Does any member of the Board wish to add additional items to this agenda? 2. The Clerk ubmits minutes of meetings held May 8, 16, 22 and 30 for,consid ration. 3. David Hugh s, Deputy and Crime Prevention Officer in the Sheriff's Department, will recommend the Board adopt a County ordinance controllin door to door soliciting. ' 4. Appointmen s: A. One vac ancy exists on the Recreation and Parks Advisory Council B. One va ancy exists on the Orange County Board of Adjustment C. The terr os Ms. Ilse Sonner on the Chapel Hill Board of Adjustment will evWre June 30. That Board recommends Ms. Sonner be reappointed. D. One vacancy exists on the Carrboro Planning Board as Ms. Sherry Wogen has resigned. E. Ms. Con ie Grove has resigned from the Youth Services Needs Task Force. The Tas Force has recommended Jim/Huege is be,npmed as her replacement. F. The tern of Paul Morris, a County appointee to the Orange Mater and ' Sewer A thori ty, will expire June 7. —?, 6-, � 5. The Manager recommends adoption of two budget amendments prepared by the Finance Department: (Agenda Attachment I) A. Appropriating remaining fund balance of the Orange Fire District B. Providi g additional funds to cover legal services rendered the Social Services Department Page Commissioners Agenda June 5, 1978 ✓6. The Manager recommends a contract between Orange County and Coleman, Bernholz and Dickerson, for legal services to the Social Services Do"partment be renewed. '"7. The Manager recommends the Board approve a grant application to the North Carolina Humanities Committee by the Women's Commission for funds to conduct a series of workshops. (Agenda Attachment Ii) 8. The Erosion Control Office will report Brenco Inc. in violation of the County Erosion Control Ordinance and recommend resumption of the maximum civil penalty allowed by the ordinance. v/"9. The Board should set a date for the budget hearing. x' 10. The Manager recommends the Board's June 20 meeting (the third Tuesday) be used as a budget session rather than a regular meeting of the Board. v1'I. The Manager recommends the Board approve a description and map of the West Orange Eire District. (Agenda Attachment III) 12. June 1, 1978 GOVERNOR Dear Fr end: I want to invite you to a very special meeting to be held in your area soon. i3ne of the Governor's Conferences on Crime Control Will be held in Hillsborough at the Courtroom, Court-house, 106 E. Margaret Lane at 2:00 F.M. on August 29, 1978. We are holding 37 of 'these -Conferences throughout the state, at least one in ach judicial district, in order to receive suggestions from the people of North Carolina in the area of crime control. Primarily, we are seeking ideas and suggestions for a legislative package to be pre- sented I y me to the 1979 General Assembly. We do not want to lose the momentum in crime control legislation started by the 1977 session in this very critical area of our lives, and I believe that the best way to develop appropriate legislative proposals is to go directly to the People and listen to them. While we will give widespread publicity to this meeting with the hope that many citizens will appear and offer their thoughts, Your Position of leadership is such that we particularly Wanted to extend this personal invitation. I have designated judge J. Phil Carlton, Secretary of the Department of Crime Control and Public Safety to serve as my personal represent- ative at 'these meetings and to preside over them. Neither he nor his staff will be there to make speeches or talk extensively about what has taken place in the past. They will be there to listen and to record Your thoughts and suggestions. They will bring them back to Raleigh, and we dill put them together in what we hope will be a significant and far reaching set of proposals for the 1979 General Assembly. In the event you cannot attend the meeting scheduled for your judicial district, am enclosing a schedule for all 37 meetings with the hope that you would be able to attend at least one of them. I hope you know how committed I am to preventing and fighting crime in North Carolina. I hope that you will join me as we consider what steps we 6ught to take in the future. Margaret Lame .1 Y a' NORTH CAROLINA ORANGE COUNTY THIS AGREEMENT, made and entered into this the 5th day of June, 1978, by and between Coleman, Bernholz & Dickerson, i Attorneys at Law, Orange County, North Carolina, hereinafter referred to as ATTORNEYS, and Orange County, hereinafter referred to as the COUNTY; W I T N E S S E T H: WHEREAS, the Orange County Department of Social Services (hereinafter referred to as the DEPARTMENT) has need of special legal services, not otherwise provided by County government agenci s, in connection with its services to needy and dependent persons in Orange County, the administration of its functions under the provisions of Article 9, Chapter 110 of the General Statutes of North Carolina and other laws of the State and representation of the DEPARTMENT, its caseworkers and employees be'fore:�the various courts and agencies of the State of North Carolina; and WHEREAS, ATTORNEYS and COUNTY have previously contracted'. one with the other, for the purposes and consideration set forth herein to the mutual satisfaction of both for the period July 1, 1976 through June 30, .1977; and WHEREAS, it is the desire of COUNTY and ATTORNEYS to extend the said contract from July 1, 1977 through June 30, 1978; and NOW, THEREFORE, in consideration of the premises and } mutual terms and agreements hereinafter set forth, the COUNTY and ATTORNEYS do contract, each with the other, as follows: ! 1. That this Agreement shall exist and continue from July 1, 1977 to and including June 30, 1978 unless sooner termina ted by thirty (30) days written notice to the other party.
