ORANGE COUNTY BOARD OF COMMISSIONERS
JUNE 9, 1980
The Orange County Board of Commissioners met in special session
on Monday, June 9, 1980, at 7:30 p.m., in the Commissioners Room,
Orange County Courthouse, in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,

and Commissioners Don Willhoit, Norman Walker, Anne Barnes and
Norman Gustaveson.
The purpose of the meeting was to review proposed budgets
for the Orange County Schools and the Orange County Recreation
Department.
The Chairman informed the Board that a voting delegate
for the NACo Convention in Clark County should be named as soon
as possible.
Commissioner Gustaveson moved, seconded by Commissioner Barnes,
to name Chairman Whitted Orange County's voting delegate to the
NACo Annual Conference. Vote: ayes, 5; noes, 0.
The Chairman recognized the County Attorney. The County
Attorney recommended the Board take certain actions concerning
F the establishment of the Southern Triangle Fire District.

Commissioner Barnes moved, seconded by Commissioner Gustaveson,
1 to authorize the introduction of local legislation to abolish the
Greater Chapel Hill Fire District and to authorize the County
•' ? Manager and the Chapel Hill Manager to recommend an appropriation

(in the event the Southern Triangle Fire District election fails)
and to authorize the County Manager to look: into the ownership of
a
R a fire truck owned by the Greater Chapel Hill Fire District.

Vote: ayes, 5; noes, 0.

The Chairman then welcomed representatives of the Orange
County Schools.
Mr. Oscar Compton, Chairman, Orange County Schools, told the

z Board about federal and state budget cuts. Dr. Mike Simmons,
Superintendent, reviewed the County Schools' budget highlights
and Mr. Tom Rickman, Finance Officer, reviewed the schools'
proposed 80-81 budget in its entirety. Mr. Ken Collins, School

"x Board member, raised questions concerning the schools' capital funding
and the Manager's recommendation for current expenses.
The Chairman called for a short recess.

x Thereafter, the Recreation Director reviewed budget .increases
and deletions,for his department and introduced Mr. Ron Hyatt, Chairman

of the Recreation Advisory Council. Mr. Hyatt requested the Board
consider funding specific items requested in the Recreation budget
and reviewed activities of the Council for the past year and outlined
projected future Council activities.
There being no further business to come before the Board,
Commissioner Barnes moved, seconded by Commissioner Willhoit,
that the meeting be adjourned. Vote: ayes, 5; noes, 0.
