Administration
is currently setting temperatures in state buildings.
The interim emergency energy committee would familiarize itself with the
emergency energy plan, and ensure smooth implementation of these programs as
they are required. Programs which may be invoked include voluntary or
mandatory strategies such as practicing good conservation habits, limiting
retail store hours of operation, and closing service stations. The State
Set Aside Program, which provides petroleum products to consumers w-ith
hardship or emergency cases, will continue to operate as it has for the
past five years, although its impact will increase as supply dwindles. The
state may also invoke the federal government's five contingency plans which
limit outside lighting and temperatures, and limit eligible consumers of
gasoline an weekends.
The emergency energy committee would ensure that information and means for
implementing these programs are provided to those who will carry them out.
The committee would also update the Commissioners on the status of the
petroleum situation and their activities.
A more detailed report on the emergency energy plan will be provided to
each Commissioners. The State Emergency Energy Plan is available in the
Energy Office to those who wish to review it.

Commissioners' Room at the County Courthouse in Hillsborough,
North Carolina, the regular place of meeting, at 7:30 o'clock
P.M., March 20, 1979•

and Commissioners A. Barnes, D. Willhoit, Gustaveson and
N. Walker
Absent: None
Commissioner Walker introduced the following
resolution which was read:
RESOLUTION APPOINTING MEMBERS TO THE ORANGE
COUNTY INDUSTRIAL FACILITES AND POLLUTION
CONTROL FINANCING AUTHORITY AND PROVIDING
FOR AN ORGANIZATIONAL MEETING OF THE
AUTHORITY
WHEREAS, a resolution entitled: "RESOLUTION
CREATING THE ORANGE COUNTY INDUSTRIAL FACILITIES AND POLLU-
TION CONTROL FINANCING AUTHORITY" was passed by the Board of
Commissioners for the County of Orange on March 5, 1979, but
members have not yet been appointed to said Authority; and
WHEREAS, the Board of Commissioners for the County
of Orange has determined to appoint the members of the
Authority; now, therefore,

BE IT RESOLVED by the Board of Commissioners for the
County of Orange, as follows:
Section 1. The names, addresses and terms of
office of the first members of the Board of Commissioners of

missioners for the County of Orange and may be removed, with
or without cause, by the Board of Commissioners for the
County of Orange.

None of the above-named Commissioners is an elected
official of Orange County.
Section 2. Each of the Commissioners herein
appointed, before entering upon his or her duties, shall
take and subscribe to an oath to execute the duties of his
or her office faithfully and impartially, and a record of
each such oath shall be filed with the Board of Commis-
sioners for the County of Orange and entered upon the
minutes of the next regular meeting.
Section 3. The Clerk of the Board of Commis-
sioners of Orange County is hereby directed to deliver a
certified copy of this resolution and the resolution passed
on March 5, 1979, entitled: "RESOLUTION CREATING THE ORANGE
COUNTY INDUSTRIAL FACILITIES AND POLLUTION CONTROL FINANCING
AUTHORITY" to each Commissioner of the Authority and to fix
a time and place for an organizational meeting of the Commissioners
of the Authority, not later than thirty calendar days after
March 5, 1979, the date of creation of the Authority, for
the purpose of (i) administering oaths to the Commissioners
of the Authority hereby appointed, (ii) forming the Authority,
(iii) electing officers for the Authority, which must include
a chairman, vice-chairman, treasurer, secretary, and assistant
secretary, (iv) adopting bylaws, (v) authorizing the secretary
or assistant secretary of the Authority to send notice of
creation of the Authority to the Department of Commerce of
the State of North Carolina and the Local. Government Commission

of North Carolina pursuant to Section 159C--4(f) of the
General Statutes and (vi) considering such matters and
transacting such business as shall come before the Authority.
Section 4. This resolution shall take effect
immediately upon its passage.
Commissioner Walker moved the passage of the
foregoing resolution entitled: "RESOLUTION APPOINTING MEMBERS
TO THE ORANGE COUNTY INDUSTRIAL, FACILITIES AND POLLUTION CONTROL
FINANCING AUTHORITY AND PROVIDING FOR AN ORGANIZATIONAL MEETING
OF THE AUTHORITY" and Commissioner Willhoit seconded the
motion, and the resolution was passed by the following vote:
Ayes: Commissioners Whitted, Barnes, Willhoit,
Gustaveson and Walker.
Noes: None.

County, The Orange County industrial Facilites and Pollution �
Control Financing Authority was created on March 5, 1979. On
March 20, 1979, the Commissioners appointed member's to the Author
ity.
Pursuant to the direction of the Board of County
Commissioners, I, Mary Lou Bouley, Cleric to the Board hereby set
April 3, 1979, at 7:30 P. M. as the time for the Organizational i
Meeting of the Commissioners of the Authority. The meeting will
take place in the Commissioners Room, Orange County Courthouse,
Margaret Lane, Hillsborough, North Carolina.

Creation of Authority
The Board of Commissioners for the County of
Orange, North Carolina, met in regular session at the
Commissioners' Room at the County Courthouse in Hillsborough,
North Carolina, the regular place of meeting, at lo:0oarclock
A.M., March 5, 1979
Present: Chairman Richard E. Whitted, presiding,
and Commissioners A. Barnes, D. W.illhoit, N. Gust.aveson, N. Walker.

Commissioner Walker introduced the follow-
ing resolution which was read:
RESOLUTION CREATING THE ORANGE COUNTY
INDUSTRIAL FACILITES AND POLLUTION CONTROL
FINANCING AUTHORITY
BE IT RESOLVED by the Board of Commissioners for
the County of Orange.
Section 1. The Board of Commissioners has
determined and does hereby declare:
(a) That cinder and pursuant to the provisions of
Chapter 159C of the General Statutes of North Carolina, as amended
(the "Act"), and particularly Section 1590-4 thereof, the
Board of Commissioners has filed with the Department of Commerce

of the State of North C-arolina and the Local. Government
Commission of North Carolina, and each has received, at
least 30 days ago, notice of its intention to create, in
accordance with the provisions of the Act,, "The Orange County
:industrial Facilities and Pollution. Control Financing
Authority" (the "Authority").
(b) That the purposes for which the Authority is
to be formed are as follows: (i) to aid in the financing of
industrial and manufacturing facilities for the purpose of
alleviating unemployment or raising below average manufactur-
ing wages Vy financing industrial and manufacturing facili-
ties which provide job opportunities or pay better wages
than those prevalent in the area, but only where there is a
direct or indirect favorable impact on employment commensurate
with the size and cost of the facilities, (ii) to aid in
financing pollution control facilities for industry in
connection with manufacturing and.i.ndustrial facilities and
for public utilities, but only where there is an improvement
in the degree of prevention or control of... pollution commensu.,
- mate with the size and cost of the facilities, and. (iil) to
conduct any and all other activities as shall from time
to time-be found to be_appropriate in. connection with the. ,-,
foregoizig and as are Tawful-under the Act, as the same may
be from time to time amended. _.y

Section 2. There is hereby authorized and created
under and pursuant to the Act a political subdivision and
body corporate and politic of the State of North Carolina
known as "The Orange County Industrial Facilities and Pollution
Control Financing Authority".
section 3. in furtherance of the foregoing purposes,
the Authority shall have all powers granted by the Act, as
the same may be from time to time amended, and such other
powers as are now, or hereafter may be, conferred by law upon
an authority created for the purposes hezeinabove set forth or
necessary or incidental to the powers so conferred, or conducive
to the furtherance thereof.
Section 4. All legal matters and proceedings for
the Authority shall be conducted under the supervision and
direction of the County Attorney for Orange County.
_- Section S. This resolution shall take effect immediately
upon its passage.

Dear MrR Chairman:
As you are aware, a review of the daily news of the last few weeks
indicates the possibility of gasoline shortages in the not-so-distant
future. During the Arab Oil Embargo of 1973--74 the Governor requested the
Chairman of each County Board of Commissioners to designate an individual
to act as liaison between the County and the Energy Division during that
emergency. In many instances the .individual selected was the County Civil
Preparedness Coordinator. Last December you also appointed three members
to the Governor's North Carolina Volunteer Energy Conservation Corps.
As a matter of prudence, we are again making preparations in the ever
petroleum supplies do become tighter and some form of allocations become
necessary and useful. I would appreciate it if you would designate an
individual from your county to again act as liaison officer with our
Energy Division. Initially the individual would receive a packet con-
taining appropriate forms and instructions for use by petroleum dealers
in your area who may find it necessary to apply for emergency allocations
of fuel from the amount set aside by the federal government and placed
under State control.
The principal requirements for the individual you select is that he
or she be accessible to the oil jabbers during regular duty hours, have
access to a telephone and be able to explain how to complete the forms.
You may wish to consider designating a county employee, e.g. , Civil Pre-
paredness Coordinator, one of the individuals previously selected to be
a member of the Governor's North Carolina Volunteer Energy Conservation
Corps or a retired person who meets the minimum requirements described
above. When the person is selected we will need the work/home address
and telephone number.
The North Carolina Oil Jobbers Association has agreed to select a
member of its association who operates a business in your county to co-
ordinate with your energy representative when appropriate.

After surveying mapping available of Orange County representatives of
the State Department of Natural and Economic Resources feel, between the
maps Orange County currently has and those available from the University,
maps adequate to support the Land Title Records Project exist county wide
except in the immediate Hillsborough area. To correct this shortcoming,
we must obtain aerial photography of the Hillsborough area and have
15 new base maps at a scale of 1" = 100' prepared. This expense would
not be chargeable to the grant.
Bids for this work have been received and the staff recommends the Board
accept one of the bids of Landmark Engineering Company:
A. County-Wide Photography and 15 Maps of Hillsborough

The staff prefers bid A, as the cost differential between A & B is only
$1,315. The county-wide photography is worth more than this sum to the

The staff recommends acceptance of Landmark Engineering's bid
even though it is not low because:
A. The low proposal was received by telephone and does not
seem a valid bid.
B. The only proposer willing to commit itself to immediate
performance is Landmark Engineering.
C, This photography must be done before buds and leaves emerge on
vegetation in order that the actual ground is visible on the
photographs.

States Department of Commerce to designate Orange, Wake, Durham, Johnston,
Chatham, and Lee Counties as an Economic Development District.)
Upon motion by Commissioner Norman Custayeson and seconded by
Commissioner Norman Walker_, the Orange County Board
of Commissioners voted to adopt the following Resolution:
WHEREAS, these six counties comprise multi-county planning Region
J as designated by the Governor of North Carolina, working together
through the jointly created Triangle J Council of Governments, have demon
s€rated their ability to cooperate in many vital areas of regional concern;
WHEREAS, THE Triangle J Council of Governments was created, pursuant to
North Carolina G.S. 160-20, -and is Lead Regional Organization (LRO) for
Region J; and
WHEREAS, the six counties desire to further their joint efforts toward
economic development and development of the potential of their natural,
human, and man-made resources in keeping with wise long-range planning
concepts; and
WHEREAS, it is understood that the United States Department of
Commerce is in the process of developing regulations which will allow
regional councils of government to be designated as Economic Develop-
ment Districts without changing their board membership by adding per-
sons who are not local elected officials;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of
ORANGE county in conjunction with the Boards of
Commissioners in the other five counties that the Governor of North
Carolina request that the Secretary of Commerce of the United States
designate the counties of Orange, Wake, Durham, Johnston, Chatham, and
Lee as an Economic Development District, the purpose of which is to assist
these counties in meeting special problems, to promote economic develop-
ment, and to establish a framework for joint city, county, state
and federal efforts toward providing the basic facilities and services
essential to their growth and attacking common problems and needs on
a coordinated and concerted basis;
BE IT FURTHER RESOLVED that upon such designation as an Economic
Development District, the Board of Commissioners in each of the respec-
tive counties aforementioned (will take any reasonable steps to meet
federal requirements necessary to carry out the general objectives of
an Economic Development District), while adhering to the policies of the
State of North Carolina and the United States.

RE: Summer Remedial and
Activity Program
Dear Mr. Whit ed:
Summertime, presents challenges to service agencies in meeting leisure
time needs and developing programs for school age youth.
Orange County and Orange County agencies have responded to this time
period in dif ring ways. School systems' recreation departments, local
community cen rs, libraries, civic clubs, churches and agencies such as
JOCCA all play a part in this situation.
Unfortunately there exists a significant lack of coordination and com-
munication among these agencies which results in overlapping and gaps. A
specific examp a of this in past years is JOCCA's Sumner lunch Program
which attempte to Meet some of these concerns_
The Association of Community Agencies through a Nutrition Committee
has been discussing this problem. JOCCA is requesting that the Orange
County Commissioners sponsor Public Hearings which will accomplish the
several necess ry purposes basic to clarifying public concerns and identi-
fying areas fo service delivery. In order for some degree of success, I
believe these earings should be attended by the Boards of Education and
Recreation Dep s. structured in such a way as to assure opportunities for
effective communication between these agencies, others who would be supportive
to this idea and the public. We feel three hearings would assure county
coverage.
If you ani the Commissioners agree, in principle, we would urge that
you request a eeting with the schools and recreation departments as soon as
possible so th t the Public Hearings can be set up in advance of the final
budgetting "cr nch" that is Larch or early April .

We will pledge JOCCA's assistance in this process as far as possible
and feel that the Association for Com- unity Action Agencies will also be
interested in supporting this-activity. If you will place this on the
agenda and advise us, we will be responsible for communicating this to
other interested parties.
JOCCA's Board of Directors has unanimously endorsed this request and
we pledge our agency's active support.
