Persons not on this agenda having business to transact with the Board of Coun y Commissioners should make their presence known in order -that an appr priate time for them to be heard might be arranged. 2. Minutes of the Board meeting held October 18, 1977 are submitted for cons ide ration. 3. Mr. Mik Gaddis from the State Department of Personnel will review salary range recommendations made by that agency for county department heads. 4. Appoint Tents: A. Two vacancies, created by the resignations of Ms. Vickie Ward and Rev rend William Richardson, exist on the County Recreation Advisory Cou nil . B. Two vacancies, created by the resignations of Susan Forman and Harry Derr, exist on the Youth Services Task Force. Natalie Harris and Hans Hollingsworth have been recommended to fill these vacancies. 5. The Board should consider the proposals to raise the level of Lake Orange one foot. 6. The Department of Transportation recommends the road in Morgan Creek Hills Subdivision be added to the State Road System for maintenance. _ 2���� Route #2 Mebane, N. C. This year the community is planning to do the same, however, with the added attraction of a fireworks display. he Carnival is planned for Saturday, October ,29th, with he fireworks to begin at 9 :30p.m. We have contacted the Eland Fire Department, and they !havd consented to pre- pare end present the display for the community on the Oak Grove softball field. he citizens of oak Grove Community respectfully ask your ermission to present this fireworks display on Octob r 29, 1977. Nash Street Hillsborough, North Carolina 27275 Dear Mr. 11hitted: As requested in o r recent telephone conversation,this addresses the procedures followed by our s aff in conducting updating position classification and pay studies. These procedures re generally employed in any such project and were those followed in our work this pring for Orange County. All work begins with a request and ends with a non--bindin recommendation. In updating work, of course, a plan has been implemented and is operating within the jurisdiction. Wit re we have developed the original plan and have done most of the follow-up work, a. in Orange County, we begin with a strong working awareness of how the plan exists at the time of the review request. Review and updating, then, begins with' the administrative contact designated by the governing board---usually in a county, the county manager: (1) Clarify with the Manager the actual work request and the specific positi is that are to be included. Discuss the basic reasons that Make th review desirable at this time. (2) Deter i -e actual changes, if' any, in the ies and xess itaes of the ositions in question since they were last reviewed — may'i..nv lve completion of new written job descriptions by employees, intervi ws with employees and supervisors, and/or discussion with the Manager. The object is to have a complete understanding of the job in its current form (at the time of the study) . (3) Based on updated job knowledge, examine and reestablish as appropriate all in ernal level relationships within the jurisdiction. This in- volves the positions in question and all other significantly related positio s in the plan. Factors .Like difficulty of worm, responsibility, decision making, independence of action, working relationships, and guidelin s, are used to relate jobs by level. (4) Collect omparative salary data From other selected jurisdictions, bus- iness, o industry having closely similar jobs. For the benefit of the governin body who will be making the final decision on level of pay; we normally try to "bracket" the labor market by surveying: (l) dir ct competitors (2) oth r jurisdictions in the same geographical region (3) jurisdictions of similar tax base and population (4) jur sdi.ctions of greater tax base and population which have strong in- flu nce on competitive rates within the region. (5) Salary ata is then considered in ,relation to the significant position relatio ships determined in (3) above. While it is important to have com-- petitiv rates, these must not dominate internal position relationships. Salary Eta is also considered with respect to the relative financial abil- ity of the jurisdiction for which the study is being done, the stated or historical fiscal policy of the governing body as to competitive philosophy, the str ngest regional competitive influences, the general fringe benefits package accompanying base salary, the mobility of the workforce, turnover history and similar factors. (6) Based u�on the composite analytical resolution of concerns in (5) , an updates classification and salary range is recommended for each posa.tion' included. The procedure for tudying new positions, established since a plan was last reviewed would be essentially the same, except for the absence of a previous :record of job level for comparison. The recommendations made would be for the purpose of initially bring- ing such positions into the plan. Please advise if wE can provide additional information or be of assistance in any way.
