FINAL ASSESSMENT RESOLUTION ADOPTED BY THE ORANGE

SHARE OF THE COSTS OF PAVING NORTH CAROLINA STATE'
ROAD R 1593, ALSO KNOWN AS LITTLE RIVER DRIVE, IN
LITTLE RIVER TOWNSHIP, ORANGE COUNTY, NORTH CAROLINA.
WHEREAS the Board of County Commissioners of Orange County
has elected to finance the local share of the costs of paving
North Carolina State Road R 1593, also known as Little River
Drive, in Little River Township, Orange County, North Carolina,
as permitted by North Carolina General Statutes § 153A-135 (4)
and as provided for in North Carolina General Statutes § 153A-205.
IT 15 HEREBY RESOLVED THAT: <
1. Orange County shall undertakd financing of the local share of paving
North Carolina State Road rr 1593, also known as Little River Drive,
in Little River Township, Orange County, North Carolina. The
amount to be financed is estimate,] to be $7,400.09, including costs
and attorney's fees.

Approximately fifty-five (55) percent of the cost of paving the

above roads will be borne by the Department of Transportation of the
State of North Carolina.
2. The basis for assessment for the local share of
the cost of this project shall be the cost to Orange County per linear
foot of street frontage, including County administrative expenses and
attorney's fees.
I. Orange County will assess the total local share according to the
basis set out in Number 2 above which local share represents approximately
forty-five (45) percent of the total project cost.
4. No assessments of this project will be held in abeyance.
5. The assessment shall be paid in the following manner:
a. Within thirty (:30) days after the Notice of Confirmation
of the Assessment Role is published, each owner of the property may
pay his/her assessment in full.
b. Any assessment not paid in full as provided above shall
be paid in five (5) equal annual installments with the first such
installment, with interest, due sixty (60) days after the date that
the Assessment Role is confirmed, and the remaining installment,
with interest, due on the same date in each successive year until the
assessment is paid in full .

County administrative expenses and attorney's fees and to prepare a

Chapel Hill Township, Orange County, North Carolina,. The amount to be

costs and attorney's fees.

Subject: Proposed name change for Williams Street
As residents and property owners on Williams Street, we are rather
disturbed by the capricious and unnecessary proposal to change the name
of our street. Our objections to that proposal are twofold:
First, a majority of the people who actually live on Williams Street
do not desire the name change. Of the seven residences on the street, we
represent three-fourths of the property owners who have Williams Street as
a mailing address. The other residences are rental properties, two of which
(mobile homes) have been vacant for years, another of which has an annual
tenant turnover.
In addition, one of the property owners, Margot Wilkerson, operates her
own private business out of her home. She would be severly penalized in
terms of time, inconvenience and money, if the name change is effected.
Because it Is unlikely that the desires of the residents is an important
consideration in this matter, the second reason for our concern is probably
more significant: the name change is not necessary.
None of the public services which operate in our neighborhood are even
slightly inconvenienced or confused by the fact that there is a Williams St.
in Carrboro and a Williams Circle in Chapel Hill. Our public safety officers,
fire and rescue squads, UPS delivery person and paper boys all know that
we live on Williams Street, and, more importantly, they know where Williams
Street is.
We hasten to add that they have this knowledge in spite of the fact that
there have never been any street markers indicating the names of the streets
in our neighborhood. It seems surprising to us that the one-man bureau of
street-name-changing has developed such an intense concern for our welfare
so suddenly. A more likely explanation, however, is that a bureaucratic
fixation on closure (that is, to stamp out ones and for all any street name
duplication in the county) is dictating this proposal. We, the persons most
affected by the proposal, find any of these explanations untenable.
A final, point. The single home-owner on Williams St. who signed the
petition for the name change has been convinced by the person who carried
that petition that her life and safety depend critically on the immediate
changing of her street name. Although we have been unable to convince her
otherwise, we would like to object strongly to the use of such tactics
to gain resident cooperation. Further, she reported to us that "the county
said they'd change it whether we wanted it or not." We submit that this
statement reflects an unfo,.tunate and undesirable state of affairs between
a government and its constituents.

A RESOLUTION REQUESTING DESIGNATION OF A PORTION OF ORANGE COUNTY AS A
%O�DIIMITY EMPLOYMNT CENTER" UNDER THE STATE OF NORTH CAROLINA'S BALANCED
GROWTH POLICY
WHEREAS, the Balanced Growth Policy of Forth Carolina, encourages
economic progress and job opportunities throughout the State in a way designed
to assure a healthy and pleasant environment and to preserve the State's
natural resources; and
IMEREAS, this Policy provides for the designation of growth centers
throughout the State, in an attempt to carry out the Policy; and
WHEREAS, Orange County has initiated a land-use planning process and
has as part of that process adopted the following goals related to growth,
economic development and community facilities:
(1) Direct growth to those areas where growth is deszreable
and suitable to accommodate it.
(2) Economic development which emphasizes local employment
while preserving the character of communities and pro-

THEREFORE, the orange County Board of Commissioners RESOLVES that
Orange County request that the area shown on Map A be designated as a "Coumuni.ty
Growth Center" as part of the State of North Carolina's Balanced Growth Policy.
