PURPOSE: To consider making an appointment to the Chapel Hill Planning Commission.
BACKGROUND: The following information is for Board consideration:
• Appointment to a first full term (Position #1 ) "Chapel Hill ETJ" representative for Deborah
Harris expiring 06/30/2018. (Replacing Ms. Deborah Fulghieri)

• *Position #2--- "Chapel Hill JPA" position ----- expiring 06/30/2017. (this position has
been vacant for more than 6 months)
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Board will consider making an appointment to the Chapel Hill
Planning Commission.
ADDITIONAL BACKGROUND INFORMATION: The Town of Chapel Hill is currently
considering its options for ETJ/JPA membership on advisory boards and is expected to bring
forward a text amendment to the Joint Planning Agreement for joint public hearing in October.
The Joint Planning Agreement requires that the Town's planning board and board of adjustment
include at least one resident from the Town's JPA "Transition Area". In addition, State law
requires at least one member from a Town's ETJ area. The Town of Chapel Hill recently
changed over 1 ,000 acres of its JPA Transition Area to ETJ in the vicinity of Rogers Road and
is concerned that, because only 274 acres of JPA Transition Area remain, recruiting advisory

board members from this small of an area could prove difficult. Additionally, there may be
some concern that such a small land area (relative to the Town's entire jurisdiction) will have a
position reserved solely for it on two of the Town's advisory boards. The Town's Council and
Planning Board discussed this issue in the spring of this year but the solution proposed
(essentially, reserving one position on each advisory board for either an ETJ or JPA are
representative) was determined to be inconsistent with the State law that requires an ETJ
representative.

A RESOLUTION MAKING A RECOMMENDATION TO THE ORANGE COUNTY
BOARD OF COMMISSIONERS REGARDING THE ETJ SEAT ON THE CHAPEL
HILL PLANNING COMMISSION (2015-05-I1/R-4)
WHEREAS,the Orange County Board of Commissioners has a resolution regarding the Orange
County Appointment and Orientation Process for Boards and Commissions that specifies
"....When.a vacancy exists, the municipality will be requested to.provide to.the.Board of County I:
Commissioners a resolution with a recommendation for that vacancy;" and
WHEREAS,the Chapel Hill Planning Board has reviewed the viable applications and made a
recorninendation to the Chapel Hill Town Council,
NOW, THEREFORE,BE IT RESOLVED by the Council of the Town of Chapel Hill that the
Council recommends the Orange County Board of Commissioners appoint Deborah Harris to the
Chapel Hill Planning Commission ETJ position.

making process. I was raised in the Carrboro Chapel Hill community and have resided here all
my life. I feel I

Studies
Department at UNC, I teach courses on the built environment every semester, focusing
extensively on rural,
suburban and urban land-use design issues and movements. Additionally, I am conducting
