PURPOSE: To consider awarding a bid and approving a contract for structural repairs to the
Herbert Blackwood House (future New Hope Park at Blackwood Farm).
BACKGROUND: In November 2007, the Board approved a contract with RB Engineering,
Inc., to prepare construction documents for structural repairs (foundation. and floor) for the
Herbert Blackwood House (future New Hope Park at Blackwood Farm). Bid packets for the
repairs were sent to ten contractors on April 2, 2008. A pre-bid conference was held at the site
on April 11, 2008 and was attended by two contractors. Bids were received on April 18th with
one bidder responding, Mulberry Restoration, Inc. at a total cost of $40,345.
The project consists of three main components: 1) reinforcing the first floor joists to level the
floor and increase load capacity; 2) replacing the rotten subfloor under the first floor bathroom;
and 3) addressing the structural problem in the north exterior wall of the house that has left a
visible "bulge." These repairs will be necessary for the future of the house, regardless of the
type of use.
The County purchased this property in late 2001 for use as slow-impact park with an historic,
agricultural and environmental theme. The property contains a historic farmstead, located near
the center of the site, including an older house and nine outbuildings in various states of repair.
With Board authorization, staff arranged to have six of the most significant smaller outbuildings
stabilized in 2005, and is making arrangements for similar work to occur on the large barn.
This work was conducted using funds identified and appropriated from the adopted Capital
Investment Plan (CIP).
Bids to replace roof shingles on the Blackwood House will be solicited as soon as these
structural repairs are finished. Additional repairs to the house and outbuildings as well as
regular maintenance needs have been identified, with cosf estimates, and will be included in
the 2008-2018 CIP.

FINANCIAL IMPACT: Emergency building stabilization funds were appropriated to the Cate
and Blackwood farms in February 2004, and in FY 2004-2005 and FY 2006-2007, including
$153,885 for the Blackwood Farm. Another $100,000 has been tentatively allocated to the
Blackwood Farm as part of the 2007-2008 CIP. To date, $50,162 has been used for repairs at
this property.
RECOMMENDATION(S): The Manager recommends that the Board award a bid and approve
a contract with Mulberry Restorations, Inc. in an amount not to exceed $40,345 for. the
structural repairs to the Herbert Blackwood House; and authorize the Chair to-sign on behalf of
the Board.
