PURPOSE: To consider a resolution recognizing Chapel Hill-Carrboro City Schools Assistant
Superintendent Steve Scroggs for his years of service and congratulating Mr..Scroggs on his
upcoming retirement.
BACKGROUND: Steve Scroggs, after 12 years of service with the Chapel Hill-Carrboro City
Schools system, will be retiring from his position as Assistant Superintendent of Support
Services on June 1, 2008. Mr. Scroggs has been responsible for many challenging and
controversial issues during his tenure, including redistricting/student assignment, budget, human
resources, transportation, food service, maintenance and construction.
Steve Scroggs comes from a family focused on education. His mother served as a school
board member and is the namesake, for Mary Scroggs Elementary School. The Chapel Hill-
Carrboro Association of Education Office Professionals has recognized Mr. Scroggs three times
since 2000 as the "Administrator of the Year".
FINANCIAL IMPACT: There is no financial impact associated with consideration of the
resolution.
RECOMMENDATION(S): The Manager recommends that the Baard approve the attached
resolution recognizing Steve Scroggs for his years of service and on his retirement and
authorize the Chair to sign the resolution.

WHEREAS, Steve Scroggs will be retiring from his position as Assistant Superintendent of Support
Services with the Chapel Hill-Carrboro City Schools on June 1, 2008, after 12 years
of service; and,
WHEREAS, Mr. Scroggs has had the responsibility to handle many challenging and controversial
issues during his tenure, including redistricting/student assignment, budget, human
resources, transportation, food service, maintenance and construction; and,
WHEREAS, he and his staff have been responsible for overseeing the construction of Smith Middle,
Rashkis Elementary, Carrboro High and Morris Grove schools, and he was principal
at McDougle Elementary when it opened; and,
WHEREAS, he has been recognized by the Chapel Hill-Carrboro Association of Education Office
Professionals three times since 2000 as the "Administrator of the Year"; and,
WHEREAS, Steve Scroggs comes from a family focused on education, with his mother having served
as a school board member and is the namesake for Mary Scroggs Elementary School;
and,
WHEREAS, in addition to a commitment to local education, Steve Scroggs served as a teacher in the
Peace Corps; and,
WHEREAS, Steve Scroggs has attended many Orange County Board of Commissioners' meetings,
representing the Chapel Hili-Carrboro City Schools System, snappily attired in his
trademark bowtie;
NOW, THEREFORE, we, the Orange County Board of Commissioners, do hereby recognize Steve
Scroggs for his outstanding service to the staff, parents and especially the students of
the Chapel Hill-Carrboro City Schools System and the people of Orange County.
