ORANGE COUNTY BOARD OF COMMISSIONERS
MARCH 19, 1979
The Orange County Board of Commissioners met in special session on
Monday, March 19, 1979, at 7:30 p.m., in the auditorium of the Grey
Culbreth Junior High School , in Chapel Hill, North Carolina.
Commissioners present: Mr. Richard Whitted, Chairman, and
Commissioners Anne Barnes, Don Willhoit and Norman Walker.
Commissionersyabsent: Commissioner Norman Gustaveson.
Other officials present: Chatham County Commissioners
Mr. Gus Murchison, Mr. Henry Dunlap, Mr. C. W. Lutterloh, Mr. Carl Thompson,
and Mr. Earl Thompson, Chairman; Mr. Robert Drakeford, Mayor of Carrboro;
Mr. Ernie Patterson, Carrboro Alderman; Mr. Braxton Foushee, Carrboro

Alderman; Mr. James C. Wallace, Mayor of Chapel Hill; .Mr. Ed Vickery,
Chapel Hill Alderman; Mr. Tom Bradshaw, Secretary of the Department of
Transportation; Mr. Billy Rose, Highway Administrator of the Department
of Transportation; and Mr. Bill Caddell, Chief of Planning of the Department
of Transportation.
The purpose of the meeting was to allow members of the Orange
County, Chatham County, Chapel Hill and Carrboro Boards, and officials
of the University of North Carolina and interested citizens to ask
the Secretary and other officials of the Department of Transportation
questions concerning the proposed Southern Bypass.
Mr. Bradshaw gave a brief history of the events that had taken place
concerning the proposed bypass.
The Chairman of the Board of Commissioners then opened the floor
to questions by members of the various boards and then to members of the
audience.
Mr. Bradshaw announced the public would have an opportunity to
attend a public meeting held by the Department of Transportation on
Tuesday, June 5, 1979, at 2:00, at the Bartley-Yancey High School, in
Yanceyville.
The meeting was adjourned at 9:15 p.m.
