PURPOSE:
To receive information about the Orange County Partnership to End Homelessness
(OCPEH) 2015 Plan to End Homelessness and the 2015 Calculation of Unmet Need for
Housingfor People Experiencing Homelessness.
BACKGROUND:
The OCPEHis a coalition of housing and service providers, local government
and community members working together to endand prevent homelessness in Orange County.
The Partnership’sPlan to End Homelessness is continually evolving to reflect evidence-based
practices and changes in homelessness in thecommunity.
The OCPEH 2015 Plan to End Homelessness incorporates the overarching goals ofthe
Department of Housing and Urban Development’s “Federal Strategic Plan to Prevent and End
Homelessness”:
1.Set a path to ending all types of homelessness;
2.Finish the job of ending chronic homelessness by 2017;
3.Prevent and end homelessness among veterans by 2016;
4.Prevent and end homelessness for families, youth and children by 2020.
All agencies that receive federal funding for homelessness programs arerequired to enterdata
into thenational“Homeless Management Information System”(HMIS)database. North Carolina
switched to a new HMIS administrator thisyear and staffanticipatesthatdata quality and
completeness will greatly improve.This willenable all involvednot only to be able to
understand the scale and nature ofhomelessness in thecommunity, but also to use data to
evaluate program performance and to inform funding decisions.

The OCPEH Plan to End Homelessnessalso incorporates federal indicators for endingand
preventinghomelessness – which will be measured more accuratelywith theimproved data
quality. The main indicators are:
1.Reduce the length of time people are homeless (target: fewer than 30 days);
2.Reduce returns to homelessness;
3.Reduce the overall numberof persons who experience homelessness;
4.Increase job and income growth for persons who are homeless.
The Plan to End Homelessness is organized into the three substantive areas forending
homelessness:
Housing
Employment
Services
The Calculation of Unmet Need for Housing for People Experiencing Homelessness is updated
annually and helps thecommunity understand what housing is needed to help people
ultimately resolve their homeless situation
. The goal is not to “manage” homelessness as
end
has beendone in the past, but to homelessness by thoroughly assessing clients’ needs and
providing them with the types of housing and services they need to end their homelessness.
FINANCIAL IMPACT:
There is no financial impact associated with receiving information about
the Orange County Partnership to End Homelessness (OCPEH) 2015 Plan to End
Homelessness and the 2015 Calculation of Unmet Need for Housing for People Experiencing
Homelessness.
RECOMMENDATION(S):
The Manager recommends that the Board receiveinformation about
the OCPEH 2015 Plan to End Homelessness and the 2015 Calculation of Unmet Need for
Housing for People Experiencing Homelessnessand provide comments and questions.
