Assistance A ministrator and Orange County, and between Orange County
and JANUS HO SE, prepared to implement a LEAA Grant for an Orange County
Shelter Home and the administration of this shelter home.
8. 'The Manager ecommends approval of a budget amendment to fund the first
nine months f the twenty-one month grant reviewed in agenda item 0.

I have listened to the tape of the October IG, 1977 meeting.
At one point in the discussion Commissioner Willhoit
Prosed that
the recommendation of the Planning Board regarding the extraterritorial
jurisdiction request be directed back to the Planning to consider the
possiblity of asing natural geographical boundaries as a way of defin-
ing the lines instead of a one mile boundary line.
Commis Toner Gustaveson later stated that he felt it would be
useful to inform the Planning Board of negotiations with Chapel Hill.
He added that e (the Planning staff) should sit down and negotiate
a x�sonable bo ndary which suits Chapel Hill's needs in regard to
their particul r me attempt roblems and at the same ti t to

tain areas in he County which should be protected. The Planning staff
should look at Chapel Hill's maps in establishing the boundary line
The Planning D rector is to talk with Chapel Hill about fixture planning
for the extrat rritorial jurisdiction area, and the Town's plans for
mobile homes. Look at the possibility of adopting some of the Town's
Policies regarding the transistion areas . Consideration should be
given to the C unty's Land Classification system as it corresponds to
these areas.

their Zoning Ordinance change.
The County Attorney stated that he did not feel th-e County was
required to call a public hearing in the first .place, It is a good ide.a,
but not necessary,
Chairman Wh.itted stated that after the i,nfOrmation requested
is developed, t e Board could go back to a public bearing,
Mr. Gus aveson stated again that he felt a public hearing is not
necessary.
Mr. Walker stated that the Board had a public hearing on one
thing, but is acting on another thing,
Chairma Whitted stated that we should get the i.nfoMation and
at that time sh re it with the Planning Board, "We are not asking fox

FINAL ASSESSMENT RESOLUTION FOR THE FINANCING BY ORANGE
COUNTY OF A PORTION OF THE LOCAL SNARE OF THE COSTS
OF PAVING BAYBERRY DRIVE, AZALEA DRIVE, AND AZALEA PLACE,
ROADS LOCATED IN SECTION I of MORGAN CREEK HILLS SUB-
DIVISION IN CHAPEL HILL TOWNSHIP, ORANGE COUNTY, NORTH �
CAROLINA
WHEREAS the Board of County Commissioners of Orange
County has elected to finance a portion of the local share
of the cost of paving Bayberry Drive, Azalea Drive, and Azalea
Place, roads located in Section I of Morgan Creek Hills
Subdivision, located in Chapel Hill Township, Orange County, i

as ,permitted by North Carolina General Statute S153A185 (4) I
and as provided for in North Carolina General Statute S153A205(b)

IT IS HEREBY RESOLVED THAT:
1. orange County shall undertake financing of a portion
of the local share of paving Bayberry Drive, Azalea Drive, and
Azalea Place, roads located in Section I of Morgan Creek Hills
Subdivision in Chapel Hill Township, Orange County, North
Carolina. The amount to be financed by Orange County, is
estimated to be $16,694.00 including costs and attorneys
fees. No portion of the costs of paving the above roads
will be borne by the Department of Transportation or the
State of North Carolina.
2. The basis for assessment for the local share of
the costs of this project shall be the number of lots served,

3. Orange County will assess the financed portion of the
total local share according to the basis set out in number
2 above which financed portion of the total local share repre-
sents approximately seventy-seven percent (77%) of the total
project cost.
4. No assessments of this project will be held in
abeyance.
5. The assessments shall be paid in the following
manner:
a. Within thirty (30) days after the notice of
conformation of the assessment role is published, ;
each owner of the property may pay his assessment
in full.
b. Any assessment not paid in full as provided
above shall be paid in 5 equal annual installment- !
with the first such installment, with interest,
due 56 days after the date that the assessment
role is confirmed, and the remaining installments
with interest, due on the same date in each
successive year until the assessment is paid
in full.
This resolution is effective upon its passage.
Thereupon, Commissioner Norman Gustaveson moved
the passage of the foregoing resolution and Commissioner Donald
Willhoit seconded the Motion, and the resolution
was passed by the following vote:
Ayes: Commissioners Richard Plhitted, Donald Willhoit,
Norman Gustaveson, .Tan Pinney, and Norman Walker

This project addxe ses eight pressing needs of low income residents of Oran
County over the net twelve months. The General Assistance program is funded
on a twelve months basis by County Comni.ssi.aners. This project will provide
emergency a.ssistan e to approximately 500 families and individuals needing
assistance with fo d, clothing, medical care, emergency transportation, fuel,
shelter, utilities and emergency shelter needs during the 1977-197$ fiscal.
year. These .needs often arise unexpectedly as the economic, domestic, and
social status of the target population change due to such factors as Loss
of jobs, loss of h8mes or shelter, marital problems, medical Problems, or
nutritional probl.e�s.
in order to meet t ese needs of the county residents, and to improve the
economic, domestic and social_ conditions of Orange County as a whole, the
Orange County Depaztment of Social. Services is xequ.esti.ng that two new employ-
ees be hared to acbLinister this program. The two employees in these new
Positions would su p1ement the small general assistance proms which cu:-reat--
ly exists and allo for expansion from approximately 100 to 500 persons who
will receive this mergency assistance.
Grange County Depaatment of Soci.anl. Services currently employs an equivalent
of 91.5 full—time mnl.oyees, all of whom are partially federally funded..
This agency is a public agency which is an integral, paxt of the Social. Services
Division of the North Carolina Lepaxtment of Human Resources.
This. project perso el will interview and determine eligibility of applicants
for emergency assis{tan.ce, and provide assistance to those who are found eligi-
ble. Ability to ther data concerning family, health, and finances, and to
read and comprehert d roles and regulations pertaining to this program will be
neceasary. The educational requirements of -these employees should, be grad-
uation from high school and three years of elrei"cal or pararprotessional
experience involving interviewing, public contact or community work; or grad-
uation from high ec ool and two years of clerical or paaratprofessional. exper-
ience within a social services eligibility program; or an equivalent en.t combs.—

THIS CONTRACT, made and entered into this 18th
ay of October , 1977, by and between ORANGE COUNTY,
ereinafter called COUNTY, a body politic and corporate existing
under the laws of North Carolina having its principal place of
business at 106 Margaret Lane, Hillsborough, North Carolina 27278,
and JANUS HOUSE, INC., hereinafter called JANUS HOUSE, a non-profit
corporation duly organized and existing under the Laws of North
Carolina having its principal place of business at 105 North

WITNESSETH
THAT WHEREAS, COUNTY has applied for and received a
I,EAA Subgrant Award from the North Carolina Governor's Crime
Commission of the Division of Crime Control in the Department of
Crime Control and Public Safety, for the operation of the Orange
County Shelter Home for an initial grant period from October 1, i
1977 to June 30, 1979; and
WHEREAS, JANUS HOUSE has been designated by COUNTY

as the implementing agency of the Orange County Shelter Home in
that JANUS HOUSE has the requisite personnel, experience, training
and expertise to properly implement and administer a youth sheltex
care program and facility; and
WHEREAS, COUNTY and JANUS HOUSE desire to contract, one:

NOW THEREFORE, in consideration of the aforesaid, the

any subsequent conditions or requirements which may be unposed on
COUNTY are hereby made a part of this contract. It is understood
and agreed that COUNTY shall retain ultimate control and respon-
sibility for the orange County Shelter Home and administration
of the Subgrant Award.
III.

In addition to the other requirements and conditions
imposed on COUNTY which JANUS HOUSE agrees to comply with as
aforesaid, JANUS HOUSE expressly agrees to keep all records and
prepare all reports and evaluations required to be kept and pre-
pared by COUNTY. JANUS HOUSE further agrees to maintain all
records, reports and evaluations and make the same accessible to
authorized federal, state and COUNTY officials for the purpose of
audit and examination. All required records hereunder shall be
a
maintained until a LEAA audit is completed and all questions
arising therefrom are resolved, or maintained for five (5) years
after completion of the project, whichever is sooner.

Regulations and Conditions of the Subgrant Award Contract, pre-
viously made a part of this contract.
V.
COUNTY agrees to remit to JANUS HOUSE funds required
for the administration of and operation of the Orange County
Shelter Home. JANUS HOUSE shall submit requests for payment
monthly. These requests shall be made on a form provided to JANC :
HOUSE by COUNTY, which form shall be LEAA form "Detailed Cost
Report and Request for Payment for I,EAA Grants," until further
notice. At no time shall JANUS HOUSE request or have on hand
funds in excess of the amount necessary for expenditure within
the next ensuing thirty days.
COUNTY'S obligation under this paragraph is limited
to the budget amounts set out in the Subgrant Award Contract,
Attachment pages 7, 8, 9 , 9b and 10.

Explanation of and lustrriction for Requested Change(s):
Sub-Grant is to be administered by Janus House, Inc., by Contract
and with the Sub-Grantee, Orange County. Original Grant would
have required detailed accounting by Orange County. The Sub-Grant
Adjustments will permit line item;accounting by Janus House, Inc.,
and reporting to the State by the summary item kept by the County.

A budge amendment is required to provide the matching portion of the
LEAA grant fir a shelter home. This portion totals $1,875 for the first
nine months lr 5% of the total of $37,500. Commissioner Pinney has proposed
that the non Ifederal share come from the funds provided by the State Depart-
ment of Human Resources for community based alternative programs. This grant
is for $8,560 and requires a local match of $2,568. He has further proposed
(and reviewed with the Youth Services Task Force) that the remainder be used
to purchase a van for the shelter home.

A proposed budget amendment is attached to effect these changes. Also
included are the items relating to the change in the Mental Health Center
Contract as proposed at the last meeting, It is recommended that the source
of these funds be the County Building Fund rather than a reduction in the
contingency. The effect of this is that the amount to be made available
for county buildings in future years' budgets is increased.

BE IT RESOLVED by the Orange County Board of Co€rmissioners , that the
P,lental Health Center Project Ordinance adopted the Sixteenth Day of August,
1977 is amended to increase the total budget by nine thousand five hundred
and three dollars ($9,503) by changing sections one, two and four to read
as follows:
1. "'T'he sum of three hundred and eighty two Thousand three hundred
and forty dollars ($382,340.00) be approporiated for construction cdntracts"
2. The sum of three thousand eight hundred and twenty three dollars
($3,823.00) be appropriated for contract contingencies"
