2. Minutes of Board meetings held June 12 and duly 3, 1978 are
submitted for consideration.
3. Chairman Whitted will announce receipt of a Community Development
Grant by Orange County.
4. The Tax Collector recommends the Board approve a release of $100
on the tax bill of Evans Enterprises. (Agenda Attachment I)
5. Mr. Daniel R. Koenigshaf'er will present a .report, "An Energy
Conservation Program for Orange County and Chapel Hill ." .;�=
6. The Acting Planning Director will review a tentative recommendation
from the Orange County Planning Board concerning extra territorial
zoning jurisdiction of the Town of Chapel MIT. (Agenda Attachment II)
7. Commi ssi o er Pinney will review a proposal for an additional special
education teaching position in the Chapel Hill-Carrboro School System.
8. The Depar ment of Transportation has recommended -Funds programed for
the paving of SR #1561 (Lawrence Road) be diverted to pave SR #1727
(Eubanks Road). Does the Board of Commissioners have any questions
concerning this programming? (Agenda Attachment III)
9. The Directors of the Efland Volunteer Fire Department have requested
the Board of Commissioners certify to the Department of Insurance a
list of members of that department.
10. The Finance Director has requested the Board of Commissioners release
certain u collected 1967 taxes. (Agenda Attachment IV)

A. The 1978-1979 line item budget of the Health Department.
B. An amendment to the budget considered in A above to reflect
an additional state grant of $15,000 to fund a teenage pregnancy
program.
C. Reallocation of Health Department personnel involved in its
school health efforts.
D. New clinic space in 'the Chapel Hill-Carrboro area. The lease
on its existing space expires September 30.
E. The issue of fees for certain environmental services.
F. A possible $500,000 grant through Memorial Hospital and the UNC
Dental school to conduct dental clinics in Chapel Hill and Hills-
borough areas.

entitled Training for Law Enforcement Officers _ and has reviewed the
project described in the application; and

has authorized the Law Enforcement Assistance Arhninistration, through the North Carolina
Low and Order Section to make federal grants to assist local governments in the improve-
ment of the criminal justice system,

1. That the project referenced above is in the best interest of the Applicant and the
general public.

a subgrant in the amount of $1,292 to be made to the Applicant to

assist in defraying the cost of the project described in the application. This
individual shall act as the authorized representative of the Applicant in ccnnec-
tion with all aspects of the application process.
3. That if the subgrant is made, the Applicant shall provide or make arrangements to
provide, a local cash matching contribution in the amount of $72.0 0 as

required by the most current guidelines.
4. That to the full extent the law allows, the applicant agrees that upon submission
£ an application for this subgrant, the applicant intends to continue the program
at its own expense and to appropriate funds therefore subject only to budgetary
limitations should the program be useful, effective and pertinent.
5. That applicant understands that approval of the subgrant application in no way
implies or commits the United States of America, the Law Enforcement Administra-
tion or the I.aw and Order Section to approve any application for continuation
funding or to provide any continuation funding whatsoever; rather, applicant
understands that continuation funding will probably not be available and applica-
tions therefore will only be considered, if at all, under only unusual circum-
stances.
6. That the Project Director designated in the application form shall furnish or make
arrangements for other appropriate persons for furnish such intonation, data,
docuaierts and reports pertaining to the project, if approved, 2s may be required
by the Law and Order Section.
7. That certified copies of this resolution be included as part of the application
referenced above.
8. This resolution having been read aloud in its entirety at the meeting above
mentioned, shall be effective upon its adoption and shall be recorded in its

Memorandum To Orange County Board of Commissioners
From: Joe Bradshaw

Subject: Invitation : to Submit Full Application
for a Community Development Small Cities Grant
On Thursd , July 20th the County Manager received a mailgram from
2nd District Congressman L. H. Fountain stating:
"Am advis d Dept. of Housing and Urban Development (HUD) has approved
Community Development Block Grant of $499,870 to improve public facilities
affecting Health such as water and sewer lines for Orange County."
The official notification from the Area Director of HUD arrived Monday,
July 24th and more clearly spells out the status of our grant proposal to
date. In her letter, Betsy Stafford, Area Director states:
"Based on our review of your preapplication. . . ... .we are pleased to invite
you to submit a full application in the amount of $499,870.. .All applications
must be received on or before August 30, 1978.. . .This invitation for a full
application is not a commitment to fund any activities. Approval or disapproval
of the application will be based on further review of your program." (HUD staff
persons working more directly with our proposal indicate a much more positive
attitude towards the eventual funding of the Northern Fairview project)-
The remaining steps to be executed in this process are as follows:
A. Submit full application by August 30th. Principal parts include:
1 ) Develop Housing Assistance plan
2) Submit summary of a three year plan which identifies our
co unity development and housing needs and describes a
co prehensive strategy for meeting those needs.
3) CcTounity Development Program to be undertaken with Block Grant
mQ ies.
B. Sixty-day review period by Regional HOD officials. --�-`
C. Release of funds after November 1 , 1978.
D. Initiate Sid procedures immediately thereafter.
Several s ,pportive activities will be conducted simultaneously with
the aforementioned timetable. The County staff will gather the appropriate
data to be in luded in the full application, the County Manager's Office
will move fo and on engineering studies, and planning staff will compile
an environmental impact statement concerning the proposed project activities.
In summar , the staff is unanimously optimistic and operating on the
theory, so fai so good.

We have t day mailed a check for $4, 818.95 covering the
balance i � full for 1977 taxes for E & E Developers of
Chape 1 Hill.
In a convTrsation with Mrs. Dickson today, she indicated
the balance shoyld be $4,918.95, or a difference of $100.
This diff rence of $100 she explained arose from the
fact thati our December 29, 1977 check for $5,000 partial
payment o the taxes was not credited on your books until.
January 1 1978.
Our records show that this check was mailed on December
29, 1977 , on a Thursday, in order for it to reach your
office on Friday and before the end of the year, to avoid
the 2% pe alty.
The time
tf mailing is distinctly recalled by my secretary,
because o the importance of getting it in the mail before
11 the end of the year.
We do not feel that if the mail were delayed because of
the end o� the year, holidays, etc. , that this extra
penalty s, ould be charged us . We therefore respectfully
request u y to void the $100 charge, which represents 2%
penalty of our total taxes, before she partial payment of
$5 ,000.

SUBJECT: Chapel Hill's request for extension of its Planning Area
A subcommittee composed of Chapel Hill and Orange County Planning
Board members met on four occa.ssi.ons during May and June to consider a
mutually acceptable solution to Chapel. Hill's request for planning area
extension. The members principally discussed development, problems in
the area, differences between town and county ordinances, and land use
places that have been made by both ;jurisdictions. The results of the
subcommittee discussions include a proposal for extension of Chapel Hill's
planning area north to Eubanks and .Whitfield roads and recommended act-
ions for the Torn regarding mobile homes.
The attached map indicates the bouundry of the proposed extension
which includes areas generally classified as Transition or Rural Transi-
ti,on in the Chapel, Hill. Township Land Classification Plan. It was agreed
that areas further to the north, and included in the original.:J,request, as
well as the Southern Triangle were not of similar critical concern as the
area currently proposed.
As the attached resolution indicates the -Chapel Hill Planning Board
and Board of Alderman have proposed to amend their zoning ordinance to
allow mobile homes on single lots o, a ,000 square feet^ t as_a
perm�.tted use in the Agriculture District. This would apply to areas
of the ura ransiti.on class which are 'not currently platted and developed
subdivisions. Mobile home parks in the proposed area would be special,
uses in the R--7 zone as Chapel Hill currently now requires in its Zonixtg
Ordinance.
After consideration of the proposal at the June and July meeting, the
Planning Board with seven members present, unanimously adopted the following
resolution.
the Planning Board k endorses the compromise solution and forwards the
proposal including all proposed actions by the town of Chapel Hill to the
Board of County Commissioners. The Planning Board feels that the area
could be effectively managed by either jurisdiction under the terms of the
compromise, including the treatment of mobile homes and the proposed area.
Before a final Planning Board recommendation is made however, the hoard urges
that the proposal be brought before the public at the Quarterly Public Hear-
ing in August,

RELEASE OF 1967 PERSONAL PROPERTY TAXI=S
In keeping with the established policy of Orange County to carry receivables onl3
ten years for unsecured Personal Property Taxes, it is recommended that the board re-
lease the 1967 Personal Property faxes. $6,339.94 remains as of dune 30, 1978, after
collections of $41 .17 in FY1978. This will not prevent the collection of these taxes
should the taxpayer voluntarily pay then. $170 was collected for all .years prior to
'67 during 77-78. Your action merely removes these from the books and improves the
"uncollected" picture as it is shown in the financial statement. The following re-
solution should be recorded in the minutes.
"Whereas the Orange County Board of Commissioners has determined that the 1967
Personal Property Taxes outstanding at June 30, 1978, are uncollectible, therefore:
Be it resolved by the Orange County Board of Commissioners, meeting in regular
session on July 24, 1978, that the unsecured taxes on Personal Property for the
year 1967 be released from the records of the Orange County Tax Collector and the
Orange County Finance Office to be effective as of June 30, 1978.
