1 . Persons not on this agenda having business to transact with the
Board of County Commissioners should make their presence known
in order that an appropriate time for them to be heard might be
arranged.
Z. Minutes of the Board meeting held November 7, '1977 are submitted
for consideration.
3. Mr. Jarms Webb, Architect for the Northside Project, will review
t a proposal to handle minor change orders on that project.

5. Mr. Qar3 Giles, Architect for the proposed Animal Shelter, will

6. Repress tatives of the Animal Protection Society will discuss plans

7. The Finance Director will review tentative plans proposed for sale
of school bands.
8. The Manager recommends an annual appropriation of $2,000 be provided
to secure services of a Civil Preparedness Coordinator.

for Sec ion 8 dousing, with the United States Department of Housing and
Urban D velopment. (Agenda Attachment V)
10, The Man ger reports the recommendation of the State Department of Trans-
portation relating to addition of Moriah Hill Road to the state road
y system. (Agenda Attachment VI)
11 . The Man ger recommends a special appropriation of $100.00 be rude available

The 1977-78 Budget Ordinance of Orange County as adopted on June 22, 1977, and
subsequently amended, is hereby amended as follows:
Change the appropriation for the following line items in the funds indicated:

SPECIAL APPROPRIA IQ€V OF $1C0 TO JOCCA
Mr. Weston Hare has requested the Orange County Board of Commissioners
make a special appropriation of $100.00 to JOCCA. This money will assist
two poor persons to attend a regional public hearing sponsored by the
Community Services Administration that will be held in Atlanta.
JOCCA is planning to take a van with representatives from Orange$CounO,
Chatham County and its staff. Chatham County agreed
to assist two of its residents to attend this session.
The hearing will be conducted the first week in December.

CHANGE ORDERS ON THE NORTHSIDE PROJECT
From time to time it will probably be necessary to consider minor
change orders on this project that will arise mainly because the building
actually standing was not constructed exactly as the plans vie have indicate.
The two change orders we have today arise mainly for this reason.
In any renovation project difficulties in coordinating the various
contractors contributes significantly towards what seems to be a long
construction time. This long construction period can be prolonged even
further if we don' t work out some mechanism to resolve minor crises as
they arise. At present all change orders must be approved by the Board
of Commissioners. Under some circumstances the need for a change may become
apparent and a meeting of the Board could be as much as two weeks away. It
is conceivable this condition might shut a particular contractor down for
as much as two weeks , thus adding unnecessarily to the total construction
time.
I recommend either the Chairman or Manager be authorized to approve
change orders of less than $500.00 without prior Board approval with the
stipulation that a report of each change order issued be rude at the next
Board meeting.
AGENDA ATTACHMENT II
CHANGE ORDERS II AND IN NORTHSIDE PROJECT
CHANGE ORDER II :
This change order revolves around restroom facilities for the handicapped.
The existing building plans indicated an eight inch petition wall between two
restrooms. This wall would have been substantial enough to support the grab
bars required in a restroom facility designed for the hand i capped. The actual
�r 1� wall standing was not that substantial . This change order reflects the sum
necessary to remove the existing wall and replace it with a stud wall capable
of supporting the necessary bars. This change order also reflects changing
the commodes from wall mounted units to floor mounted units.
CHANGE ORDER III .
Details on this change order are not available at the time of this writing,
however Mr. Webb will have a report at the meeting.

ANIMAL SHELTER
For so time the County, the Town of Chapel Hill and representatives
of the Anim l Protection Society have been reviewing plans for an animal
shelter. S me three years ago rough plans were drawn and even rougher
cost estima�es for the project were prepared. At this time our best
estimates i dicate the project should cost about $180,000. The Town
and County ac h have $55,000.00 earmarked for this project, thus we are
roughly $70 000.00 short of the estimated project cost.
Represe tatives of the Animal Protection Society want to review the
project wit you, their main focus being directed at raising the remaining
$70,000.

CIVIL PREPAREDNESS COORDINATOR
Our present Civil Preparedness Coordinator has served in this capacity
for some ten years without compensation. He has advised me. he is unwilling
to continue serving in this capacity without compensation.
I have surveyed counties in the surrounding area. None have full time Civil
Preparedness Coordinators. These duties have been assigned to existing
county employees such as Eire Ma.rshalls, Veteran Service Officers, etc.
At this time I don't feel we have anyone on our staff with sufficient
time to fill this position and therefore see only four alternatives:
A. Discontinue the position
B. Attempt to recruit another non paid volunteer
C. Assign the task to an existing county employee
D. Pay the requested compensation
I recommend we provide the requested compensation effective November 1 ,
1977 on a monthly rate of $1 66.56.

ANNUAL CONTRIBUTIONS CONTRACT
The proposed Annual Contributions Contract reflects HUD's total
allocation of Section 8 units in Orange County (310) and their commitment
of $849,384.00 to support these units.
As you will recall , this contract is signed by the Board of Orange.
County Commissioners, acting as the Orange County Housing Authority, once
each year. If additional units are allocated during the year an amended
contract will be prepared.
RESOLUTION AUTHORIZING EXECUTION
OF AN ANNUAL. CONTRIBUTIONS CONTRACT
Whereas, the ORANGE COUNTY HOUSING AUTHORITY
(herein called the 11PHA11) proposes to enter into an Annual Contra-
- butions Contract* (herein called the "Contract") with the United
States of America,'Department of Housing and Urban Development
(herein called the "Government").
NOW, THEREFORE, BE IT RESOLVED by the PHA as follows:
Section 1. The Contract, numbered Contract No. A - 2903 - E ,
is hereby approved and accepted both as to form and substance and
the Chairman is hereby authorized and directed to

executed said Contract in triplicate on behalf the PHA, and the
Clerk is hereby authorized and directed to

impress and attest the official seal of the PHA on each such
counterpart and to. forward said executed counterparts to the
Government together with such other documents evidencing the appoval
