Zoning amendments addressing watershed protection and conservation areas should be reviewed for use in Zoning ordinance revision. 4. Township Advisory Councils should play an important role in land use plans; however, priority should be given those township councils in order of above priorities. 0b2 2. PLANNING: WATER RESOURCE DEVELOPMENT, A. Develop schedule to implement plans for financing and developing Seven Mile Creek and Cane Creek reservoirs. B. Energy: 1. Com fete,recommetdations of Oran e_CauntyuEnergy Conservation Task Force, 2. Main item that needs discussion and planning: Establishment of an Orange County Energy Conservation Comission. C. Green Box/Solid Waste Program. I, What are long-range needs in this area? 2. What are current problems? D. Dog Program and Animal Shelter. 1. Develop schedule for joint construction of dog pound or if this is not possible or realistic, develop Orange County Dog Pound. 2. Codify existing regulations that apply in Orange County regarding dogs. 3. Develop Orange County Ordinance to "Fill in Gaps" in existing regulations,and develop mechanism for providing limited dog control ordinance through Subdivision Ordinance. 4, Complete operating arrangement with APS. 5. Clarify role of Health Department, APS and County Manager's office in this area. 058 6. MISCELLANEOUS COUNTY PROGRAMS E. Civil Preparedness. 1. Ambulance Ordinance. B. What kinds of concerns does the Board of Commissioners have regarding future needs and problems that should be considered by the EMS Council? C. Long range needs ghat should be planned for at this time? D. Special need: Signs for rural roads; coordination of new road names with Chapel Still, Carrboro, etc; mechanism for agreeing on single road name for reads where several names are presently used. 060 6. 1476 PROPERTY REVALUATION A. Dedication of Northside area. a� s i �µ 4t 069 RESOLUTION BE IT RESOLVED; ' That the Board of County Commissioners for Orange County, €forth Carolina hereby authorizes the submission of an application for a State Grant under the Clean Water Bond Act of 1971 as amended for a waste water, collection system and water supply system, and, That the Board of County Commissioners for Orange County, North Carolina has substantially complied or will substantially comply with all Federal, State and local laws, rules, regulations or ordinances applicable to the proposed project; and, That the Board of County Commissioners for Orange County, florth Carolina will arrange financing for its share of costs of the project if approved for a grant award; and, That the Board of County Commissioners for Orange County, North Carolina will designate S. M. Gattis, County Manager, as its authorized representative empowered to certify or execute such assurances or other documents as may be required by the applicant in connection with its application and grant award.
