Draft Eno EDD Area Small Area Plan (Note: Executive Summary follows Table of Contents) INFORMATION CONTACT: Craig Benedict, (919) 245-2592 Perdita Holtz, (919) 245-2611 PURPOSE: To receive public comment and BOCC direction on the draft Eno EDD Area Small Area Plan. BACKGROUND: An appointed citizen Task Force has been working with Orange County staff to develop a Small Area Plan for the Eno EDD Area since December 2005. The draft of the plan was completed in April 2008 and a Community Open House-style Meeting was held on May 13, 2008 to provide interested citizens an opportunity to talk with Staff one-on-one about the draft plan. The draft plan contains numerous recommendations in the following topic areas: ® Water and Sewer ® Land Use and Zoning ® Transportation ® Housing Parks, Recreation and Open Space ® Communications ® Intergovernmentallssues ® Other Recommendations, including: o Potential Strategic Growth and Rural Conservation (SGRC Program o Plan Updates o Implementation An Executive Summary containing a synopsis of the most significant recommendations made in the plan is included in the draft plan immediately following the Table of Contents. While the Executive Summary gives a brief summary of the most significant recommendations, amore substantial understanding of the recommendations can be gained by reading the ` Recommendations section which begins on page 48 and concludes on page 58. S°:13UC C1?.008 1?nblic l:faari»gs~May 19\f~no 1rI)17~.llriEt L.rio 1-J7C> Area Small :1rca t?lan Abstrac¢ QPH_dac 2 The draft Eno EDD Area Small Area Plan has been made available to interested persons on Orange County's Planning Department website: (http://www.co.orange.nc.us/planning/admin Eno EDD SAP.asp) Implementation of many of the recommendations contained in this plan will require revisions to adopted County policies and regulations. Examples of these policies and regulations include, but are not limited to: ® Land Use Element of the Comprehensive Plan o Text o Map ® Subdivision Regulations ® Zoning Ordinance (including EDD Design Manual) o Text o Map Amendments o Permitted Use Tables ® Water and Sewer Policy ® Water and Sewer Management, Planning, and Boundary Agreement County Departments and Advisory Boards other than the Planning Department: and Planning Board have interests in or jurisdiction over some of the recommendation topics. These other departments and advisory boards will need to be part of the implementation process. Additionally, close coordination and cooperation with the City of Durham will be required to efficiently implement many of the recommendations related to water, sewer, land use, and zoning. FINANCIAL IMPACT: Other than advertising costs, there are no direct financial impacts associated with hearing public comments on this item. If the plan is adopted at a later date, implementation will require either staff time or a consultant contract to draft regulation changes and/or subsequent plans (such as a Master Water and Sewer Plan). Additionally, future implementation of recommended water and sewer extensions will require funds from benefiting property owners, governmental entities, or a combination of funding sources. RECOMMENDATION(S): The Manager recommends that the Board: 1) Hear comments from any interested parties in attendance; 2) Acknowledge that the public hearing will remain open until the Planning Board review and comment at which time the public hearing is closed; 3) Refer he item to the Planning Board for review and comment to be returned no later than June 9, 2008; 4) Direct staff to place the draft plan on the June 24, 2008 BOCC regular meeting agenda for adoption consideration.
