PUBLIC HEALTH WEEK EVENTS
In celebration of Public Health Week, the orange County Health Depart-
ment. invites citizens to telephone or stop by to learn more about health
reeds and e)d s in- programs. air Health Department has two offices _-� one
is at 1�4� E. Margaret Lane in Hil.lsboreugh and the other is at 19 Eastgate
Shopping C=enter in Chapel. Hill..
A formal open house to which all citizens are invited will be held in
the Hillsborough office from 3:00 to 5:00 p.m. on Tuesday, September 12th.

September 15th from 2:00 to 5: 00 p.m. These open,houses will serve the dual
function of preseanting our department to the public and celebrating the first

As a result of the conversation between Mrs . Delores
Sampson, You and I; we have written a brief proposal
for a home/school. counselor to be ':funded under the FY--79
CIIA Progr6n. A copy of the propaSal. ' is attached for your
reaction. Mrs . Simpson has already reviewed it and has
stated her support of it to me .
The fundi g base would be according to the program reg-
ulations f 70% state grant, with a. 30% local match. If
we were funded at the $7 ,500 . 00 state level the local Level
would provide a match of $3,250. 00 for a grand total of
$1.0,7550. 0 for the proposal. The local match would be
as follows:

Proposal : for the position of Nome/School Counselor f '
The schools have had to deal with a growing number of disciplinary
cases between the ages of lit and 17 years old. As such pilot attempts are
being undertaken to help cope with these "youth at risk. " This proposal
is for a part-time home/school counselor who would work with three of these
efforts, including an in-school suspension program, volunteer tutoring, and
a residential therapeutic camp.
Responsibilities for the home/school counselor are as follows below:
In--school sus ension ro ram - the counselor will be a liaison from the
system to the families of children given in--school suspensions. A positive
interaction between school and family will be developed to assist child,
teacher and family in dealing with serious conduct problems. Efforts will
include joint counseling and problem-solving sessions, parent workshops,
referral , outreach contact, follow-up, and advocacy;
Volunteer tutoring ro ram , the counselor will recruit and train volunteers
to provide tutoring in specific subject areas to students assigned to an
in-school suspension, as appropriate and necessary;
Residential them eutic cam - our system and four others are providing a
special camp for 8 boys who cannot be retained effectively and appropriately
within the schools. 3 to 4 students from Orange County will be in residence.
The counselor will provide liaison between the boys ' families and the camp,
as well as to the school . This liaison will include intake processing duties,
family and community outreach contacts, parent workshops, referral , transi.-
tional counseling, and follow-up.
The responsibilities of the Home/School Counselor are closely related
within the three areas, and some overlap is expected. This will be necessary
since, the position is for three days a week. An experienced person is highly
desirable; preferrably an MSW or MA-Counseling. The salary is approximately
$7,500 year plus benefits.

Orange Youdh Task Force for commitment of the N.C. CBA monies. The Task
Force is recommending the funds be divided between the Orange School
Board and anus House for support of the LEAA funded Shaeffer House Pro-
gram_ You will note the local match which the Orange Schools are pro-
viding. '_'
If we can be placed on the agenda for the 9/5/78 meetin& the process can
be expedited to enable the schools to activate this needed support
fall,. Dan Lunsford has also expressed his interest in attendance.

AGREEMENT FOR ENGINEERING SERVICES
To fully develop the County's final Community Development Proposal
to HUD as well as to submit this project to public bid the County must
secure the services of an engineer.
The firm Rose; Pridgen and F'reemon has submitted a proposal to
perform these services for $31 ,000. The County's liability for any
payments under this contract will not arise unless the Department of
Housing and Urban Development actually awards the grant previously
only tentatively awarded to Orange County.

RESOLUTION FOR COMMUNITY DEVELOPMENT FULL-APPLICATION
The Orange County Commissioners hereby resolves that the County Manager
is authorized to file a full-application for a :single purpose grant to
the Department of Housing and Urban Development for funds made available
under the Small Cities Program, and any additional information as may be
required. The Board of Commissi..oners further resolves that Orange County
will conform, to all the Assurances enumerated in HUD Form 7088 which is
included as a part of the full-application.
