Subject: Water Billing, Hillsborough
Some time ago the Board asked the Data Processing Director and me
to look into the possibility of the County computing water bills for the
Town of Hillsboro' gh. Keith Brooks met with Town officials on three or
four occasions to discuss what we might be able to do for them.

In summary he reports:
a) We can compute these bills on our equipment.
b) If we do this, the Town would have to acquire a computer
terminal and rent teler)hone circuits.
c) Someone dust plan and program a system for this job. The
County milght do this with its personnel or the Town might
purchase such a system from a software vendor.
d) The Coun y probably could develop this system using two
months o a programmer's time. (Estimated cost; $3,500)
e) A commercial vendor has offered to develop a system for the
Town for $4,000.
f) To perfo�'m Town' s work on an online basis, the County must
commit l�'28 of its DP resources. This fraction of our annual
DP budge is $6,600. Based upon an anticipated monthly billing
of 2,200 units, this $6,600 could be recouped by fixing a
monthly per bill rate of 25�.
Keith Brooks and I feel it would be helpful if' the department could
begin generating ome revenue. It would be reasonable for us to offer to
develop a billing system in two ways: a) for a flat fee of $3,500 with
the County owning the system or; b) an hourly rate (no guaranteed maxi-
mum) with the Towy owning the finished product. If we develop the system
the work will be performed by a graduate student of computer science at
U. N. C. that has done some very good work for us. Funds to pay this
student would com6 from money paid by the Town for developing the system.
Our staff would have minimum involvement in this project.

Operational cast of this system is principally controlled not by - -- - --
number of billsprepared, but by that portion of one computers capabilities
that is consume ` by the Town' s operation. If the Town found it desirable
to add additional terminals or printers, each additional equipment item
they added would consume another 1/28 of our equipment resources. Thus
a new per bill cost should be negotiated each time an additional item of
equipment is ad ed on to the system.
From time ti 0 time rumors arise that the County might be asked to pro-
vide a billing service for OWASA. Currently OWASA bills are prepared by
UNC, we understand for an annual charge of about $30,000 (some 13¢ per bill ).
There appears to be some desire on the part of OWASA staff to have an-
in-house compute~ operation. Some OWASA board members are reluctant to
assure that financial obligation. However at this time, no one from OWASA
has contacted mel or anyone else I am aware of, concerning their acquiring these
services from Orange County.
Some remotelpossibility exists the County might be asked the
Alamance water system to do their billing. If this request were made0andge
we were billing or Hillsborough, this service could be provided easily.
At this poi t of course we have made no offer to the Town to perform
any service or fixed any charge for any services we might perform, It is
our feeling we would like to do their work and to retain ownership of any
programs develope . We see little chance of selling this system to anyone;
however, such a system has possibilities of being a tradeable item in the
long run.

3) Non-Residential remedial treatment (including home
and school-based programs) .
4) Preventive Educational Opportunities (to include job
opportunities, recreation, etc.)
5) Specialized foster care.
Having assessed and prioritized the juvenile justice needs of the county,
the Task Force is prepared to present to the Board of Commissioners
recommendations regarding funding of programs under CBA and JJDP. It
should be noted, that in discussion of recommendations to the Commissioners
regarding funding proposals, there was strong sentiment that a major
consideration in funding, in addition to the service needs priorities,
should be continuation of existing programs. Copies of each proposal
received are enclosed for your perusal. For programs currently
receiving funding, copies of the evaluation committee reports and
self-studies are included.
The Orange County Youth Services Needs Task Force recommends to
the Orange County Board of Commissioners that the CBA and JJDP monies
be allocated as follows:
Sheaffer House $36,300 CBA
Phillips Project $ 6,700 CBA
$ 1,700 JJDP
Janus House $ 5,000 JJDP
Tree House $ 6,300 JJDP
Related action taken regarding the proposals presented is as follows:
1) The Task Force passed a motion to recommend to the Commissioners
that the Orange County Schools' proposal be approved for CBA discretionary
funding. This program was the only proposal that conformed to guidelines
for this funding pool .
2) The Task Force unanimously supported a motion to urge the
County Commissioners to support the Sheaffer House budget request
for a social worker position.
3) Although the Task Force did not recommend that ACCESS proposal
receive funding, unanimous support was given to a motion to recognize
the potential of the program and encourage ACCESS to stay in touch with
the Task Force regarding future funding.
1 am requesting that the Commissioners consider these Task Force
recommendations at their May 5, 1980 meeting. Representatives of the
Task Force will be available to respond to this report at that time.
Thank you for your continuing concern and responsiveness to the
needs of our youth in Orange County and for your support of the efforts
of the Task Force in addressing those needs.

Dear Mr. Whitted:
On behalf of the orange County Youth Services Needs Task Force,
I am writing to report on the action that the Task Force has taken
j in assessing the continuing needs of troubled youth in Orange County,
The Task Force has been involved for a number of months in
y this county-wide assessment. We have received a wealth of information
from a variety of youth-serving agencies and programs. To further
this information-gathering process, the Task Force held a public
hearing on February 15, 1980 to solicit input from the total
community.
3 In that our target population is those youth who are, or may
a become involved in the juvenile justice system, we have given
emphasis to the evaluation and exploration of programs that address
this area of concern. Evaluation committees were appointed to assess
existing programs that are currently receiving Community Based
Alternative (CBA) or Juvenile Justice Delinquency Prevention (JJDP)
funding. Additionally, these programs were requested to submit
a self-evaluation to the Task Force.
Based on our assessment, the Task Force has established a
prioritized list of juvenile justice needs for youth-at-risk in
Orange County. They are as follows:
1) Residential Care.

RECOMMENDATIONS ON THE PRELIMINARY PLAN OF SCOTSWOOD
1. Public water and sewer lined must be provided.
2. Designate drainage easements as specified by the Erosion Control Officer.
3. Shift lots so that lot lines fall along natural drainage ways.
4. Lots 9 - 14 in Block G will have a drainage easement along the creek
and structures will not be allowed in this easement.
5. All streets must be paved to the Department of Transportation standards.
This would include Carolina Avenue, First, Second and Woodlawn Streets.
6. The intersection of Carolina Avenue and St. Mary's Road should be moved
as far east as possible and intersect at a 90 degree angle.
7. Provide Woodlawn Road between Tot r 1 and lot rr 24, in Block E, and
connect and pave it to state road m 1555, This would provide access to
the schools.
8, A 5 to I slope should be observed on the dam between the lake and the
park,
9. Provide a pedestrian access from the north side of Strouds Creek to the
open space on the south side.,
10. A homeowners association should be set up after 50% of the lots are
sold to provide for maintenance of the park and lake.
11. The large tract fronting on US 70 should be studied as concerning the
impact of any other non-residential land use.
12. Several entrances into the proposed commercial area should be established.
13. Underground utilities and sidewalks should be considered.
14. Preliminary flood insurance rate maps for Orange County issued by the
Army Corps of Engineers show the main stem of Stroud's Creek flooding
to a level of 496 feet in the area of the proposed subdivision. This
flooding will affect portions of lots in Block B (lots 15-20, 25, 26, 27
and 28); Block G (Lots 1, 2, 6, 7, 8 and 9); Block H (lots 1 - 4 and 14, 15,
and 17 - 21)
15. Fire hydrants should be spaced so that any structure is no further than
500 feet from a hydrant and on a 6 inch Tine.
16� Lots 1 and 2, 3 and 4, 5 and 6 in Block B should have common driveways
along St. Mary's Road.
