BACKGROUND: On February 21, 1989, the Board of County Commissioners adopted a Naming of County Owned Buildings and Facilities Policy to direct the County's process for the naming of County buildings and facilities. The Board and County staff have utilized this policy on multiple occasions during the last 19 years for the naming of County buildings and facilities. The policy was revised and approved by the Board of Commissioners on November 9, 2005. This action primarily removed a provision regarding the County Manager making a recommendation to the BOCC regarding potential building and facility names. The revision also addressed the potential naming of rooms or portions of a facility in compliance with the policy: Some questions have recently been raised regarding the policy, and staff is presenting the policy to the Board so that any clarifications can be made and/or issues addressed and to allow the County to move forward with future naming activities. FINANCIAL IMPACT: There is no financial impact associated with the review and discussion of the policy. RECOMMENDATION(S): The Manager recommends that the Board review and discuss the Naming of County Owned Buildings and Facilities Policy as revised and approved on November 9, 2005, and provide feedback to staff on any new proposed changes. 0 POLICY FOR INSERTION INTO THE POLICY MANUAL MEETING DATE: February 21, 1989 NUMBER: A:0390 EFFECTIVE DATE: February 21, 1989 REVISIONS: November 9, 2005 POLICY: NAMING OF COUNTY OWNED BUILDINGS AND FACILITIES POLICY ORANGE COUNTY POLICY AND PROCEDURE CONCERNING THE NAMING OF COUNTY OWNED BUILDINGS AND FACILITIES 1. County owned buildings and facilities shall bear such names as the Orange County Board of Commissioners shall approve pursuant to this policy. 2. Any person, firm or association may propose a name for a County owned building or facility. Such proposal shall be made in writing and filed with the County Manager and/or Clerk. 3. The County Manager shall prepare a report concerning the proposed naming. The report shall contain such information as the County Manager deems appropriate but should, in most instances, contain the following information a. The proposed name of the facility; b. The existing name of the facility, if applicable; c. Whether other County buildings or facilities bear the proposed name; d. Whether the same name is proposed and currently pending for some other publicly owned building or facility within Orange County. e. If the building or facility is frequented by the public for a number and variety of uses, whether the proposed name would be confusing because of other public or private facilities or structures bearing the same or similar name; £ A brief description of the building or facility for which the name is proposed; g. ~ If the proposed name is that of an individual, an inclusive description of the individual's contribution to the community should be included 4. The report shall be made to the Orange County Board of Commissioners by the County Manager 5. Upon receipt of the report and the recommendations, the Board of Commissioners will consider the adoption of a resolution stating its intent to consider the naming or renaming of the building or facility at the next or some subsequent meeting determined by the Board of Commissioners. If the building or facility is a significant public structure, the Board may, at its option, direct that a notice be published informing the public of the Boards intent to consider the naming or renaming of the proposed building or facility and the fixing of a time and place for a public hearing on the question. 0 6.. The building or other facility shall bear the name assigned to it by the Board from and after the date of the Board's approving action or such subsequent date as the Board of Commissioners may prescribe. 7. This policy and procedure does not apply to the naming of public streets, roads, alleys, and other similar thoroughfares. 8. Under unusual circumstances and for reasons satisfactory to the Board of Commissioners, the Board may name a County owned building or facility without following the procedures set forth herein. 9. Portions of a building, such as a meeting room or resource center, may bear the name of an individual or group subject to the procedures outlined above. 10. This policy shall not be construed as a mechanism for selling the name rights to county structures or facilities. ~..~ , ~~ O POLICY FOR INSERTION INTO THE POLICY MANUAL MEETING DATE: February 21, 1989 EFFECTIVE DATE: February 21, 1989 POLICY: NUMBER: A:0390 REVISIONS: NAMING ©F COUNTY O NED BUILDINGS AND FACILITIES POLICY ORANGE COUNTY POLICY AND PROCEDURE CONCERNING THE NAMING OF COUNTY OWNED BUILDINGS AND FACILITIES The following policy and procedure shall apply to the naming or renaming of buildings and facilities owned by Orange County. 1. County owned buildings and facilities shall bear such names as the Orange County Hoard of Commissioners shall approve pursuant to this policy. 2. Any person, firm or association may propose a name for a County owned building or facility. Such proposal shall be made in writing and filed with the County Manager. 3. C Purchasing and Central Services Director Pam Jones said that they are looking at a policy that will define the use of the vehicle. Some uses may be good for alternative fuel and some may not. There will be a process of evaluating all vehicle purchases. Commissioner Jacobs said that it should be the default position to use an alternative fueled vehicle unless it can be justified otherwise. Commissioner Halkiotis said that he thought that a Bobcat was approved last year. The staff will check on this. Chair Carey asked how soon staff would be added and Lori Taft said that they talked about bringing on some staff as the park is under construction for oversight and additional supplemental work. Some staffing costs will be incurred next fiscal year. They would not have all operational and equipment costs next year, and she will provide a breakdown. Commissioner Jacobs asked Dave Stanch about the timeframe for developing Fairview Park and Dave Stanch said that they hope to have a master plan completed by March or April next year, and their timetable would be similar to page 6. Commissioner Jacobs said that he would be more inclined to phase in staff at Northern Park rather than starting with full staff, and maybe a third person could start working part-time at Fairview Park as it is.coming online. John Link said that they could share equipment between Northern and Fairview and Lori Taft said yes. Commissioner Gordon asked about the implications for discussing the budget at this time. John Link said that this is only preliminary. Commissioner Halkiotis said that they need to start putting together a list of proposed budgetary issues coming up in the spring. 4. Proposed Revisions to the Policy for Naming of County-Owned Buildings and .~..- Facilities Chair Carey said that the lime green sheet had Commissioner Jacobs' suggested revisions to the policy. Commissioner Gordon asked to include the Clerk in numbers 2 and 3. Also, in #4, "and the Administration's recommendation" will be deleted. Commissioner Halkiotis asked Commissioner Jacobs to explain his revisions. Commissioner Jacobs said that Department on Aging Director Jerry Passmore suggested his revisions. At the Galleria, there is a meeting room that is dedicated to someone. There may be opportunities within a building to have a room named in someone's honor, etc. Commissioner Gordon suggested adding to #9, "subject to the approval of the Board of County Commissioners." Chair Carey said that all of this is subject to the approval of the Board of County Commissioners because the Manager will bring the recommendation back. Commissioner Gordon then suggested adding, "subject to the procedure outlined above." A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to approve all suggested changes to the naming of the County buildings policy.
