HomeMy WebLinkAboutAgenda - 11-05-2007-4fORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: November 5, 2007 Action Agenda Item No. SUBJECT: Contract with Corley Redfoot Zack for Engineering and Design Services for Fairview Community Park (DEPARTMENT: Purchasing, ERCD, PUBLIC HEARING: (Y /N) No Recreation & Parks ATTACHMENT (S): 1) Cost Proposal 2) Fairview Park Master Plan INFORMATION CONTACT: Pam Jones, 245 -2652 Lori Taft, 245 -2660 David Stancil, 245 -2590 Marabeth Carr, 960 -3880 PURPOSE: To consider authorizing the Chair to execute a contract with Corley Redfoot Zack (CRZ) for park pre- construction design and engineering services to secure permits, conduct engineering work, and create construction drawings and specifications for bid documents for Fairview Community Park. BACKGROUND: In 2004, the County and Town agreed to work together to create a master plan for the entire 92 -acre site by adopting a Memorandum of Agreement, reflecting both the existing and planned uses on the Public Works site and potential future uses for a park. In October 2005, an appointed Fairview Public Campus Master Plan Committee began work to develop a proposed Master Plan. Over the next four months, the Committee met on four occasions to create this report and plan. (See attached Master Plan). In 2001, Orange County voters approved a Parks and Open Space bond that earmarked $850,000 for this park. The Board will remember that at the January 23, 2007 BOCC meeting an expenditure of up to $40,000 was approved for the purchase of playground equipment. That purchase of the playground equipment along with site surveys and a survey of cultural and archeological surveys of the site have left a balance of $803,103.90 available for the design and construction of the park. In April 2007, a Request for Proposal was conveyed to professional engineering and design firms to solicit interest. Eight firms responded with proposals, and a Project Design Team was convened to interview three firms. The Project Design Team included staff members David Cannell, Lori Taft and Marabeth Carr as well as Stephanie Trueblood from the Town of Hillsborough. The three. firms invited to interview were; • Corley Redfoot Zack/Susan Hatchell Landscape Architecture of Chapel Hill/Raleigh • Lappas + Havener/HH Architecture /Mulkey Engineers of Durham/Raleigh/Cary • Rivers and Associates/Dibble & Pledger, PA/Dixon Associates, Greenville, NC After interviewing the three firms, the Project Team recommended that Corley Redfoot Zack and Susan Hatchell Landscape Architecture be selected to conduct the project. In addition, ERCD's Mara Beth Carr, who is also a licensed landscape architect, would provide primary project management to ensure this phase of development occurs out in a timely and quality manner. Experience with similar projects by both CRZ and Susan Hatchell was a strong consideration in the selection recommendation. The team also recognized CRZ's experience in designing athletic fields, attention to sustainability, and construction administration when making the recommendation. The Team also felt that Susan Hatchell's landscape expertise, innovative thinking, and attention to sustainability added tremendous value to CRZ's proposal. This item was originally presented to the Board on June 26, 2007 but was tabled in order to allow the Fairview community a chance to meet the recommended team. On August 23, 2007 at 7:00 p.m. , an informal meeting was held at the Fairview Community Policing Station to allow members of the Fairview Park Planning Committee and the citizens of Fairview to meet Susan Hatchell - Landscape Architect and Mike Hammersley — Civil Engineer from Corley Redfoot Zack. The meeting was attended by three members from the committee and two interested citizens. After a presentation by the design team, a question and answer session followed that allowed the team to share some ideas as well as answer questions and receive input from the committee members and residents. After the meeting, staff spoke individually with the attendees and all agreed with the recommendation of Susan Hatchell and Corley Redfoot Zack. FINANCIAL IMPACT: The negotiated price of the services to be conducted for Fairview Park is not to exceed $85,000. A cost proposal outlining more specifically the services to be provided is attached to this abstract. Funding from the 2001 Parks and Open Space Bond is appropriated in previous budgets in the amount of $803,103.90 for this work. RECOMMENDATION (S): The Manager recommends that the Board approve the contract with Corley Redfoot Zack as cited herein; and authorize the Chair to sign on behalf of the Board, subject to final review by staff and the County Attorney. 0� GLENN D.
