Does any member of the Board desire to add additional items to this agenda? 2. Minutes o May 31 , June 1 , 5, 7, 8, 12, 13, 19, 20, 22, and 26 Board meetings are submitted for consideration. 3. The Depar ment of Transportation is recommending five (5) streets in the Rangewood Subdivision, Autuman Drive, Brenda Court, Lindley Drive, Welcome Drive and Southern Drive, be added to the state highway system. (Agenda Attachment 1) 4. Honorable A. W. Turner, representing all owners of property along an unopened nd unnamed street will present a resolution requesting closing U� U of said s reet. (Agenda Attachment II) 5. A requestlfrom Robert Riley, representing property owners along S.R. ;1320, that the Board of Commissioners authorize paving of this roadway under the parti ci pafi ng paving program. 6. The Erosion Control Officer will review sediment control problems at the Brenco Project. Representatives of the grading contractor will be present. 7. Appointments: A. The t rm of Paul Morris on OWASA has expired. OWASA recommends Mr. Morris be reappointed. (Mr. Morris' resume is attached. Other resumes have been provided for this position). (Agenda Attachment III) B. One v cancy exists on the Orange County Board of Adjustments. C. One vacancy exists on the Youth Services Needs Task Force. The Task Force recommends Jim Huegerich be named to this vacancy. (Agenda Attch. I1 D. One vacancy exists on the Carrboro Planning Board due to the resignation of Sh I rry Wogen, Carrboro has not recommended a replacement at this tine. E. One vacancy exists on the County Recreation and Parks Council . No resumes have een returned to the Clerk at this time. F. Three vacancies exist on the Chapel Hill Planning Board. One Commissioner should be named to a committee that will plan dedicatic of Northside Complex. H. The Board should name a voting delegate to the Annual NACo Conference. I.. As was mentioned in our April 25th letter to the Commissi?-aers , we feel strongly that it would be in the i best interests of both OWASA and Orange County to have a representa- tive from Bi gham Township on the OWASA Board of Directors. Such a person would be in a position to communicate effectively the con- cerns of the residents of the Cane Creek area, Rach" of the candi- dates also brings. with him or her other unique qualifications which should be beneficial to OWASA as it seeks to solve the water prob- lems in lout ern Orange County. We had 71shed to present the Commissioners with five nominees , and indeed , we originally had committments from five. But two of them, after reflecting 'on the amount of work involved, the number of meetings , etc. , asked to withdraw their names . We therefore sub- mit three nai ies: Nancy Hardy , James Howard , and Joseph Suggs. The Comiissioners will undoubtedly wish to know of the involve- ment of these three nominees in the controversy over Cane Creek. None has eve I 'held any office with CCC& and none has been directly involved wit; the day-to-day activities of our group . Dr. Howard served an th Cane Creek Task force and I think that everyone of the participint s will agree that he thinks clearly 'and has a high regard for hird facts . Mrs . Hardy has occasionally _ assisted CCCA, in fund rais ng events . Her work with the Bin-ham Advisor' C� Y Council would be valtable if she were appointed- to the OWASA Board. Dr. Suggs works ith EPA and is knowledgeable concerning the uses of V agricultural chemicals . He has not participated in any CCC& act!- agricultural.ities. Let me epeat a thought from our April 25 letter. In seeking a representa I Ion for Bingham Township an the OWASA Board , we are not being c.Ntical of the amount of effort that Paul Morris has de- voted to the job . He has truly worked long and hard to bring about * solution t9 the water problem. Our concern is that fir. Water Resources - The oard felt a report was needed from the County's Water Allocation C mmittee of where the Committee stands and what is planned for the future. The County Manager was asked to contact John Wray with the Department of Natural and Economic Resources to determine how the County might tie into the State ' s water Resources Framework., He was also sked to investigate the availability of funds and other resources fo dam safety. These funds could be used for construction to the Lake range Team. The Board talked about developing a mechanism to coordinat water resource planning for the entire County, to attempt to bring tog' ther plans for developing ok" ptbserving all th.0 sites for future use. CETA Program The oard appointed the same members to the County!s Employ- ment and Tra ping Council as were appointed to the Durhgm- Orange Council.. Th s interim board should meet before July 24th. and' pre- pare a recom endation of which option to proceed with, it is import- ant that the e be no gaps in the administering of the CETA program. This item wi 1 appear on the fourth Monday night agenda, Plan ing -- (Extr territorial Request) The Manning Staff will present to the Board a formal written proposal of he recommendation from the Planning Board concerning the. ext.raterrito ial jurisdiction request of the Town of Chapel Hill , A new proposal. has been presented to the Board of Aldermen and the Chapel, Hill Flanning Board and both Boards have adopted the recommenda- tion. After the Board of Commissioners review the proposal, you will decide whether or not a public hearing is necessary, Memorandum Page two July 13, 19 1 8 Land Ilse Planning - Ano4er work session is needed with the Planning Staff and Board to set priorities. Two immediate issues which must be dealt with are 1) the above mentioned extraterritorial request and 2) the recommendation from the Planning Board regarding the Subdivision Amendments and whether the Ordinance should be amended. The need was pointed out to have the new Planning Director employed as soon as possible. The Board talked about the work of the Township Advisory Councils and stated they would like a report of how well the councils have worked in the Townships. It was suggested that the Board think about an Ordinance which would provide protection to watershed areas in the County. This effort should be parall.ed with efforts of the Town of Carrboro in providing protection for the University Lake watershed. It was further Bugg sted that the Board address the issue of developing some means of preserving prime agriculture land in the County and development rights in such areas. Commissioner Gustaveson asked that the Board continue to consider endorsement of the Orange county Comprehensive Planning Council which will coordinate Planning acti- vities in the ounty. Human Services - In tLs area, the Board talked about a possible Human Services Eva ation Conference for the Fall. Some areas of dis- cussion prop sed were: what are the essential, human services pro- grams a coup y should have, how well were human services objectives met last yea:r, how do we rank the fundamental human service needs, and just how do we evaluate human services programs. Commissioner Gustaveson stated his feeling regarding the need for the County to employ a full time person to coordinate human servic s programs. He added that the Human Services Planning Committee is working toward an official recognition by the Board of Commissioner and is developing guidance for coordination of services in this area Board and Staff Training - There was discussion of a Board/Staff training session and an in-house gupervisor/management skills retreat to 'improved communi- cations between management, the Board and staff. Year (End Report - The oard next discussed a year end report of what has been accomplished during the past year. Mr . Whitted informed the Board of the possibility of use a work study student to formulate such a document. Memorandu L Page three July 13, 1978 Ca iial Outlay Planning - One first item which should be, proceeded with. i..s the appli- cation for Title V monies for renovation of the Northside Complex, The County then should expedite and complete those items which. are incomplete. IThe Board asked the .staff to prepare an analysis of the square f9otage needed at the Northside Complex to house a full service coon y facility. The County should also attempt to mesh both the cap' tal outlay needs of the two school systems with the capital outl y needs of the County. The staff was also asked to gather data egarding the Cedar Grove School Building to see what could be hou ed in that structure. The �inance officer proposed to the Board a long range budget docum nt for Capital Outlay Planning in the. County, . He suggested th:t the document be adopted at' some time other then �n June and it would be intergrated with the priorities of the school system. Mr. Evans was asked to proceed with developing such a budget. Legi lative Action The Board should schedule a meeting before January, 1479 to meet with th Congressional delegation to talk about County needs as related t mandated programs passed down through the General Assembly. T e Board spoke of developing a package of concerns to be presented at the August County Commissioners ConVenti,on which then would be passed on to the legislators. Animal Shelter Operations -- Staff will prepare a memorandum of the strengths and weak- nesses of having the animal shelter operated by the ,A,n.imal Protec- tion Society. Fees for Service•:in the Health and Plannin Department This item will be included on the July 24th agenda for full discussion and action.
