2. The Erosion Control Officer will report a violation of the County Erosion
Control O dinance at Boulder Run Subdivision.
3. The Count5 Attorney will present a resolution entitled: Resolution Approving
a Request Made by the Town of Chapel Hill to Orange County for an Extension
of Extraterritorial Planning Jurisdiction.
4. Commissioner Willhoit will recommend appointment of ex officio-9 members to
the Count3 Planning Board.
5. The Joint Orange Chatham Community Action Agency has requested the Board
of County Commissioners make improvements at the Northside Multipurpose
Center.
6. The Joint Orange Chatham Community Action Agency is requesting reimbursement
of $1,010 75 for certain payroll expenses, relating to its C.E.T.A. workers,
from Orange County or DOET or the North Carolina Balance of State.
7. The staff has identified several areas in which M I C A might be of
assistancI to the county. The Manager will comment. (Agenda Attachment I) .
8. Commissio er Willhoit will review a proposal to create an Orange County
Commissior on Health and Medical Care. (Agenda Attachment II) .

1, The Orange ounty Commissioners should establish an Orange County
Advisory Commission on Health and Medical Care.
2. The Co:niss oats general purpose shall be to advise the County
Coa.missione s rw:Sardina health and medical care in Orange County.
3. The Co-nniission should function to:
A. Study t health and medical care needs and resources
of Orarip County and to periodically issue reports to the
Co-Miss oners;
B. Study aid recommend to the Commissioners ;Weans by which
the heath ant medical care system components should
coordinate and facilitate the delivery of health care; _
C. Facilitate communication among various components of
the health system;
D. Provide a ;orum where providers and consumers can consider
health yste:n alternatives;
E. Encourale and facilitate consumer involvement in the planning
and delivery of health services;
F. Provide a forum for local input into Capital. Health Systems
Agency iniatives;
4_ The voting membership should consist of nine persons.
Members should be:
A. Not employed, directly or indirectly, by any component of
the health and medical care system:
B. Selected so as to balance representation by residence and
socio-e� onomic characteristics:
C. Willing to exert the necessary effort to deal effectively
with tha complexity and technicality of the medical care
system:

RESOLUTION ESTABLISHING THE ORANGE COUNTY HEALTH AND MEDICAL
CARE ADVISORY COUNCIL
The Board of Commissioners for Orange County, North
Carolina, met in regular session at the Commissioner's Room at
the County Courthouse in Hillsborough, North Carolina, the
regular place of Vieeting at 7:30 P. M on October 23, , 1978•
Present: Chairman, Richard E. 11hitted, presiding, and
Commissioners Donald Willhait, Worman 14allcer, Jan Pinney, and
Norman Gustaveson
Absent: Bone
Commissioner Norman Gustaveson introduced the
following resolution:
BE IT RESOLVED by the Board of Commissioners for Orange
County:
Section I. A need exists to establish the ORANGE COUNTY HEALTH
AND MEDICAL CARE ADVISORY COUNCIL in order to compliment and
strengthen the activities and functions of the Orange County
Board of Health, and Capital Health Systems Agency, the Orange-
Chatham Comprehensive Health Services, the Durham-Orange County
Medical society, any and all medical and hospital associations
active in Orange County, and any other groups interested in
the problems of health and medical care delivery in Orange
County. There is further a need to tabulate and make known the
various medical care facilities and services available to the
people of Orange County and their elected representatives in
their efforts to meet the health and medical care needs of all
County residents.
Section II. The function of the COUNCIL would be to wort: closely

organizations interested in and serving health needs in Orange
County in defining as precisely as possible the health and
medical care needs of every citizen of Orange County and each
community of Orange County to periodically report to the Board of

Commissioners and to the people of Orange County regarding the
health services available.
Section III. There is hereby created and established the ORANGE
COUNTY HEALTH AND MEDICAL CARE ADVISORY COUNCIL.
Section IV, The COUNCIL is charged with the continuing
responsibility to:
A. Study the health and medical care needs and
resources of Orange County and to periodically report the results
of the studies to the Board of Commissioners;
B_ Study and periodically recommend to the Board of
Commissioners means by which the health and medical care system
components can coordinate and facilitate the delivery of health
care.
The periodic reports and recommendations invisioned in
A and B herein should contain sufficient detail to Permit the
Board of Commissioners and the people of Orange County to under-
stand the requirements for implementing each program presented a
an option and insofar as possible to indicate the expected coast
of and benefits from each alternative. The reports and recommen-
dations should also indicate what effect new programs will have
on the programs that are now in operation. Any such report or
recommendation therefore should contain an inventory of all
current programs including their costs to Orange County along
with the services that are currently being provided through
each program:

Systems Agency Initiatives;
G. Be available for and be prepared to undertake studie
resulting from special requests by the Board of Commissioners.

Section V. The COUNCIL shall consist of nine voting members
appointed by the Orange County Board of Commissioners for terms
as follows:

In case of a vacancy occuring during a term, the vacancy shall
be filled by the Board of Commissioners for the unexpired portion
of the term. All members shall serve at the pleasure of the
Board of Commissioners. In making appointments to the COUNCIL
the Board of Commissioners shall be guided by the following
criterion. Persons appointed should be:
A. Not employed, directly or indirectly, by any
component of the health and medical care system;
B. Selected so as to balance representation by
residence and socio-economic characteristics;
C. willing to exert the necessary effort to deal
effectively with the complexity and technicality of the medical
care system.
Section VI. Recognizing that the COUNCIL will deal with problems
requiring special medical and administration expertice, the
Board of Commissioners will appoint consultants to the COUNCIL
upon request by the COUNCIL. Such a request or requests should
be accompanied by a recommendation from the COUNCIL as to persons
qualified to serve as consultants_ In no event will consultants

Section VII. Orange County will provide the COUNCIL with:
A. Secretarial support to provide minutes of meetings,
mailing, copying, correspondence, and telecommunications costs;
B. Staff time to facilitate communication, scheduling
of persons to be in attendance, collection of requested infor-
mation;
C. Members of consultants will not be paid for their
services, however, with the approval of the Orange County Finance
Officer they will be reimbursed for travel expenses, meals and
reasonable incidental expenses incurred in performing their
duties.
Section VIII. It is not comtemplated that the COUNCIL will own
any real estate or any tangible personal property of consequence.
Orange County hereby reserves all rights to the work product
of the COUNCIL.
Section IX. This resolution shall take effect upon its
passage.
Commissioner Norman Gustaveson moved passage of the
foregoing resolution and Commissioner Donald Willhoit
seconded the motion. The resolution passed and the vote was
as follows:

RESOLUTION APPROVING A REQUEST MADE
BY THE TOWN OF CHAPEL HILL TO ORANGE
COUNTY FOR AN EXTENSION OF EXTRATER-
RITORIAL PLANNING JURISDICTION
The Board of Commissioners for the County of Orange,
North Carolina, met in regular session at the Commmissioners'
Room at the County Courthouse in Hillsborough, North Carolina,
the regular place of meeting at 7:30P,M. , on October 23 ,1978.
Present: Chairman Richard E. Whitted presiding, and
Commissioners Jan Pinney, Donald Willhoit, Norman Walker and Norman
Gustaveson
Absent: None
Commissioner Norman Gustaveson introduced the

BE IT RESOLVED by the Board of Commissioners for the
County of Orange:
Section I. The Town of Chapel Hill, after due consider-
ation of the present and future planning needs of the To has ([
determined that it can now, or in the future, provide urban
services to the area described in Section II and that there is
now and will be in the future a demand by the inhabitants of the
area for urban services. Further, the inhabitants of the area
are thought to be oriented generally towards the flown of
Chapel Hill for employment, services, recreation and the lake.
Section II. Provided the Town of Chapel Hill, by
Resolution duly adopted, pursuant to N. C. Gen. Stat. §160-A-360
(g) , and for the reasons set forth in Section I requests an

include an area north of its existing planning jurisdiction and
more particularly described as follows:
Beginning at a point in the existing boundary line
separating the planning jurisdiction of the Town of Chapel Hill
and Orange County 500 feet generally west of the western right-
of-way of North Carolina Highway 86 and measured along a line
perpendicular to North Carolina 86; thence a line parallel to
North Carolina 8e generally north and at every point. lying 500
feet generally west of North Carolina 86 and measured along a
line perpendicular to North Carolina 86 to its intersection with
the southern boundary of the Duke Power Company easement that
crosses North Carolina 86 approximately 750 feet north of Weaver
Dairy Road (N. C. Secondary Road nl'733) ; thence with the southern
boundary of the Duke Power Company easement generally east to its
intersection with the existing boundary line separating the
planning jurisdiction of the Town of Chapel Hill and orange
County; thence along that boundary line generally west to the
point and place of the beginning.
Section 111. And further provided the Town of Chapel
Hill, also by Resolution duly adopted declares its intention to
amend the Town's Zoning ordinance and Zoning Map to:
A. provide the same treatment for mobile homes on
individual lots in the extension area as that currently provided
in the Zoning Ordinance and Zoning Map -of Orange County;
B. provide that mobile home parks be permitted in
the extension area through the device of special use permits; and
C. provide that existing mobile home parks in the
--2- extension area be permitted to continue to exist and operate unde

the zoning rules and regulations presently in effect in the
County's Zoning Regulations.
Section IV. orange County, recognizing the planning
needs of the Town of Chapel Hill as set forth above and further
recognizing that the extension area has been designated by the
County as a developed transition and rural transition area in
the County's duly approved and adopted Land Classification system
for Chapel Hill Township, pursuant to N. C. Gen. Stat_ §160A-360
(g) , hereby approves, conditioned upon the adoption by the Town
of Chapel Hill of the Resolutions set forth in Section 11 and
Section III herein, the extension of the planning jurisdiction of
the Town of Chapel Hill to include an area north of the Town's
existing planning jurisdiction and more particularly described as
above and as follows:
Beginning at a point in the existing boundary line
separating the planning jurisdiction of the Tom of Chapel Hill
and Orange County 500 feet generally west of the western right-
of-way of North Carolina Highway 86 and measured along a line
perpendicular to North Carolina 86; thence a line parallel to
North Carolina 86 generally north and at every point lying 500
feet generally west of North Carolina 86 and measured along a
line perpendicular to North Carolina 86 to its intersection with
the soutern boundary of the Duke Power Company easement that
crosses North Carolina 86 approximately 750 feet north of weaver
Dairy Road (N. -C. Secondary Road #1733) ; thence with the southern
boundary of the Duke Power Company easement generally east to its
intersection with the existing boundary line separating the

Section V. Orange County, in approving the request of
Chapel Hill as herein provided, does so in further recognition of
the Town's intention to amend its Zoning Ordinance and Zoning Map
to accomodate thq need within the extended area for zoning
regulations which permit mobile homes on individual lots as now
permitted in the County Zoning Ordinance and Land Use Man; which
permit mobile home parks after application and receipt by the
park developer of a special use permit; and which permit mobile
home parks presently existinq in the extended area to continue
to exist and operate under the zoning rules and regulations
presently in effect in the County's Zoning Regulations.
Section V2. This resolution shall take effect upon its
passage.
Commissioner Norman Gustaveson moved passage of the
foregoing resolution and commissioner Jan Pinney
seconded the motion. The resolution passed and the vote was as
follows:
Ayes: Commissioners Norman Gustayesvn, Jan Pinney,
Ronald Willhoit, Richard Whitted and Norman Walker.
Noes: Commissioners None

Notice of Intention to Create Authority
The Board of Commissioners for the County of Orange, North Carolina,
met in regular session at the Commissioners' Room at the County Courthouse
in Hillsborough, North Carolina, the regular place of meeting at 7:30 P.M.,
on October 23, 1978.
Present: Chairman Richard E. Whitted presiding, and Commissioners
Donald Willhoit, Norman Gustaveson, Norman Walker and Jan Pinney.
Absent: None
Also present: Geoffrey Gledhill, County Attorney, and Mary Lou Bouley, Clerk.
Commissioner Jan Pinney introduced the following resolution which was
read:
RESOLUTION DIRECTING PUBLICATION OF
NOTICE OF INTENTION OF BOARD OF
COMMISSIONERS TO CREATE AN INDUSTRIAL
FACILITIES AND POLLUTION CONTROL
FINANCING AUTHORITY
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. The Board of Commissioners has determined to create by
resolution a political subdivision and body corporate and politic of the
State of North Carolina to be known as "The Orange County Industrial
Facilities and Pollution Control Financing Authority" (the "Authority")
pursuant to the provisions of Article V, Section 9 of the Constitution of
North Carolina and Chapter 159C of the General Statutes of North Carolina
(the "Act").

Section 2. In compliance with Section 159C-4(a) of the Act,
the Board of Commissioners hereby directs the Clerk to file with the
Department of Commerce of the State of North Carolina and the Local
Government Commission of the State of North Carolina notice of its
intention to adopt a resolution creating the Authority, which notice
shall be in the form attached hereto as EXHIBIT A.
Section 3. This resolution shall take effect upon its passage.
Commissioner Pinney moved passage of the foregoing resolution
entitled: "RESOLUTION DIRECTING PUBLICATION OF NOTICE OF INTENTION OF
BOARD OF COMMISSIONERS TO CREATE AN INDUSTRIAL FACILITIES AND POLLUTION
CONTROL FINANCING AUTHORITY" and Commissioner Norman Gustaveson seconded
the motion, and the resolution was passed by the following vote:
