A spokesman for residents of Rangewood Subdivision will address the Board concerning sewer problems occurring in that area. �. The Department of Transportation recommends: I A. The addition of Springhill Forest Road to the State's secondary road system. B. The addition of Alpha Drive and Brooks Street to the State's secondary road system. C. Abandonment of a .03 mile portion of SR 1321 (a railroad crossing) . D. Abandonment of two segments of SR 1918 (Clearwater Lake Road). April 8, 1980, we stated our awareness of certain broken committments to the citizens of Orange County and "respe&tfulll requested than the Eno River Group be place, on the Agenda of your next evening meeting to state our grievances, substan- tiate them, and petition you (commissioners ) for appropriate remedy". . B� handwritten note Chairman Whitted assigned us to May 20th meeting. We asked for two hours to state our grievances and petition. On May 20, after some questioning, we were offered 20 minutes which I declined as being insufficient to present two hours material, but requested that members of audience who had come expecting to speak be allowed to speak. This was granted and several from audience spoke. Eno River Group was aaked to present further information in writing. This was done by letter presented at May 27, 1980 meeting, plus three enclosures. We asked. for 60 minutea .. June 2nd, 1980. Chairman Whitted's letter of May 28 thanks us for the written material. furnished May 27th in response to your May 20th request and further states: "The Board would like an opportunity to look over the information and review our policy statement to try to determine the Status of the park; however, since we. will _not be able to do that before June 2nd, it will not appro- priate to place this item on the agenda for discussion at that time. I will notify you when the 9onrd tins completed its review of the policy and status of the park." The Elio River Group proposed Resolution of May 27th calls for a halt to planning and implementation of plRns for an Eno River State Park until the Board can review its Resolution of Nov. 1, 1976; actions of various suthr"i.- t ies in allowing citizens` participation in the planning process; act ior;f- of these authorities in their adherence o��onndherence to existing agreements between them and you; and other grievances of Orange County residents regarding the est:ptblishment or expansion of art Eno River State Park in orange, By persmi&l appearance on August 19th I requested that you postpone tonight's Public Meeting until the Eno River Group has been allowed.lo state our grievances, substantiate them, and petition you for relief. Tnis request was denied by Chairman lvthitted. I repeat the request now, addreasing It to both the Commissioners and the RCPcD Comdi.ttee, it dates bnek to April 8th, 1980. This Public Xleeting is in response to a letter of July 18th, 1980 from Eno River Association Past President Donald N. Cox, in his capacity of Chairman, Board of Supervisors , Orange Soil and Water Conservation. Districl Denial of our request can only be cons trued as a denial of our right of Petition and our Rights of Free Speech. If the Iranian Communists can be excused from prosecution -for desecrating a.nd burning our Flag on UNG Campus as an act of Free Speech, then Taxpaying Citizens of the United States should be allowed their Riaht of Petition and Right of Free Speech. Eno River Group 6 Commissioner Jack Martin introduced the following resolutiont LS, the North Carolina Department of Natural and Bcoaomis Resources has announced its intention of establishing a State park along the Eno River I* portions of Durhm and Orange Counties, and WMMUS, the State of !North Carolina has acquired substantial amounts of land along the Eno River in said Counties covering approzi-nately twelve alles of said River; and WOMB, the vostermost parcel presently owned by the State of North Carolina is located near and downstrean from Cats's' Vord; and WH`MSp the Town of Hillsborough believes that it would be detrimental to the Historic District in which the Town of Hillsborough is located to extend said park upustream'from Cate's Ford, and whereas,. the Town of Hillaborough further strongly opposes the acquisition of land for this purpose by the emarcise of the powers of eminent domain, and whereas, the residents of Orange County owning property between Hillsborou end Cate's Ford are strenuously opposed, aluoat without isxception, to leaving: their I=d used for State Park purposess NOW, THSP.EFORE, BE IT RESOLVED by the-Board of-Commiss"eers - - of the owwn of Hillsborough that tha Town Clerk be instructed to transwit to the Secretary of the Department of Natural and Economic Resources a copy of this resolution expressing this Board's strong opposition to the extension of the proposed park beyond Cate's Ford.
