The Board of Commissioners for the Couatg of Orange met in regular session
on Tdondey, Jenuarg 5, 1953, at 10 o'clock A. `d., is the Commissioners' Room at
the Courthouse in Hillsboro, North Carolina, the usual place of meeting.

The minutes of the December meeting were recd end approved,
ldr. John t'1. Umstaad, Jr., member of the North Caroline Leglsl¢ture from
Orange County, appeared and requested that the Board submit ang bills it may
have to come before this session of the Leglslatura, not later than January 31,
1953•
A delegation of approxim¢telg twenty citizens from Chseke, Cad¢r Grove,
Little River, Eno and Hingham Tormships, appeared in connection with increasing
the number of Couatg Commi ss ionera.
Gtr. Reid Roberts of Eno Torrnehlp acted ae spokesman for tho delegation.
He stated that the group was 3n favor of increea ing the number of Commissioners
to seven, with one Commi.eaionor from each Township.
Gtr. J. E. Hnvrkine of Cedar Grove Township stated theg ¢1 so favored the
anme number on the Board of Education.
Rir. L. N. Sparrow, who was elected Constable of Chanel Hill Township in
the November election, appeared with a $1,000.00 signed bond, and asked that
he be administered the oath of office.
I~Ir. R. 0. Forrest, Chairmen of the Board, administered the oath of office
to LSr. Sparrow and directed fi1r. Ira .4. YI¢rd, County Accountant, to releeae
this bond mhon fiir. Sparrow presents a satisfactorg surety bond.
IIpon motion of Commissioner Eflend, seconded bg Co®iasioner Hobbs, the
following chengea ware ordered in Aid to Blind Grants:

Lydia fitee Blackwood reduced from $35.00 par month to $33.00 per month.

The Board of Education nppeared and pre aented the following resolution:

"The Orange County 9oard of Education inregular session today passed the fol-
lowin~ resolution:
This board will need 565,000.00 more than the 5105,000.00 already
appropriated to complete the urgently needed portion of the Hills-
boro Elementary School. This money will be needed by July 1, 1953."
"IYe respectfully request your cons3 deretion of the above matter."
No action was taken on the above request.
IIpon motion of Commissioner Efland, duly seconded by Commissioner Bobbs,
the ~resignat ion of dir. R. L. 6iohler ¢s Orange County Civil Defense Director
was accepted and the Board expressed their appreciation for the good work
done by him.
IIpon motion of Cosmri seioner Efland, seconded by Commissioner Aobb e, and
by fl unanimous vote, dir. Edwin P. Barnes was appointed to succeed t6r. diohler
as Civil Defense Director.
It was brought to the attention of the Board that Brodie Povrell of Church
Street Extension, near the Town of Chapel A111, was operating his place of
business in such a manner as to melee it unsuitable for the sale of beer.
Plow, therefore, upon motion of Commisa loner Hobbs, duly seconded by Com-
missioner Efland, the Clark to the Board was authorized to notify Brodie Powell
that a hear ing will be held on January 2L, 1953 at 2:30 o'cloclt P, td ., at the
Courthouse in Hillsboro, N. C., to determine whether or not his beer license
for the year 1952-1953 should be revoked.
It was brought to the attention of the Board that Orange County Sinking
Fund owns ¢ Series F Hond numbered V2711157F, dated 8farch 30, 1946, in the
amount of 55,000.00; and that the proceeds from said bond will be needed to
defray the principal of Orange County Highway Improvement Bonds, dated 1913,
maturing April 1, 1953•
IIpon motion of Commissioner Efland, seconded by Commissioner Hobbs, the
following resolution was unanimously adopted:
RESOLVED, Th¢t Ira A. Hard, County Accountant, on behalf of Orange County,
is hereby authorized and directed to endorse and submit for redemptl on the
said bond.
Zre A. Pfard, County Accountant, upon receipt of the proceeds from said
bond, is hereby Slarther directed to deliver the said proceeds to the Trustee
of the Orange County Highway Improvement Bonds' Sinking Eund.
It was brought to the attention of the Board that 5. A. Johnson, Trustee
of the Orange County Highway Improvement Bond Sinking Fund, has in his posses-
sion two Series F Bonds, dated October 1, 19li2, numbered X110307F and A110306F
of the denomination of 510,000.00 each; end that it is necessary for the said
Trustee of the said Sinking Fund to liquidate said bogds by April 1, 1953,
for the purpose of paying off at maturity, the said fiighway Improvement Bonds.
IIpon motion of Commissioner Hobbs, seconded by Cossnlssl oner Efland, the
following resolution was unanimously adopted:
RESOLVED, That Ira A. l4ard, County Accountant, on behalf of Orange County,
is hereby authorized and directed to purcba se said Series F Bonds at their
face value as of April 1, 1953, with money available from the School Building
'n7znds.
There being no further business, upon motion> adjourned, to meet on PVed-
nesday, January 21, 1953, at 2:30 o'clock P, hf ., at the Courthouse in Hillsboro
North Carolina.
