HomeMy WebLinkAboutAgenda - 06-03-2008-4s1 ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: June 3, 2008 Action Agenda Item No. ~- - ~ SUBJECT: Contract Award, Construction Manager at Risk Services, Animal Services Facility Phase II--Building DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No ATTACHMENT(S): INFORMATION CONTACT: Pam Jones, 919-245-2652 Cost Breakdown of Phase II (Building Construction) PURPOSE: To consider approval of an amendment to the Contract with Clancy &Theys as Orange County's Construction Manager at Risk ("CMAR") for the construction of the Phase II- Building package for the Orange County Animal Services Facility. BACKGROUND: On June 12, 2007, the Board approved the project scope and final design for the Animal Services Facility to be located on Eubanks Road. On October 9, 2007, the Board approved Clancy &Theys as the CMAR for this project, thereby allowing them to work with the Project Team on iterative pricing and value engineering exercises and to solicit bids in anticipation of a final Guaranteed Maximum Price for Board approval. Since the September inclusion of the CMAR to the project, the Project Team consisting of Dixon Weinstein Architects (DW) and their sub-consultants, including Animal Arts (AA) - a Colorado architectural firm specializing in the design of animal facilities, Clancy &Theys (CT), the County staff, the County Attorney, and the County's contract construction manager have worked through several iterative value engineering exercises and have continued to work through the Town of Chapel Hill's regulatory approval process. Because of the urgency to complete the Project by the end of 2008, the Board approved the CMAR Contract for site work (Phase I) on February 19, 2008. That phase of the Project is underway. The Contract for which approval is being sought will allow the CMAR to continue with the building portion of the Project once the site work is complete. This contracting structure will ,allow the Project to remain on track for the substantial completion target date of December 31, 2008 as agreed to between the County and the University. FINANCIAL IMPACT: The Guaranteed Maximum Price ("GMP") for construction of the facility (Phase II) is $6,045,767. The Board will recall that an earlier contract in the amount of $1,308,733 was awarded for the site work (Phase I of the project). The total GMP for constructing the project equals $7,354,500. A breakout of the Phase II costs is attached and will be incorporated by addendum to the original construction contract approved by the Board on February 19, 2008. This project is included in the 2009-2019 Capital Investment Plan at a total cost of $8.870 million, which includes land, design, construction and equipment costs. The Board appointed planning committee for the new facility was diligent in their work and recommended a facility that would allow best practice in animal care. The original $5 million construction estimate provided by a task group that was exploring the possibilities of constructing a new shelter and consolidating animal services, may have contemplated a facility that was more similar in nature to the current facility rather than one with many state of the art features, as is the case with the current design. For example, the Animal Services portion of the building has been likened to hospital construction with the medical and surgical facilities needed for day to day operation. Having the surgical facilities on site, however, will make the operation more efficient since animals will no longer be shuttled to and from local veterinarian offices for spay/neuter and other medical services. Further, the design of the proposed shelter includes several sustainable design elements that front-load the costs, but will promote lower maintenance in future years. For example, since the facility uses over 1 million gallons of water each year water conservation and alternatives to public water supply usage were imperative. The resulting design includes water reclamation, as well as an on-site well for non-potable water usage. The potable water will be provided through public water supply that must be brought to the site at a significant cost. This combination should make the probability of needing the use of precious water from the public water supply almost nil, although its overall cost is at least $250,000. In addition, the location of the shelter contributes to the overall cost of the project in that there are substantial site improvements that must be carried out, including widening Eubanks Road and constructing water and sewer utilities to the site. The site package that was approved by the Board on February 19th in the amount of $1.3 million captures those costs.
