PURPOSE: To present the annual report for last fiscal year, July 1, 2006 -June 30, 2007,
prepared by the Regional Partnership Local Area on Workforce Investment Act Programs,
including the vision of the Workforce Development Board (WDB) members from Alamance,
Orange, and Randolph counties, expenditures for all contractors of Workforce Investment Act
programs, number of participants served, success stories, and articles on Joblink Center
activities.
BACKGROUND: The Regional Partnership Workforce Development Board has sole
responsibility and oversight of the Workforce Investment Act programs administered in
Alamance, Orange, and Randolph counties. The Board is comprised of a majority of private
sector individuals, with remaining seats filled by the public sector. The Orange County Board of
County Commissioners appoints members to the Regional Partnership Workforce Development
Board. Members for this report period of July 1, 2006-June 30, 2007 are:

• Nancy Coston-Social Services -Public Sector
• Dr. Shirley Carraway -Orange County Schools -Public Sector
• Cleon Currie-Self-Employed -Private Sector
• Dianne Reid -Economic Development -Public Sector
• Sandra Sanchez -Joint Orange Chatham Community Action -Public Sector
The mission of the Regional Partnership Workforce Development Board is to provide leadership
and advocacy for workforce development in our communities, focusing on employer needs and
employment preparedness, with a vision of being recognized as the catalyst between
individuals' education and training, and employers' needs through the effective utilization of
available resources.

The Workforce Development Board (WDB) allocates and monitors the Workforce Investment
Act funds and oversees the JobLink Centers in Orange, Randolph, and Alamance counties.
Each JobLink Center is asked to provide data to the WDB in December in preparation for the
spring publication. The annual report identifies expenditures and service providers in the service
area along with program highlights.
FINANCIAL IMPACT: There is no financial impact associated with receiving the report.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as
information and provide any comments.
