PURPOSE: To approve the recommended Home and Community Care Block Grant for Older
Adults Funding Plan for FY2008-09.
BACKGROUND: The NC Department of Health and Human Services established the Home
and Community Care Block Grant on July 1, 1992. The Block Grant combined funds historically
provided to the Department on Aging, Department of Social Services, and Joint Orange
Chatham Community Action Agency (JOCCA) to administer programs for rural and minority low-
income elders. A technical advisory committee of the program administrators. -Aging, Social
Services, and JOCCA -convened by the Assistant County Manager has developed a proposed
Funding Plan for FY2008-09. The Funding Plan has been reviewed and endorsed by the
advisory boards/board of directors for the three provider agencies. As a final step in the local
process, the Block Grant Funding Plan is presented to the Board of County Commissioners for
approval.
The State estimates for planning purposes that Orange County will receive $461,444 in FY2008-
09, an increase of $4,231 from the previous fiscal year (as amendedZ
FINANCIAL IMPACT: The Home and Community Care Block Grant for FY2008-09 provides for
a total of $461.444 in State funding to support a network of aging services throughout Orange
County. The required match is provided through in-kind contributions.
RECOMMENDATION(S): The Manager .recommends that the Board approve the Home and
Community Care Block Grant Funding Plan for FY2008-09 in the amount of $461,444 and
authorize the Chair to sign the grant documents.
