PUBLIC HEARING: (Y/N) No ATTACHMENT(S): Proposal INFORMATION CONTACT: Pam Jones (919) 245-2652 PURPOSE: To consider authorizing the Manager to enter into an agreement with Corley Redfoot Zack (CRZ) for space planning services associated with the Link Center remodeling project that will occur following the opening of the new county campus buildings in 2008; and exempt this project from the qualifications-based selection process as allowed by G.S. 143- 64.32. BACKGROUND: The Gateway Building is scheduled to be completed shortly after the first of the year, which will allow the departments of Revenue, Tax Assessor, including Land RecordslGlS and the Register of Deeds to be relocated to that new space. The Board may recall from previous space discussions that the space being vacated by these departments in the Link Center will be backfilled by other County departments currently located in the Government Services Center Annex. Since CRZ was the original designer of the Link Center, it is recommended that it be retained to develop a space plan that will accommodate the new departmental needs, as well as those of other functions that are proposed for the building. As cited in the attached proposal, a proposal for developing subsequent construction drawings will be developed for approval by the Board at such time the space plan is determined. Upon approval of this item by the Board, meetings will be set up with departments and the County Commissioners to identify the departmental needs,. as well as to outline expectations from the Board regarding the Commissioners' meeting chambers that are planned for the Link Center. Since the chambers will be designed to have cablecasting capabilities similar to those currently available at the Southern Human Services Center, the Commissioners' chambers will be structured to accommodate meetings of other public bodies, including, but not limited to the Town of Hillsborough and the Orange County School Board, which will allow them to televise their meetings in the future. Input from these groups would be sought during the planning process to cover that eventuality. Facilities Use Agreements will be constructed to reflect subsequent agreement with the entities. FINANCIAL. IMPACT: The total fee for space planning and programming by CRZ is $14,700, which is included in the 2008-2018 Capital Investment Plan. TOTAL FEE: The total fee proposed for the Programming and Space Planning in Phase I is $14,700. PHASE II: The work in Phase II will commence after review and approval of the initial work and will be outlined in a separate design proposal letter in the future.
