RE: Ambulance Idle Reduction Project and Memorandum of Understanding with Stealth Power LLC
and the NC Clean Energy Technology Center
Background
Orange County is participating' in a pilot project to assess the impact of using idle- reduction technology
on seven County ambulances. The grant funding this project is the 2013 -2015 cycle of the Clean Fuel
Advanced Technology (CFAT) program of the NC Clean Energy Technology Center ( NCCETC).
The NCCETC is funded by the NC Department of Transportation to administer the,CFAT grant program
to lower vehicle emissions in NC counties with a non - attainment status for air quality, as determined by
the US Environmental Protection Agency. The grant proposal was written by a third party called New
West Technologies' on behalf of Stealth Power LLC, an idle- reduction technology provider.
In the fall of 2014, Orange County Asset Management Services (AMS) was approached to see if we
would be interested in working with New West and Stealth Power under this grant in order to receive
idle reduction equipment on seven of our ambulances at no cost to the County. AMS provided a letter
of support affirming our interest and we were awarded the grant valued at $181,965.00.
In early March, AMS, the County Manager, and the County Attorney reviewed an 11MOU laying out the
management, maintenance, and reporting requirements associated with the project. The MOU has
been executed by the County Manager.
This project will be completed with no capital expenditures, only in -kind investments in the use of
existing labor, facilities, and equipment. Benefits of this project to the County include:
• Reductions in fuel costs and harmful emissions
• pilot project to assess technology for possible future investment
• possible reductions in vehicle maintenance costs and extension of vehicle life
