Knight, Sheriff Orange County Sheriff's Department 125 Court Street Hillsborough, N.C. 27278 Dear Sheriff Knight: On October 20, 1980, Mr. Robert E. Stokley, Confinement facilities Operations Specialist from the North Carolina Department of Human Resources, .inspected the Orange County jail. Enclosed is a copy of the inspection report for your atten- tion. Immediate action should be initiated as soon as possible to correct any deficiencies cited in the report. This comprehensive interim inspection of the Orange County jail was conducted to monitor the maintenance and continued habitability of this facility, in view of the many structural deficiencies which are at variance with the requirements of the minimum jail standards for North Carolina. Despite the continued occupancy to near capacity, this inspection of the facility revealed your obvious efforts made to maintain the confinement area in an acceptable, level of sanitation, safety and security. There are, however, areas indicated on the inspection report w,-aer.e maintenance is7 required on plumbing and lighting fixtures, and I will urge you to utilize fully your local sanitarian to reinforce your efforts to assure sanitation practices which do not jeopardize the health of inmates or staff. it is noted that your medical plan, developed and adopted last year by both your jail physician. and the director of the Orange County Health Department, provides procedures which will assure prompt delivery of medical attention to inmates, and I will suggest to you that elements of inmates' personal; hygiene can have medical implications which" should be treated as an acute or chronic need. Amon; those management practices which should be reviewed for absolute compliance with the minimum jail standards, and cost effectiveness in your management of the facility, is the area of food service. Occasional consultation from either one of your, own dietitians in the employ of Orange County, or available on request from this Department, can do much in assuring maximum efficiency in food purchases, menu planning and food preparation with resulting benefits from a professional approach to this essential inmate--support function evident both in aspects of maintenance of health and the basic comfort and satiety of the inmates•. fir. Additional attention should be given in�other areas, which do not involve any increase in operational costs to the facility, including those critical safety measures indicated under part E. Fire Safety on the inspection form. Closely allied to the general responsibility for maintenance of safety and assurances that inmates receive proper supervision is that question of using the ce17s on the upper level of the facility. I understand from past consultations that generally you do not have to use the area one-half floor above the second floor where you formerly housed females and juveniles, but should the need arise for this area to be utilized for housing inmates, please be aware of the requirements of the supervision statute (G.S. 153A-224) and the pertinent sections of the mini-- mum jail standards relative to continuous supervision. The need for closer attention to the provision of clean and adequate bedding is indicated on the inspection report, and I will urge you to affix permanent iden- tification on the jail mattresses indicating that the source aril materials in the .units are approved under Section VII, Paragraph H. of the minimum jail standards. Your efforts to compensate for the many inherent deficiencies in this facility with appropriate admins.strative controls and management procedures which will minimize the negative program impact of such inadequacies are greatly appreciated, and please call upon me or members of my staff at any time you feel we may be of assistance in the critical matter of maintaining the existing -facility in an operable state until such time planning is finalized for the expanded- and renovated jail for Orange County. As you know, Section 122--35.40 (b)(2) of the N-C. General Statutes specifies that the Area Board shall contain at least two persons licensed to practice medicine in worth Carolina. It is not necessary that either physician be a psychiatrist. While Dr. Gray was a female and if we do not have a female replacing her, it will adversly affect the sexual composition of the Board, I feel it is more important to obtain a licensed physician. Whitfield. . t W/w 1'113 "fA PROCLAMATION DECLARING A WATER SHORTAGE ALERT The Chairman of the Board of County Commissioners does proclaim; that, Whereas; the water level of University Lake has fallen to more than 36 inches below full elevation and whereas the Orange Water and Sewer Authority has been supplementing the University Lake water supply with water from the American Stone Quarry and water purchased from the Town of Hillsborough; and Whereas the Orange County Code of Ordinances specifies that when University Lake has fallen to 36 inches below full, the Chairman of the Board of County Commissioners shall issue a Proclamation urging citizens to practice voluntary water conservation measures, 14ow, therefore, Richard Whitted, Chairman, Board of County Commissioners does urge all residents of Orange County to follow these and other water saving measures in and around their homes: 1. Use shower for bathing rather than tub and limit showering to 4 minutes. 2. Limit flushing of toilets by multiple usage. 3. Do not leave faucets running while shaving or rinsing dishes. 4. Limit use all clothes washers and dishwashers and when used operate fully loaded. 5. Limit lawn watering to that which is necessary for plants to survive. 6. Water shrubbery the minimum required re-using household water when possible. 7. Limit car washing to the minimum. 8. Do not wash down outside areas, such as sidewalks, patios, etc. 9. Install water flow restrictive devices in shower heads. lo. Use disposable and biodegradable dishes. 11. Install water saving devices such as bricks, plastic bottles or commercial units in toilet tanks. t 774 ;. ' 1 Purth.ermore, I encourage conservation in public buildings, dormitories, offices, etc.., by reducing pressure at plumbing fixtures by installation of restricting devices by shutting down on water flow control devices and by only periodic flushing of urinals.
