SECTION 1: BACKGROUND
The Orange County Road Naming and House Numbering Program was initiated
on *larch 6, 1979.. it was designed to be an eighteen month program, running
from March 1979 to August 1980.
The purpose of the program is to improve access by emergency service
and other vehicles within Orange County. According to County emergency
service personnel, the existence of duplicate road names and the absence of
road name signs presently cause a serious public safety hazard. This
program will involve the adoption of a single, unique name for all public,
state-maintained roads and the assignment of house numbers to all buildings
located along them. When this program is completed, road name signs will be
installed at all state road intersections outside the Towns of Chapel Hill,
Carrboro, Hillsborough and Mebane.
SECTION 2: RELEVANT STATE LAWS
N.C. General Statutes 153A--239 and 240 authorize Counties to officially
name and rename public roads provided they do not:
(1) Change a name without the Board of Transportation's approval
(2) Change the state road number assigned by the Board of Transportation
(3) Give a road a name that is deceptively similar to the name of any
other public road in the vicinity.
State law requires that Counties do the following prior to adopting
official road names:
M Hold a Public Hearing to discuss the road names
(2) Place 3 notices at prominent places along each road to be
officially named at least 10 days prior to the Public Hearing
(3) Notify the local postmasters, the Board of Transportation and
any City within five miles, of the official road names after
they are adopted.
ALL OF THE RELEVANT STATUTORY REQUIREMENTS HAVE BEEN COMPLIED WTH
BY THE ROAD NAMING ADVISORY COMMITTEE.
SECTION 3: PROCEDURE
The Road Name Recommendations listed in Section 5 of this Report are
the result of a long and thorough process. Procedural guidelines were
adopted by the Board of Commissioners in August, 1979.
The policies and procedures guiding the Orange County Road Naming
and House Numbering Program require that the Program be conducted in the
following way:

(1) A Road Naming Advisory Committee would be appointed by the
Commissioners. Membership on this Committee would be open
to the public with a special effort made to recruit emergency
and postal service representatives. The Committee's charge
would be to propose official names for all public, state-
maintained roads.
(2) The Committee will research road names shown on Orange
County Tax Maps and the Department of Transportation State
Road List.
(3) The Committee will conduct Local Information Meetings to
provide citizens the opportunity to suggest road nacres
and comment on names proposed by the Committee.
(4) Road name petitions will be made available to property
owners who would like to suggest names for the toads
on which their property fronts. Petitions will be
available tonight to property owners who have alternative
names to suggest.
(5) The Commissioners will hold several Public Hearings to
review the Committee's road name proposals and for the
adoption of official road names.
(6) Official road names will be published on a map and will
be made available to the public.
(7} House numbers will be assigned by the Program Coordinator.
(8) Road name signs will be installed in July and August, 1980.
ALL OF THE APPROPRIATE REQUIREMENTS HAVE BEEN MET BY THE ROAD
NAMING ADVISORY COPL%LITTEE.
SECTION 4: PROGRESS REPORT
The Orange County Road Naming Advisory Committee (RONAC) has presented the
Board of County Commissioners recommendations conceping approximately 225 roads
of which 4 were questioned and referred back to the Committee. That left 218
recommendations that still stand.
RONAC has held two regular meetings (in February and March). Since the
January 15, 1980 Public Hearing petitions have been received on five roads. The
Committee has now prepared Road Name Recommendations for 249 roads. This represent
93% (including those recommended for .January 15, 1980) of the public, state-
maintained roads estimated by the Program Coordinator to be located in Orange County.
Road Name Recommendations for the remaining state roads will be made at a Public
Hearing which has not been scheduled.

Thant: you very much for your letter of December 10,
1979. Please accept my sincere apology for not responds g
earlier.
with regard to the matter of our statement for services
rendered and disbursements made in connection with the
referenda on the bonds described above, which I sent to you
on December 6, our firm and Change County had not, to the
best of my knowledge, had any prior agreement or under-
sta�ding except an understanding based upon our past practice,
our practice has been to charge an esta� blished amount for
the work involved in bringing one or more bond issues through
referenda whether or not the referenda are successful and to
add to our statement for such services our disbursements in
connection with such wort:. As regards prior work done. for
Orange County, we had always billed on such basis. Any
understanding that our fee was completely contingent except
for expenses is unfamiliar to me and to George B. Boyle of
our office who hi-s also worked with the County in the past.
If I may provide you with any additional information
conerning this matter, please do not hesitate to contact me.

GED/ABE CLASSES
At the last Board meeting, you asked the Manager to acquire additional
information concerning space and financing GED/ABE services.
CETA will have sufficient funds to continue paying rent on the classroom
facility presently used for this course. Prospects of CETA funding after
June 30 are not good. CETA funds were found within the Balance of State
and the Division of Community Colleges to carry on this activity. Stewart
Rogers can provide more detail about this funding if you are interested.
The principal difficulty with CETA funding after July Ist lies not in the
ability to pay rent on the classroom space, but rather in the ability of
the CETA program to fund allowances to students. CETA participants
apparently cannot be permitted to attend classes unless they are paid
an allowance for this activity. Funds sufficient to do this will probably
not be available.
As far as the mobile classroom units are concerned, it will cost a
minimum of $2,000 to relocate a unit, exclusive of land rent. It does
not appear practical to move these units. If they could be used where they
are, renovation would not be too difficult or expensive. Neither the schools
-or the GED/ABE staff seem to desire the present location however. Further,
at the moment, no classroom space is available within the school system
around Hillsborough to accomodate this program (other than these mobile units).
Dan Lunsford advises me it is too early to predict the availability of
classroom space for the coming school year.

I received your letter of December 6, 1979. Your
statement for services rendered will be presented to the
Board at their meeting on December 18, 1979. Please provide
me with a memorandum of agreement between Orange County and
Brown, Wood, Ivey, Mitchell and Petty detailing your fee
arrangement. The staff of Orange County recalls an uneer-
standing of old that was completely contingent except for
expenses. I have no information on file indicating one way
or the other on this question. With respect to the Board
of Elections proceedin95, you may change the words "in favur
of" to read "against" in the relevant sub-sections to clear
up your transcript. I will make corresponding changes to
