PURPOSE:
To request BOCC receive presentation and background reports from Olver, Inc. on Preliminary
Exclusionary Criteria, receive public comment and input, and consider formal adoption of Final
Exclusionary Criteria, incorporating additional modifications as may be desired.
BACKGROUND:
At its Transfer Station Siting Work Session Meeting on April 15th, the BOCC continued its review
and discussion of draft Preliminary Exclusionary Criteria, including comments from members of
the public present, with its consultants, Olver, Inc. In the end, the BOCC formulated a list of
items and issues for Olver, Inc. to note and address in advance of the next work session on May
20th.
The recommendation from Olver, Inc. regarding final Exclusionary Criteria and illustrative maps
(figures) are provided in Attachment 1. The supporting documents in response to the BOCC
direction -reports, worksheets, and maps -are provided in Attachment 2.
The purpose of the work session tonight is to reach agreement and formally adopt -background
documentation, illustrative mapping (figures), and public comment considered -.the final BOCC
approved Exclusionary Criteria that will define the Transfer Station Siting process moving
forward.
The BOCC will consider the Technical and Community Specific Criteria in subsequent work
sessions, including examination and incorporation of public comment. The BOCC will also have
the opportunity to participate in a hypothetical case using its approved Technical and
Community Specific criteria and weighting system, and engaging further public involvement as
desired, before Olver, Inc. begins field exploration for qualifying sites.
County management and consultants deem the County has reached a critical juncture in the
decisions required to site and develop a transfer station on a timeline compatible with a
projected landfill capacity of early 2011. Final adoption of Exclusionary Criteria -with any
desired modifications - on May 20 would be extremely beneficial to moving the overall process
forward in a conscientious and expeditious manner.
FINANCIAL IMPACT:
There is no direct financial impact associated with the BOCC discussion and formal adoption of
final Exclusionary Criteria to apply in the identification and evaluation of potential Transfer
Station sites within Orange County. There will likely be substantial costs to the County (Solid
Waste Enterprise Fund) in the overall design and development of the proposed site and the
permitting and construction of the actual facility and any ancillary features.
RECOMMENDATION(S):
The Manager recommends that the Board review and discuss the presentation and background
reports from Olver, Inc. on the Preliminary Exclusionary Criteria, receive public comment and
input, and adopt Final Exclusionary Criteria incorporating any modifications as may be
necessary or desired.
