Persons not on this agenda having business to transact with the Board of Coun Commissioners should make their presence known in order that an appropriate time for them to be heard might be arranged. 2. Minutes of Board meetings held October 18th and 24th are submitted For consideration. 3. The Manager recommends the Commissioners concur with the recommendation of the State Department of Transportation to add .03 miles of road in the Hid away Estates Subdivision to the state road system. (Agenda Attach. I; 4. The Manager recommends Homestead Exemptions be approved for persons named in Agenda Attachment II . 5. The Man ger recommends the Board of Commissioners concur with the recomme dation of U. S. Corps of Engineers dealing with modification of the food Plain Analysis Survey planned in Orange County. (Agenda Attach. 5. The Man ger recommends execution of an Agreement of Release officially approvi g the negotiated property settlement between Orange County and the District Health Department. The County Attorney will comment. (Attach.IV 7. The Man ger recommends $1 ,500 be provided from the Contingency fund to acquire additional courtroom furniture. (Agenda Attachment 'V) 8. Present: Commissioners Norman Gustaveson, Jan Pinnev, Norman Walker, Richard Whitted, and Donald Willhoit. Absent: r None The following resolution was read to the Board: PRELIMINARY ASSESSMENT ROLE FOR THE FINANCING BY ORANGE COUNTY OF A PORTION OF THE LOCAL SHARE OF THE COST OF PAVING BAYBERRY DRIVE, AZALEA DRIVE, AND AZALEA PLACE, ROADS LOCATED IN SECTION I OF MORGAN CREEK HILLS SUBDIVISION LOCATED IN CHAPEL HILL TOWNSHIP, ORANGE COUNTY, NORTH CAROLINA. WHEREAS, the Board of County Commissioners of Orange County has directed the County Manager to prepare a Preliminary Assessment Role to contain a brief description of each lot, parcel or tract of land assessed, the basis for the assessment, the amount assessed against each, the terms of payment, and the name of the owner of each lot, parcel or tract as far as this can be determined from the county tax records; and WHEREAS, the County Manager has reported that assess- ment :role has been completed per the instructions of the County Commissioners. IT IS HEREBY RESOLVED THAT: The County Manager shall file the assessment role as completed with the Clerk of the Board of Commissioners of Orange County to be made available for public inspection. Enoch Minnie Collins Wagner Lila Ki g AGENDA ATTACHMENT I I I '`" `'�� MODIFICATION OF PROPOSED FLOOD STUDY In 1975 Orange County residents became eligible to acquire flood insurance if the County executed an application for this type coverage under the Fe eral Flood Insurance Program. In 1976 an application for this insurance in Orange County was approved on a temporary basis pending a flood plail study in Orange County by the U. S. Corps of Engineers. In September of that .year at a joint meeting with officers of the Corps of Engineers streams that contributed to flood problems were identified and marked forstudy at the appropriate time. Since that date the Corps has modified its guide lines relating to identification of streams to be studied by terminating study of each stream at the point where its up- stream water hed becomes less than one square mile. The rational for this decision is, watersheds of this size do not contribute significantly to downstream flooding. The Corps would like to modify the area of study in Orange Co my to reflect their current policy. Maps showing the proposed modification have been filed in the County Planning Department_ As these modifications are not major and do not affect the availability of flood plain insurance in Orange County, the Manager recommends the Commissione agree to the Corps" proposal . The possible adverse affect concurrence might have is, any flood plain map developed by the Corps might not be as extensive as the one presently envisioned. The upper study limits of addition st eams appear to extend beyond the limits of significant flooding. These questionable streams are shown on the zap that our ;r. This furniture and equipment (desks, tables , chairs and typewriter) are estimated to cost about $1 ,500. A small sum was provided in this years budget for court purposes. MEMORANDUM TO: Mayor an Members of the Board of Aldermen FROM: Kurt J. 1"enne, Town Tanager SUBJECT: Proposed Joint Development of School/Recreational Facilities DATE: October 19, 1977 The 1977 Capital B dget contains a project which provides up to $150,000 for community- wide recreational reeds through cooperative development of Town and School facilities. At a special meeti g of the Board of Aldermen on July 18, 1977 , the Board received a report with recomm ndations regarding joint school-Town facility development, as prepared by repres ntatives of the Town and the School Board. The Board requested the Mayor, the Recreation Commission Chairman, and the Town Manager, to continue to investigate potential projects for joint development. This has been done. It is believed tha in jointly developing facilities , the Town should participate in those projects whi h would afford mutual benefits to the Town and the schools. It is believed that the ollowing projects would meet that objective. 1 . CULBRETH BASEBALL FIELD a. The school system is in the process of planning for the construction of a b seball field at Culbreth Junior nigh School ; b. The project, as bid, will not permit complete development; C. An ncomplete facility would have limited use to the community without bac stop, bases, pitchers mound, bleachers and lights; d. Additional playing fields are needed by the school system and the Town; e. A complete facility is more useful for both school programs and Town pro rams; f. The school field could be used by the Town at times when it was not bein use for school purposes. g. An - mproved and lighted field at Culbreth could be made available exc usively for use by the Town day and night, when the school is not in ession; Conclusi n: A completed and lighted baseball field at Culbreth would fill ariimmed ate and substantial need for both the School and the Town. 2. PHILLIPS BASEBALL AND FOOTBALUTRACY FIELDS a. The School system is in the process of planning for the construction of a baseball , football/track fields at Phillip,,, Junior High School ; b. The bids on these projects exceed the plan budget. C. Without additional funds, the school system would need to modify, delay, or.- ibandon its plans for these improvements ; d. Add tional football and baseball fields are needed by both the. school sys em and the Town; e. The fields as planned could be used by the Town at sometimes when they w not being used for school purposes; Conclusion ; Completed baseball and football fields at Phillips would fill an immediate and aubstcntial need for the School . They would also help to meet some facility needs for growing town recreation programs . EPHESUS PARK a. The Town will construct six lighted tennis courts and a concession/ toilet building on Town-owned property adjacent to Ephesus Church Road Elementary School ; b. The best and most economical access to the facility is over the existing road on school-owned property; C. Some parking is available in the existing parking lots on school property; d. The functioning of whole site would be improved if' the Town paved the existing road with curb and gutter, provided additional parking spaces on Town-owned land, and provided a pedestrian path between the existing bus parking lot and the baseball field; e. Schaal safety would be improved if the Town constructed traffic control devices to keep traffic on the road and provided a fence between the road and the existing tot lot. Conclusion: The construction of access parking and safety improvements at Ephesus would fill an immediate need for both the School and the Town. LINCOLN GYMNASIUM AND MAINTENANCE BUILDING a. The status of these facilities should be clarified and made long-terra, and a method other than the existing temporary method provided for its continuance; b. Improvements need to be made to the facilities; C. The School System does not intend to make the improvements; d. Such facilities would likely be made available to the Town only in return for substantial consideration ; e. In addition to the gymnasium, these facilities would provide space for classrooms , offices and storage for recreational and other related uses; f. A long-term lease arrangement is feasible and desirable; g. It is possible to provide for separate maintenance and utilities for these facilities; h. No scheduling conflict would exist inasmuch as the facilities would be available throughout the year under the administration of the Town, in order to provide recreational programs to the citizens of Chapel Hill , Carrboro, and unincorporated areas of Southern Orange County without the employment of non-resident fees- i . !Upon completion of the school system's maintenance facility, the system would no longer need the facilities for school purposes. Conclusion: The availability of the gymnasium and maintenance building fill an and substantial Town need. RECOMMENDATIONS: The following reca ndations are made to the Board of Aldermen: 1 . That the T wn join the Board of Education in developing the following facilities a. Gulbr th Junior High School baseball field - by funding the construction of th field, providing lights, bleachers, fencing, back stop, bases, and pitchers' mound at a cost of about $49,000. Phi Junior High School Football Track and Baseball Field - by b. ll ps u g Football/ Track in the project in an amount of about $57,000. C. Ephes s Park by paving, curbing and guttering the existing road which is on school property, constructing 13 gravel parking spaces on Town property, erecting fences and barriers for traffic control and provided a 'pedestrian walk-way at a cost of about W31 ,000. '. That cooperative agreements for the above projects be developed to include specific arrangements for adequate maintenance of facilities; 3. That the Board of Education execute a lease for the Lincoln Gym and maintenancE building with the Town of Chapel Hill for a period of thirty (30) years at the rate oF ONE 00LLAR ($1 .00) per year to provide recreational and related programs t citizens of Southern Grange County.
