PURPOSE: To proclaim May as National Historic Preservation Month in Orange County.
BACKGROUND: For years, the National Trust for Historic Preservation proclaimed a single
week in May as National Historic Preservation Week. Three years ago, the Trust extended the
program to include the entire month. On May 1, 2008, Richard Moe, President of the National
Trust, will launch the third annual National Preservation Month with the theme, "This Place
Matters". National Preservation Month offers an opportunity for Orange County and local
partners to reflect on efforts to preserve the built environment and associated heritage.
The theme, "This Place Matters", speaks to Orange County residents on several levels. In
March of 2007, the National Trust selected the Town of Hillsborough as one of America's Dozen
Distinctive Destinations. "This Place" also evokes reminders of the County's rural heritage -
active farming communities, country roads and their associated scenic vistas. Retaining a
sense of place is an important theme of the draft 2030 Comprehensive Plan. Advisory boards
have strived to accommodate new residential and economic growth in a way that preserves the
County's uniqueness and special places.
The theme "This Place Matters" also speaks to coalition building. Agriculture and preservation
work hand in hand to preserve and conserve cultural landscapes. Partnership opportunities
abound with the green building movement. The County may wish to join forces with builders
and environmentalists to encourage informed choices when pursuing efficiency in new buildings
and to retain important character defining architectural elements when retrofitting existing
buildings. These kinds of cooperative ventures will only add to the long-term quality of life in
Orange County.
For the second year in a row, the Orange County Historic Preservation Commission (HPC) has
partnered with the Historical Foundation of Hillsborough and Orange County (formerly the

Orange County Museum) to sponsor a photo contest, "Heritage Corridors". (Please see
Attachment #1.) Leonard Vogel, a member of the HPC and the North Carolina Society of the
American Institute of Building Design (AIBD) arranged for the ~AIBD to donate $300 for prize
money. Contest winners were announced in front of the historic courthouse during the April
"Last Fridays" event. The winning entries will remain on display in the Museum until June ~1.
The HPC has also written an article based on an oral history project that will be published in The
Herald Sun on Sunday, May 4, 2008.
National Preservation Month also offers an opportunity for Orange County and local partners to
reflect on successful efforts to preserve the built environment and associated heritage. The
most visible example is the Alexander Dickson House, which serves as the visitor center for the
Town of Hillsborough and the headquarters for the Alliance for Historic Hillsborough. The logo
for the Chapel Hill Visitor Center and the Orange County Economic Development Department
features elements of symbolic historic buildings from the three municipalities -Chapel Hill,
Carrboro and Hillsborough.
Other examples of preservation activity include:
• Setting up a booth at the County's first Energy Fair with materials on the green
components of preservation;
• Emphasizing the importance of designing the new justice facility in a way that respects
the historic fabric of downtown Hillsborough, particularly the Greek Revival courthouse
attributed to John Berry and known throughout the state as an example of that style;
• Conducting a cultural and archaeological survey at the site of the new justice facility and
revising the parking layout to protect resources discovered during the survey;
• Sponsoring cultural and archaeological surveys of County park sites as part of the
master design process, and developing new approaches to share the information from
those surveys to the public;
• Demonstrating a commitment to historic resource stewardship by recognizing that the
existing buildings at County park sites are irreplaceable assets and pursuing the
stabilization of those buildings for future use;
• Including a chapter on cultural and archaeological resource protection as part of the
Natural and Cultural Systems Element of the 2030 Comprehensive Plan; and
• Publicizing and promoting the County's Local Landmark program, an honorary
designation program for local properties with historic and architectural significance.
These examples represent a sample of the County's efforts to promote historic preservation and
to use preservation for local economic development and coalition building, demonstrating this
year's theme, "This Place Matters".
FINANCIAL IMPACT: There is no financial ,impact associated with considering the
proclamation.
RECOMMENDATION(S): The Manager recommends that the Board approve the proclamation
and authorize the Chair to sign designating the month of May as National Historic Preservation
Month with the theme, "This Place Matters", and that the Board to extend an invitation to the
public to participate in the upcoming events.

THE ORANGE COUNTY BOARD OF COMMISSIONERS
NATIONAL HISTORIC PRESERVATION MONTH
WHEREAS, historic preservation is an effective tool for managing growth, revitalizing
neighborhoods, fostering local pride and maintaining community character while enhancing livability;
and
WHEREAS, historic preservation is relevant for communities across the nation, both urban and rural,
and for Americans of all ages, ali walks of life and ali ethnic and cultural backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the contributions made by
dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a
people; and
WHEREAS, Orange County has become a strong advocate for the protection of cultural and
archaeological resources and continues to pursue partnership opportunities to preserve these important
and often irreplaceable resources, to seek new and innovative ways to make local history engaging to
the public, and to encourage others to do the same; and
WHEREAS, Orange County has demonstrated its commitment to historic preservation by using the
restored Alexander Dickson House as the Hillsborough Visitor Center, stabilizing the farmsteads at
future County parks, the reuse of the historic Hillsborough High School/Whiffed Human Services
Center, including a cultural resources component to the 2030 Comprehensive Plan, and designating
important properties with historic and architectural significance as local landmarks; and
WHEREAS, "This Place Matters" is the theme for National Preservation Month 2008, and in Orange
County is cosponsored by the Orange County Board of Commissioners, the Orange County Historic
Preservation Commission, the Historical Foundation of Hillsborough and Orange County, the Alliance
for Historic Hillsborough and the National Trust for Historic Preservation;
NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby proclaim May
2008 as National Preservation Month and call upon the people of Orange County to join their fellow
residents across the United States in recognizing and participating in this special observance.
