The minutes of the January meetings were reed and approved.
fitr. A. G. Neville appeared pertaining to the st¢bil lzatlon of a road 1n
Chapel Hill Township running from the Bethel Church road to the Orange Grove
road, a distance of 1.9 miles.
l7. T. Humphus prey ant ed a petition requesting that a road in Chapel Hi11
Tovmship, approximately three miles in length and running oSf the New Hona-
Chepel Hill road near New Rops Creak, be added to the State Highway System ae

helping to eliminate the complications et the internee ti on of the Mount fitori eh

to the tax list by J. L. M1SeP'arling Aeirs. She indicated that there were more
acres listed for taxes than the idcFerlinG Heirs actually owned. The Hoard
advised 1•i iss idcFarling that she should call this matter to the attention of
the 9oard of Equellzetien end Review on the third Monday in aarch, 1953• Lti se
;ricFarling was invited to pro sent eny evidence that she might have to substan-
tiate her contention in this matter. Consideration of this situatlon was
deferred to the third i.ioriday in March, 1953, vri thout pre Audi ce to the tax payer
Don S. Efatheson, County Farm Agent, appeared and discussed the Farm
Progress Program planned for 1953•
The Chairman read a resolution to the Board passed by the Lsague of
women Voters of Chapel Hill on Jenvery 28, 1953• This resolution urns as
follows:
!^ "The League oS Women Voters of Chapel Hill Savors a Board of County
~ Commissioners for Orange County whose members represent the county at large
~-~ rather then any particular district ar township^..
It was brought to the attention of the Board that 6Ir. 17. H. Plemmons
of Chapel Hill Township contended that hie new house on trtason Farm Road urea
only 47°m completed on January 1, 1952• A statement by Mr. J. F. A. Thompson,
the building contractor for f~tr. Plermmons house, was reed which sub st¢ntiated
Ltr, Plemmons contentlon. It was moved by Commissioner Efland, seconded by
Commissioner Hobbs and unanimously passed that the 1952 asses ament on the Ff. R.
Pl ertrmons house be reduced to l}7~ of its full assessed value.
A petition by the Board of Trustees of the Chapel Rill School Administra-
tive Unit requesting the addition to the State Higheray System oS e road from
North Carolina Highway 54 to the Glenwood School site to the new bypass, a
distance of 310 of e mile, wen nre sented.
The Chei rmen read a letter Srom 2dr. Joa N, Howard in vrhich he tendered
his resignation from the County t4elfare 3oard, effective with the Lierch, 1953
meeting of the L'lelfare Board.
Zt was brought to the attention of the Hoard that e bill had been intro-
ducal in the 1953 Legislature which, if passed, would repeal the lien provi-
sions of the Old Age Assistance Law. It was moved by Commis ai oner Efland,
seconded by Commissioner Bobbs and unanimously passed, that the Clerk to this
Board should notify the legislative renrea antative of Orange County, ilr. S. Yl.
Uma teal, Jr., that this 3oard wen opposed to the rape al of the lien provision
of the Old Age Assistance law.
Upon motion by Commissioner Hobbs, seconded by Commissioner Efland and
unanimously passed, the following resolution was adopted:
"fHEREAS, Section 153-135 of the General Statutes of North Caroline
authorizes, empowers and directs the Aoard of County Commissioners to select an
dos i3nated es the official depas itory of the funds of Orange County for the
Hari od beginning ae of the first day of December, 1952, and ending on the first
day of December, 1953•
It is understood that said des'_r<,nation is made on the same terms and
conditions es 1s set forth in the depository agreement made between the 3oard
of Commissioners of Orange County and the Durham 3enk 6: Trust Company dated
the 9th ley of April, 1951, es to the depositing in escrow with The Fidelity
Bank of Durham, North Caroline, bonds of the kinds set forth in said agreement
of not loss than X175,000 per value, and upon the sews terms and conditions as
is set forth in the depository egreeme nt made between the Board of Conmiss inner
oP Orange County end the Durham Benk & Trust Company, dated the 9th day of

April, 1951, as to tho depositing in escrovr with State-Planters BeNc & Trust
Company of Richmond, Virginia, bonds of the kinds sat forth in said agreement
of not less than .Pi500, 000 par value.
Zt is further ordered thzt Ira A. Plard, Covnty Accountant, end E. ?d. Lynch
Clerk of the Suneri or Court, are hereby directed to deposit daily in the
aforesaid Durham Bank k Trust Company, Hillsboro Branch, any aad all funds or ~
money belonging to the County of Orange, or any subdlviaion thereof, received --
or collected by them as required under the provisions of Section 153.135 of
the General Statutes of North Carolina.
A bill in the amount of 5200 was presented to the Board representing the
remainder due Graham and Eskridge, County At tornoy=, for the balance due for
services and expenses in connection with the is su¢nce of j250, 000 Courthouse
Bond Anticipation Note, and the $250,000 Courthouse Bonds. It xas duly moved,
seconded and pass ad, that this bill ba paid from tae Courthouse Building Fund.
Miss Annie Btrowd and Ltiss Gladys Talley, new caso worker for the blind,
appeared and discussed the Aid to the Blind nrogrsa in the county. The follow-
ing changes in grants were made:
Jamos S. Blacknell, III, Nevr grant, .^7l}7.00 per month.
Lizzie :4h1te, reduced from a monthly grant of $Ii6.00 to 535.00.
Charlie Robert Prhi.te reduced from a monthly grant of 550.00 to $35.00.
Mr. Jemas R. Ferlow, Attorney for Brodie Powell, appeared and requested
the decision of the Board in the matter pertaining to the revocet ion of the
1952-1953 Baer License. Deputy Sheriff Frank Maddry and D!r. Farl ow informed
the Board that Brodie Powell had complied with the Boards suggestion in
erecting additional lights outside his niece of business, end was attempting
to improve the situation at his establishment. In view of this, the Board
advised hir. Ferlow that it was not revoking the Beer License ¢t this time.
Zt was moved by Commissioner Hobbs, seconded by Commissioner Efland and
unanimously passed, that hire. Idabel Allison in the Clerk of Courts office be
advanced from her present salary to a salary of $210.00 per month, effective
January 1, 1953r so long as she ne rforms tho duties formerly performed by Mrs.
Iris Pl. Cates.
hir. A. H. Graham and tdr. John T. :`:tannins appeared and presented the follow
ing resolution: ._
RESOLVED, Thet the Orange County Bar Association be on record es Savoring
¢n additional one week special civil term of the Superior Court of Orange
County to be held the week beginning the second Monday before the first Sdonday
in ufarch of each year here¢f ter, excluding the year 1953, and that the County
Commis elopers of Orange County ba reoues tad to approve such a term and requa st
the Orange County renresent¢tives in the General Assembly to have adopted
whatever legislation necessary to accomplish the estaUlishment of this sne cial
term of Court, working v+ith Mr. John ?d. Strong, Spec iel Administrative Assis-
tant to Chief Jus tics Davin.
It was moved by Commis sipper Hobbs, seconded by Commissioner Efland and
unanimously passed, that the foregoing resolution be endorsed, and that a cony
of t?:e same be sent to the Orange County Legislative repres ent¢tive.
At 2 o'clock P. L1. on February 2, 1953, the Board met in the Courthouse
for the purpose of hearing delegations pertaining to the proposed change in
the number of members of the Board of Commissioners. Mr. C. "7. Stanford,
Chairman, and Sir. ii. S. Cate, ?:tember of the Orange County Roard of Education,
end Dir. G. P. Carr, Superintendent, Orange County Schools, attended this
session.
A netitipn containing 330 signatures was presented to the Hoard. This
petition read as foil owe:
C1E, the undersigned citizens of Orange County, urge that the members of
the County Board of Con¢nisaioners be elected from the county at large, rather
than from any narticul ar district or tormship, with no limitation on the
number of commissioners to be elected from any township.

Etr. Raid Roberts and ?dr. Raymond Weaver spoke in behalf of a petition,
which vras presented to the Board at a prior meeting, and which stated
"no two members on either board shall come from the same township". After
hearing cons Sdarable discussion in the Courtroom, the Board adjourned that
portion of its meeting end reconvened in the Commissioners' Room.
The following motion was submitted by Commissl oner Hobbs: .
MOVED, that the Orange County Board o~ Commissioners be increased from
three members to five members, end that such members ba elected at large by

the voters of the county Without regard to tovmshipe, end that our representa-
tive in the legislature be asked to introduce legislation to ac compliah this
purpose. Commissioner Hobbs further moved that at the next general election
three members of said 3aerd be elected for Tour years, and that two members
be elected for two years, end that el.l terms there¢fter be four yearn. This
motion was seconded by Chairmen Torre st. A vote on this m¢tter ryas ea folloWS:
