Report on the grange County Road Naming and House Numbering Program Section 1: BACKGROUND The orange County Road Naming and House Numbering Program was initiated an March 6, 1979. It was designed to be an eighteen month program, running from March 1979 to August 1980, The purpose of the program is to improve access by emergency service and other vehicles within Orange County. According to County emergency service personnel, the existence of duplicate road names and the absence of road name signs presently cause a serious public safety hazard. This program will in- volve the adoption of a single, unique name for all public, state-maintained roads and the assignment of house numbers to all buildings located along them. When this program is completed, road name signs will be installed at all state road intersections outside the Towns of Chapel Hill, Carrboro, Hillsborough and Mebane. Section 2: RELEVANT STITE U?S N.C. General Statutes 153A-239 and 240 authorize Counties to officially name and rename public roads provided they do not: (1) Change a name without the Board of Transportation's approval (2) Change the state road number assigned by the Board of Transportation (3) Give a road a name that is deceptively similar to the name of any other public road in the vicinity. State law requires that Counties do the following prior to adopting official road names: (1) Hold a Public Hearing to discuss the road names (2) Place 3 notices at prominent places along each road to be officially named at least 10 days prior to the Public Nearing (3) Notify the local postmasters, the Board of Transportation and any City within five miles, of the official road names after they are adopted. ALL of THE RELEVANT STATUTORY REQUIREMENTS HAVE BEEN COMPLIED WITH BY THE ROAD NAMING ADVISORY COMMITTEE. Section 3: PROCEDURE The Road Name Recommendations listed in Section 5 of this Report are the result of a long and thorough process. Procedural guidelines were adopted by the Board of Commissioners in August, 1979. The policies and procedures guiding the Orange County Road Naming and House Numbering Program require that the Program be conducted in the following way: Cont'd 21 Report on the Orange County Road Naming and House Numbering Program Section 3: PROCEDURE CONT1INUED (1) A Road Naming Advisory Committee would be appointed by the i Commissioners. Membership on this Committee would be open to the public with a special effort made to recruit emergency and postal service representatives, The Committee's charge would be to propose official names for all public, state- maintained roads, (2) 'The Committee Mill research road names shown on Orange County Tax Maps and the Department of Transportation State Road List. (3) The Committee will conduct Local Information nMeeetinngss to provide citizens the opportunity to suggest and comment on names proposed by the Committee. (4) Road name petitions will be made available to property owners who would like to suggest names for the roads on which their property fronts. Petitions will be available tonight to property owners who have alternative names to suggest. (6) Official road na-ro,as will be published on a map and will be made available to the public. (7) House numbers will be assigned by the Program Coordinator, (8) Road name signs will be installed in duly and August, 1980 (and in December 1979 if possible). ALL OF THE APPROPRIATE REQUIREMENTS HAVE BEEN MET BY THE ROAD NAMING ADVISORY COMMITTEE. section 4: PROGRESS REPORT The Orange County Road Naming Advisory Committee has conducted ten Local Information Meetings, The date and location of each meeting is shown on Table A in the Appendix of this Report. ,,etitibns have.been i°ec-_ived on si.( roads. Road Name Recommendations for the remaining state roads will be made at Public Hearings tentatively scheduled for February and March of this year. Table 8 in the Appendix of this Report summarizes the Committee's progress concerning Road Name Recommendations. Section 5: ROAD NAME RECOMMENDATIONS Consistent with N.C. Dr. Switzer will, of course, take her microscope with her when she leaves on January 31, 1980. There is no question about the necessity of our needing a microscope. Un- fortunately we have no money in an appropriate capital expenditure line. item. At the January 10, 1980, Board of Health meeting, the Board voted to request the Commissioners to transfer $1,800 for a microscope and a few minor other items attendant to the microscope from line item 10--641-02, which is our MCH Personnel account. The Board requests this money be transferred to line item 10-641W-74, which is the MCH equipment account. Ede presently project an unspent balance in the MCH Personnel account significantly larger than the requested transfer. We are on a short time line to obtain this equipment and would appreciate its placement on the soonest possible Coltmissioner agenda. Following such approval we would still have the delay of the purchasing procedure and the vendor delivery delay. Thank you for your prompt attention.
