The Soil Conservation Committee has requested the Board of County Commissioners
conduct a meeting to receive public comment concerning RC & D financial partic-
ipation with the State of North Carolina for the construction of certain park
facilities in the Cates Ford area. It is not mandatory .tha
i t you cosduCt this meeting.
The purpose' of this meeting is to receive public comment about the environ-
mental impact constrruction of these facilities would have on the surrounding
community. A record of this meeting would be forwarded to the State RC & D
Director who would decide if an environmental impact statement was warranted.
It would be appropriate to limit the scope of a meeting such as this to the
immediate issue iat hand and not the broader issue of the park in general .
The time schedule for this meeting is not critical. A late August or
mid-September meeting would be satisfactory.

Senior Citizen Services

The population age structure is becoming older as a result of lower birates, increased
life span and retirees moving into the county. More citizens are reaching "old age" in
Chapel Hill, especially in the Community Development area of concentration such as the
Northside "community." Therefore, a number of senior citizens needs can be found, such
(1) a place to go during the day to combat boredom and loneliness
(2) a method for improved accessibility of essential services
(3) a mechanism for elderly as a group and as individuals to deal effectively with
a variety of their problems

ing to serve over 100 older persons from the surrounding community on a daily basis.
Some of the services now available at the Center are nutrition, legal assistance,
employment, energy and weatherization assistance, as well as general information.
PROGRAti OBJECTIVE
On behalf of the Golden Age Happy Circle Club, the Council on Aging, JOCCA, and other
Senior Citizens in the CD area, the Orange County Board of Commissioners requests $16,0C':"
Community Development funding consideration for the renovation of space in the Northsid
Multipurpose Center that would offer an improved focal point of services for older
citizens of the community. Orange County would be responsible for the renovation proj- :r:.
and may wish to contract out the work, after establishing a work plan.
COST ESTIMATES
The following cost estimates include material and labor and were developed by David
Polston, architect, N.C. Division of Aging. The proposed renovation involves convert=
the vacant space (formerly occupied by the SHAG clinic) into a large multipurpose roo: ,
a small lounge, and an Arts/Crafts area. The multipurpose room would house the nutrii `.c..
program, neighborhood meetings and other gatherings. Assignment of space in this bui-J..'.::=:
is the responsibility of the Orange County Board of Commissioners. The Board agrees V
this renovated area will be made available primarily for Senior Citizens activities and
services for at least five years. (See Attached Proposed Floor Plan)

Orange County, who is committed to improving the facility will also provide up to $2,500
and part of the necessary manpower toward this renovation project. In addition, the
Title III-C Senior Citizens Nutrition Program under JOCCA has requested $3,000 for
improvements to the restroom facilities. If volunteers, CETA or other manpower resource <=
provide all or part of the labor, the cost of the project might be reduced to free up
funds for additional improvements such as a buri3lary alarm system.and air conditioning.
The two rooms currently used for Senior activities and which would be vacated once t1--
proposed renovation is complete might appropriately be used to house the offices of
Orange County Dept. on Aging, and/or other Senior Citizen activities. This would re-
additional renovations at a later date. However, final decisions and plans for the u�.:
of that area are not yet complete.
