AGENDA ORANGE COUNTY BOARD OF COMMISSIONERS MONDAY, JANUARY 22, 1979 7.30 P.M. COMMISSIONERS' ROOM ORANGE COUNTY COURTHOUSE HILLSBOROUGH, NORTH CAROLINA _j 1. Does any Board member desire to modify this agenda? 2. Does any m tuber of the audience desire to address the Board concerning items on this ag nda or other matters of business? 3. The Manage recommends the assessment role for the Colonial Hills participating paving project, submitted to the Board of Commissioners on September , 1978, be confirmed. 4. A delegation will request the Board increase the size of the Sheriff's patrol force to help reduce the incidence of burglary in rural areas. 5. Consideration of a proposed recreation ordinance. 6. The Clerk submits the minutes of meetings held December 4th and 19-th and Januar 2nd and 9th for Board consideration. 7. The Social Service Board requests the Board of Commissioners approve an additional position, Food Stamp Eligibility Specialist, for that department. (Agenda A tachment I) 8. The Social Services Board requests the Board of Commissioners approve additional funding for the Chore Service Program. (Agenda Attachment I) 9. The Manager submits: A. Report of bids received for a water-sewer project in the Northern Fairview area. B. The en ineers recommendations for project modification that will bring e total project cost within funds awarded for this work. (Agenda Attachment II) 10. The Erosion Control Officer will review a memorandum dealing with the monitoring of projects currently exempt from the county's Erosion Control Ordinance. 11. Will the B and request local legislation to: A. Provide staggered terms for members of the County Board of Health? B. Increa a the size of the county's ABC Board? C. In December 1978 667 families participated in the Food Stamp program, 58 applications were denied and 93 families were.certified but failed to purchase food stamps; for a case- load total. 818lactions. This number of actions divided by a staff of 4.5 persons gives a caseload average of 182 per month. Established caseload standards recommend a ca:�el.oad of 1£0 to 180 per month. The current staff, therefore, was taxed to the limits expected prior to the great demand for Food Stamps experienced in January. TA9 County Manager responded to requests by approving overtime for the weeks of January 15th and 26th. Applications increased 6086 during this ,period from 31 to 49 per worker each week. The duration of this trend at this point is uncertain. On �118 f 79 the Social. Service Board passed the following motion: To "request the c ty commissioners establish a Food Stamp Eligibility Specialist I position to be ame effective at the discretion of the county manager." Estimated cast to County for 5 months including fringe benefits and travel is $2,200. • CHORE SERVICES: Please see attached letter regarding Title XX funds available for remainder o fiscal.. gear. A tabulation of those bids is attached. The low bidder is Billings & Garrett, Inc. of Raleigh, for a total bid (based on estimated quantities) of $544,145.40. This bid is $I09,275.40 higher than the budgeted amount available able for this project. Under direction of the Northern Fairview Community Development Task Force, we ve ha deter_ mined that $111,030 can be eliminated from the contract by deleting future proposed water improvements for the time being (pending a possible grant) .
