Unpaved Secondary Roads Rating List
PURPOSE: To discuss and receive comment on North Carolina Department of Transportation's
Proposed 2008-2009 Secondary Roads Construction Program for Orange County.
BACKGROUND.: Chapter 136-44.8 of the General Statutes of North Carolina (NCGS) requires
that the North Carolina Department of Transportation (NCDOT) meet with the Board of County
Commissioners at a public meeting to present and discuss with the Board and the public the
proposed secondary road paving projects (Secondary Roads Construction Program). NCDOT,
in compliance with NCGS 136-44.8, has posted in the Orange County Courthouse a County
map showing tentative secondary road paving projects, and has published notice of the public
hearing in county newspapers (The Chapel Hill News, ,The News of Orange and The Mebane
Enterprise).
The 2008-2009 allocation for Orange County secondary roads totals $ 1,102,737. The
allocation includes:
Paving Rural
I. Rural Paving Priority (6 road segments - 3.70 miles) $ 670,000
II. General Secondary Road Improvements $ 408,000
III. Surveying, right-of-way acquisition, additions, contingencies,
overdrafts, etc. $ 24,737
Total $ 1,102,737
The FY 2008-2009 allocation represents a 56.45% decrease in funding from the $2,532,000
allocation for the 2007-2008 Orange County Secondary Roads Construction Program.
The program is subject to the availability of funds, rights of way, environmental and historical
review. If right-of-way is not available on the specified unpaved roads, or if additional funds are
allocated, other roads will be programmed in order of priority.

In accordance with North Carolina General Statute §136-44.8, "the board of county
commissioners may (i) concur in the construction program as proposed, or (ii) take no action, or
(iii) make recorrlmendations for deviations in the proposed construction program, except as to
paving projects and the priority of paving projects for which the board in order to make
recommendations for deviations, must vote to consider the matter at a later public meeting ..."
FINANCIAL IMPACT: There is no direct financial impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board hold the public hearing to
discuss and receive comments regarding the 2008-2009 Secondary Roads Construction
Programs for Orange County, and concur with the proposed programs.
