Dear Mr. We ton:
I came to w rk for the Orange County Recreation and Parks
Department n July 7, 1975 for a salary previously quoted
by you to be $9,500. After being in the position for four
weeks before I was placed on the county pay roll, I was
informed by you that my salary would not be $9,500 per year
but $8,700. You also said you felt sure there would be a
merit raise after six months. The six months came and passed
and there wa no mention of a raise. At the beginning of
the fiscal y ar 76/77, my salary was finally raised to the
sum of $9,98 . This was $389.00 more than I had been promised
by you originally in our verbal contract for the previous
fiscal year.
Also during he fiscal year 76/77, I was informed by you that
there was no money in the budget for reimbursement for
travel either inside or outside the county. Consequently,
I drove some 12,500 miles for which I dial not receive
reimbursement. .But, even though you had a county vehicle
for your own travel, you received additional funds for
occasions in which you used your personal automobile.
In January of 1977, Betty McDade Oakley and Jesse Pratt were
brought from the Manpower pay roll to the Orange County pay
roll at the ame rate of pay I was receiving s Assistant
Director. When g en I inquired about this, you stated that the
county was in the process of converting to the State pay
roll scale and that my salary would probably be upgraded in
March. Marc also came and passed and nothing happened.
Finally, as the budget stands for the fiscal year 77/78,
my salary w s cut $1,300 below the figure recommended by
State Perso nel and the amount requested in the initial
budget pres ntation. At the same time, your salary and
those of th other staff members were considerably elevated
above the s s initially requested in the budget.
Consequentl , from the inequities I have stated and numerous
others that could be! stated, I can only conclude that you
and the gov ruing powers of Orange County are not pleased with
me or the p rformanc:e of my duties. I have asked on several
occasions a d have not received a definite answer from either
you or the County Manager. I have been puzzled by this and
by the crit6ria that has been used .to evaluate me. Even
though I ha�e been employed by Orange County for over two
years,
employment ;r to submit a resume stating my qualifications
and past experience.
In the area of program statistics, over one-half of the
total parti ipation for the Orange County Recreation Dept.
has been in the Cultural Arts. Also, all programing that
has taken place in Southern. Orange has' been. initiated by me.
The one exception has been the cooperative programing in
athletics.
You stated uring the December meeting of the Recreation
Advisory Co;ncil that I was the only employee that you hired
without Political pressure. It has begun to seem evident
that perhapl that same pressure is determined that even if
I continue 16 work 60 to 80 hours per week or program for
any number of partic1pants, I am to advance no further and
have no future in Orange County. . . . . . . .Or perhaps their
attitude is one of uninterest and mere indifference.
It is also of great concern to me when appropriations for
capitol improvements in program areas to match an Arts .
Council Gr t can be used to purchase a county vehicle for
your use. Actions such as this can do nothing but endanger
further grants and the future of the Cultural Arts Program.
I came to Orange County two years age with the intention of
making it m3� permanent home. But due to the course of
events outlined above, I have come to see that this is
impossible. I therefore submit, my resignation to become
effective F iday, August 19, 1977.
