Does the Board desire to make a statement concerning the Cane Creek Reservoir Project at the public hearing to be conducted by the Army Corps of Engineers? i i f 1 i i Orange County Energy Program AUGUST 1980 Since the energy shortage in 1973-74, we Americans haave becoe�eaincreasinrgly aware of the vital importance of wise energy nation. Our nation's security and its economy bath depend on how well we resolve difficult questions about energy resources, conservation and costs in the immediate future. Many of these questions can be addressed most readily at theh�ocall lleevel, by the example and leadership of county government. Therefore, County Energy Commission has prepared a program for energyihana e- program meet, conservation and development within Orange County, consists of five policies and recommendations for their implementation. The Energy Commission will review the program annually and submit reports and recommendations to the Orange County Board of Commissioners. POLICY I. ORANGE COUNTY GOVERNMENT OPERATIONS WILL BE ENERGY EFFICIENT. COUNTY GOVERNMENT WILL INCORPORATE GOOD ENERGY MANAGEMENT IN ITS GAILY ACTIVITIES AND PROGRAMS. Each department has already implemented several ways to carry out this Policy,,, Other guidelines, by department, are: Public Works- 1. Schedule more efficient routing and use of sanitation vehicles and other county-operated vehicles. 2. Maintain a county motor pool with a record-keeping and reporting system on fuel consumption and maintenance. 3. Continue to implement energy conservation programs in county buildings developing accounting or other energy- and assist the Energy Office in ; related repo).-ts and programs, i Finance: j in bid specifications. Planning. 1� Develop and implement the energy elements of the Land Use Plan, Sub-division Regulations, and the 'Zoning Ordinance, and encourage energy efficient development standards and patterns in Orange County including siting, transportation, and more intensive use of conservation and renewable energy resources. Adopted: 8/20/80 s l 2 \L 1% 2, Ask builders to submit a response to a checklist of energy saving features for new homes and subdivision developments including caulking and weatherstripping, insulation, siting and design, landscaping, trans- portation routes and potential for alternative transportation (i.e., bicycles, etc.) Inspections: 1. Ensure compliance with the energy part of the H. C. Uniform Residential and State Building Code. 2. Attend seminars on energy-efficient and renewable energy construction_ Agricultural Extension Service: 1, Continue to develop programs, seminars, and/or fairs to inform residents of energy conservation and management techniques and services available. 2. Advise farmers on energy efficient farming practices and the potential for developing energy sources on the farm. Schools: 1. Continue to implement a conservation program for school buildings and vehicles 2. Make sure the Energy Conservation Committee in each school is ongoing and active, 3. Offer instruction in energy management at each grade level. 4. Incorporate energy information in budget requests where appropriate Energy Office: S 1. Consult with other departments, make recommendations and help to imple- ment energy management in county policies .and procedures. 2, Continue to distribute handouts, pamphlets, slide shows, films and other forms of energy information to county employees. 3. Advise the Finance Department of energy efficient products which are on the market. I ' 4. Establish d system for carpooling or vanpooling for county employees.. 5. provide reports on building energy use to department heads. 6. Develop local initiative programs to aid those who need fuel and/or home weatherization. 2. Efficiently implement state and federal programs designed to meet the fuel needs of the poor. 3. Initiate efforts to alleviate excessive hardship on loan-income, elderly or handicapped county residents in energy emergencies. 4. TIMES O ENERGY OR OTHER CRISES, ORANGE COUNTY WILL HAVEAN ENERGY SEMERGENCY RPLAN- 1. The Energy Emergency Committee will include representatives from agencies concerned with energy production and delivery, disaster relief agencies, the Energy Conservation Commission, and the general public, 2. This Committee will study all energy emergency plans affecting residents of Orange, including those of utilities, Civil Defense, etc. 'These plans _. shall be coordinated into one master plan in order to provide information and guidance in time of energy emergency. 3. The Committee will work to ensure that emergency vehicles and other identi- fied priority users have access to fuel in any type of crisis. 4. work fuelfshortagesupol•y adequate to 6. Civil Preparedness, Emergency medical Services and other county departments will be asked to cooperate with activities of the Energy Emergency Committees_ POLICY III, ASSISTANCENIN ENERGY NCONSERVATION EAND SINFORMATION O I ON WAYS TO CURTAIL ENERGY USES. The County Energy Office will: 1. Offer to help businesses develop incentive programs which encourage employees to carpool, vanpool, or use public transportation. 2. Provide for homeowners or renters information on energy conservation techniques appropriate to their situation,. POLICY V. THE ORANGE COUNTY BOARD OF COMMISSIONERS WILL PROMOTE DEVELOPMENT OF ENERGY SOURCES INDIGENOUS TO ORANGE COUNTY. 1. Capital improvements programs should include demonstration of alterna- tive energy use whenever feasible, 2. Funding for alternative energy projects, bikeways, and weatherization projects should be sought. 3. Studies of energy use by sector in Orange County should continue_ 4. Waste recycling and alternative solid waste treatment should be encouraged. i i I .11. u r; AGENDA ITEM rr 6 //;'� ORANGE COUNTY PLANNING DEPAR'T`MENT 13=SBOROUGH NOTE C AROUNA $7278 6•y1 �!d Oy A� RT• � MEMO TO: Mr. Sam Gattis FROM: Planning Staff s DATE: July 29, 1980 SUBJECT: Zoning Ordinance Violation Policy In the past the County has not had a definitive policy on handling violations of the Zoning Ordinance in the townships that are zoned. The staff feels it would be helpful to have such a stated policy that both the Staff and Commissioners understand and agree upon. The following outline provides such a policyc 1. The Planning Department receives a complaint from a citizen or Zoning Officer, or Building Inspector. 2. The Zoning Officer investigates the complaint, finding out the history and any other particulars about the case. 3. The Zoning Officer tries to make personal contact with the property owner to discuss the violation and what actions are required to comply with the Zoning Ordinance. 4. The Zoning Officer sends a certified letter to the property owner outlining the violation of the ordinance and the steps needed to bring the property or use into compliance. 5. The Zoning Officer reinspects the site after two weeks to see if it complies. 6. If no attempt to comply has bean made by the property owner, the Zoning Officer will hold a conference with the County Attorney to present the evidence of the Case to him. The Attorney will indicate the need for further investigation or information. 7. The Zoning Officer will send a certified letter to the property owner restating the violation and subsequent events since the last letter. This letter will state a new 2 week deadline and the possibility that legal steps will follow if no action is taken on the violation. 8. In two weeks the Zoning Officer, reinspects the site and if the property or use is still in violation, he shall turn the case over to the county attorney for further action. /mb 9. In criminal action, the County Attorney will contact the District ' Attorney. For any civil action, the County Attorney will bring the matter to the Board of Commissioners. i AGENDA ITEM ; 13 RESOLUTION WHEREAS, the Orange County Board of Commissioners received a ,Single Purpose Community Development Block Grant in 1978 for the construction of water & sewer lines in the Northern Fairview area, and WHEREAS, Billings & Garrett, Inc. of Raleigh, N. C. under contract with the County, has completed installing 14,556.5 feet of gravity sewer line, 7602 feet of force main, and three pumping stations, and WHEREAS, the contractor has also finished the construction of 5519 feet of water line and installed 16 fire hydrants, and has received final payment, for all the work after final inspection, and WHEREAS, the sewer and water lines in Northern Fairview are extensions of the Town of Hillsborough's lines and the domestic wastewater is presently being treated at the Town's sewage treatment plant, NOW, THEREFORE, be it resolved by this Board that the Northern Fairview water sewer improvements as shown on the as-built drawings prepared by Pridgen Consultants, Inc, of Chapel Hill, N. Pursuant to G.S. 160A-411 and 16OA-413, the Board of Aldermen of the Town of Carrboro hereby requests the Orange County Board of Commissioners to direct the County Electrical Inspector to enforce the North Carolina State Electrical Code within the Town of Carrboro's planning jurisdiction. Section 2. This resolution shall become effective upon adoption. Therefore, a number of senior citizens needs can be found, suci (1) a place tolgo during the day to combat boredom and loneliness (2) a method f9r improved accessibility of essential. services (3) a mechanism for elderly as a group and as individuals to deal effectively with a variety 4 their probl ms The Northside Multipurpose Center is presently in poor physical condition, Bret is attea ing to serve over '100 older persons from the surrounding community on a daily basis. Some of the services now available at the Center are nutrition, legal, assistance, employment, energ# and weatherization assistance, as well as general information. PROGRAM OBJFCTIVE� On behalf of the Polden Age Happy Circle Club, the Council on Aging, JOCCA, and other Senior Citizens in the CD area., the Orange County Board of Commissioners requests $16, Community Development funding consideration for the renovation of space in the Northsi. Multipurpose Center that would offer an improved focal point of services for older citizens of the community. Orange County would, be responsible for the renovation prof and nay wish to omtract out the work, after establishing a work plan. COST ESTIMATES The following cat estimates include material. and Labor and were developed by David Polston, architect, N.C. Division of Aging. The proposed renovation involves oonvearti the vacant space (formerly occupied by the SHAC clinic) into a large multipurpose roan a small. lounge, Ond an Arts/Crafts area. The multipurpose room would house the nutril program., .nei.ghboihood meetings and other gatherings. Assignment of space in this bui. is the responsi4li.ty of the Orange County Hoard of Commissioners. The Board agrees i this renovated area -will be made available primarily for Senior Citizens activities M services for at feast five years.
