PURPOSE:
Toconsiderawarding a bidtoCarolina Environmental Systems, Inc. (CES)for
a Front End Loader TruckfortheSanitationDivisionoftheSolidWasteManagement
Department.
BACKGROUND:
NorthCarolinaGeneralStatute(NCGS)143-129(e)(3)allowslocalgovernmentstomake
purchasesthrough a competitivebiddinggrouppurchasingprogram,whichis a formally
organizedprogramthatofferscompetitivelyobtainedpurchasing services atdiscount
pricestotwoormorepublicagencies. TheNational Joint Powers Alliance(NJPA) is a
cooperativepurchasinggroupthatmeetstherequirementsofNCGS143-129(e)(3).
The specific contractnumberisNJPAContract # 060612-ESG. Thetermsofthe
contractcallforitemstobesoldand serviced through a localdealerbid. Carolina
EnvironmentalSystemshasbeenidentifiedasthelocaldealer(See attached
Pricing/Warranty Memorandum).
Staffcompiled a listofspecificationsthatmeettheCounty'sneedsandcomparedthese
specificationstoinformationon the unitsbidbytheNJPA.Therewerenonoted
deficienciesandstaffdeterminedthat all specifications met the County'sneeds. The
recommendedunit consists of a 2016 Peterbilt CabandChassisand a Heil
bodyat a totalcostof$275,850.92. The Pricing/Warranty Memorandumis
attached.

FINANCIALIMPACT:
ThepurchasepriceoftheFront End LoaderTruckalongwith
recommended optionsis $275,850.92. TheFront End LoaderTruckwas
scheduledforreplacementinFY2015-16,buttheSolidWasteFundhasavailable
fundsfor thepurchaseinthecurrentfiscalyearoperatingbudget,therebyreducing
theGeneralFund'sContributiontoSanitationinthe FY2015-16recommended
budget.
RECOMMENDATION(S):
The Manager recommends that the Board awardthe bid to
Carolina Environmental Services forthepurchaseofthe FrontEnd Loader Truck at a
delivered costof $275,850.92.
