Does any Board member desire to add additional items to this agenda? 2. Minutes of Board meeting held July 24, 1978 are submitted for consider I ti on. 3. The Manager recommends the Social Services Director be delegated authority to execute certain vendor purchase agreements. (Agenda Attch. I) 4. The Boar should name its voting delegate for the Annual Conference of the Nort}p Carolina Association of County Commissioners. 5. The Tax (Collector recommends the Board approve a refund of interest paid ($1 .48) on taxes due by Birchwood Lake Estates Inc. (Agenda Attch. II) a rant of 4 818 made by 6. The Manager recommends the Board accept g $ the North Carolina Humanities Committee to the Orange County Women's Commission. (Agenda Attch. TIT) 7. The County's Interim Manpower Council recommends the County join with Durham County into one employment training organization functioning through he Balance of the"State program. This council further recommends Orange County administers this program. Does the Board of Commissioners concur W th this recommendation? 8. The Mana er recommends the County be empowered to receive up to $20,000 from the Office of Community Employment to be used in the organizational phase of the new employment training organization involving both Durham and Orange Counties. (Agenda Attch. IV) 9. 'The County Attorney will present the Final Assessment Resolution relating to the paving of certain streets in the Colonial Hills Subdivision. 10. The County Attorney will file a Preliminary Assessment Role relating to the assessment for paving of certain properties in the Colonial Hills Subdivision. 11 . An outline of proposed administrative procedures developed to implement a fee s stem for certain environmental services rendered by the Health Depart m nt is included as attachment V. William Breeze and Marilyn Riddle have resigned from the County Planning Board creating two vacancies . B. Seven vacancies exist on the Orange County Women's Commission as the terms of office of six members have expired and one member has resigned. 14. A recent DO mInitoring report points out "30 agreements between the county and vendors review d were found to be out of compliance as there was no signature by an authorized representative... In effect, the vendor agreements are a type of contract and it would appear that the county conmd,ssioners (correction added) are the authoAzed representative for contracting in this county. Vormally the County Director of Social Services would probably be the authorized representative as he�}isadministratively responsible for the Social Services Department. (authorit, GS 108--19)." Vendor purchase agreements are used in the purchase; by the agency on behalf of e-Ugible clients; day care, transportation for day care, and abortion services. The State Titl� XX plan contains 42 discreet services. Certifications of eligibility (to purchase) are sent each client and each vendor as notice of the clients el gg bi-lity. Proposed actio by County Commissioners: Motion -- The 0 ange County Social Services Director is designated to sign as "authorized re esentative" all vendor purchase agreements, vendor purchase contracts, and all certifications of climbs eligibile for any Title XX service delivered by t t agency, eligible vendors and/or State initiated or county contracted Tit e XX services. County Commissioners retain authority to sign off on county thre part y contracts for Title XX services. These funds would be used to publish recruiting advertisements , pay salaries, lease property, buy office equipment as well as a variety of other things attendant to the ` organization of any agency. This is not a special allocation of funds, it is an advance that will ultimately be reimbursed to the Community Employment office. These fees were figured on a pez• l.ot basis, and re ulted in an additional, charge of $6.25 per lot.* The cost of paving per acre (as opposed to front footage) is $529,05. The percent of acreage of each lot was multiplied by $529,05; then, $6,25 w s added to each .lot in order to arrive at the final charge.
