The prep sed work program was discussed. How much time was staff
spending going to Advisory Councils? Commissioner .Custav s n suggested the

ucli' in detail should the Advisory Councils fie involved in the program?
Commissioner Gustaveson suggested that the extension of zoning into Bingham,
Cheeks, and Hillsborough Townships would provide the Councils an important
role in production of a zoning map. Mrs. Barbour said the Advisory Councils
must continue their role and function. it was remarked that the County is
now no closer to zoning the other 3 townships than it was in 1976, when the
past Board of County Commissioners set the same objective.
aim Pol tty mentioned the three alternative work programs feature
simultaneous work on both the land use plan and revision of the zoning
ordinance. t was asked what things are covered by a land use plan and that
a repeat of z second Growth Options Conference could be desirable.

The staf was asked if they could produce a sketch plan, which is a
/ _
---' fu ure Land use plan, in two-three months. A sketch plan would
be - similar to a land classification plan.
Commi.ssi uer Wi_l.hoit requested that perhaps an outline of the land use
plan would be helpful. An overall outline could include decisions the
Commissioners have to make, and areas that ;need protection. Zhe-er&ft9'&"-
outline
TheAcould be a roadmap of decisions that must be trade.
Mrs. Barbour said the Commissioners can not dictate ghat the problems are
to the townships- Commissioner Wilhoit requested a framework of issues.
Brian Benson said this is exactly what the staff is currently trying to do.
dim Polatty said the staff would like to develop a land use plan
featuring County-wide planning issues (goals, objectives, policies) as
r C -
well as individual township planning
issues. This would allowVthe
c:.lax4OC4 issue basis, and
of potential points of conflict on a specific issue by

suggestion to Ana Loose--leaf notebook format for our land use
plan, with dexes and chapter dividers where new material can be inserted, !``-

Commis ion.er Gustaveson mentioned the "701" plan of 2 years ago.
Chairman Ri- hard Whitted wants staff to build from that point -m-
Discussion turned to the zoning ordinance. Commissioner wilhoit wants
I special zoning for the special needs of each township. Mr. Gustaveson would
like to see the proposed zoning ordinance directly related to a land use
classification system. He mentioned Phil Green's comments ci . .
several years ago. Certain special uses :would be `llo ywithin each
herefore, the zoning map would follow the land use plan.
Commissioner wilhoit would like a special Task Force on Watershed Protect-
ion to develop amendments to the zoning ordinance.
Commissioners Gustaveson wants the Planning Department Work Priorities
a` formal order, and clearly stated in
to have a time frame deadline, '
a motion.
.Tam Polatty would like to see the land use plan updated annually.
commissioner ilhoit said that an annual report could be the updating
mechanism. I was said that the Commissioners will have to coordinate the
relationship etween the various issaes.6boOMPIWAm. Commissioner Wilhoit
suggested that perhaps a Task Force on Housing can be formed. Several p -
i0ve comments were made about the form of the land use plan, the desirability
of getting as much citizen input as possible, and the advantages of having
as much technical and expert advice anq input)as possible. The land use
plan should ontain general worlycing priotities.
Commissioner Gustaveson mentioned that zoning ordinances are often
too rigid, too inflexible, and that there is often too much detail in
zoning ordinances. Other tools exist to guide land development. The idea
was discussed about reactivating the Technical Advisory Committee to revise
e especially the technical parts of it. Possible member-
the zoning ordinance, p y
ship could 7 clude citizens, technicians, Planning Board members, Commissioners,
etc. Commissioner Gustaveson saw economic development as desirable but would
like to wait on dleduntil the land use. plan is.complete.
