"No, the trailer would be pulled from the station and tarped down in the trailer storage area." How strong is the smell? "Building is totally enclosed, which mitigates occurrence of outside odors. Is there an agreement for Orange County waste collected within Mebane city limit to continue to go to Alamance County landfill. Consideration of selecting site location based upon optimization of air pollution versus distances/location. "Carbon footprint impact would be assessed with respect to potential increase associated with the distance from the waste generation centroid." First flue criteria -very important. Next two (Ability for Expansion, and Space for Recycling, Composting...) - important. Buffer space -very important. Last three criteria -important. Topography ~' COMMENT Proximity to schools, churches, recreation sites, and residences should be considered an extremely important criteria. Odors could be a problem if station is poorly managed. Odor control should be considered in design of facility. Demographics should include race and class. Natural buffers -trees -should be maintained for air quality purposes. Recognize importance of natural stream buffers, including intermittent streams. Maintain natural foliage and tree buffer areas - helps to control air quality -filter effect. TOPIC COMMENT See comments regarding Orange County Unified Transportation Board regarding priority bicycle routes - page 15 (top slide). Orange County Unified Transportation Board requests that the transfer station not be placed on a priority bicycle route. What is meant by impact on non-protected neighborhood character? "neighborhood character not covered by zoning or land use:' Costs should include consideration of the future cost to transport garbage. 5-10-15 criteria ranking considered reasonable. Extremely important criteria: Environmental Justice, Proximity to Schools, Churches..., Number of Residences Impacted, and Impact on Non-Protected Neighborhood Character.
